but we are currently praying for all of those people who have been affected by this and especially for those first responders. thanks very much for joining us. don't go one where are breaking news coverage continues on cnn right now >> we begin with breaking news this morning, a dire emergency in baltimore right now, desperate search is underway as rescue crews try to figure the route where people who plunged into the river after a major bridge collapse, where they are and if they are alive, we are following it all new overnight federal raids on to homes owned by sean diddy combs. now cnn is toll combs is the target of an investigation this morning, the fate of a widely used abortion pill hangs in the balance at the supreme freedom corps. kate is out. i'm john berman was sara sidner. this is a huge

news de this is cnn news central >> cnn breaking news breaking right now, a major bridge in baltimore has collapsed after a large container ship slammed into it overnight. and now there is a desperate search to save at least seven people who plunged into the river below. that is the video of what happened right there. it looks like the bridge lapsed like match six rescue crews are searching the potassium go river and so far they say two people have been pulled from the waters alive. one of those people, however, in very serious condition, the collapse occurred around 130 in the morning when the ship hit a support column of the francis scott key bridge sending multiple vehicles into the river >> the advisee entire bridge, entire cambridge in the harbor, advisor again, the entire cube roots has fallen into the

harbor officials are describing this as a mass casualty event. dozens of agencies are on the scene, including the coast guard and dive teams are in the water looking for any survivors. the governor has declared a state of emergency. you are looking now at live pictures above that harbor, looking down for the first time really getting a view of what this looks like. now that the sun has come up, you are seeing the devastation from that collapse after one of those pylons holding up that bridge was hit by a huge container ship and you see that container ship there with all of that crumpled metal around it. one witness has said he lives nearby and he was woken up by the sound of the collapse >> i live in a community called sunny beach, which is the first community going south from the bridge. and we were awaken with what appeared to be in

earthquake and a low along rolling sound of thunder. so we woke up and literally we can look right out bedroom window and cdk bridge, but i couldn't see anything because of the darkness and a little bit later got up again to check and us awesome emergency lights in the area in an aside a drive up because i'm the older dog and chasing the fire truck. and i came up here. and what was in progress was a multi the jurisdictional response to a disaster basically >> we just heard from baltimore's maire at a news conference here is what he's saying this morning. >> this is a unthinkable, a tragedy. we have to first and foremost, pray for all of those who are impacted, or we have to be thinking about the families and people impacted folks who we have to try to find and say >> and so far as we mentioned,

there are seven people. they are sure they are looking for at this hour, cnn's gabe cohen has just arrived to the scene in baltimore. he is with us now, live game. you are they are looking at the first morning light on this disaster that has collapsed this bridge. what have you learned so far it looks era these first and then it's a day later giving us a really surreal look at this rescue operation that's currently underway. i want to step out right away and give you a look. at what's happening as we push in on the key bridge here. because it gives you a sense of this urgent search that officials have had to carry out here over the last few hours, sonar picking up that there are vehicles in the water that came down off the key bridge when a collapsed early this morning and you can see if you look, some police boats clearly in the water that's what those flashing lights are. and as we push in on that container ship, those are chunks of the key bridge

mangled in the water. at least one of them strewn across the deck of that ship that's still sitting there in the river as rescuers are around it trying to find anyone who might be alive in the water. as you mentioned, officials have said they're searching for a least seven people, but they don't know the exact number. but this is a long bridge, a wide river from our vantage point, you you can see clearly a huge chunk of it that's gone, sarah, the gap between the two sides maybe as a half-mile long, it's hard to tell from our view of a look. they've shut down both sides of the bridge as is rescue is underway. this is about as close as we could get, but it is stunning to see what, what as the key bridge and extremely important route, not just for people who live in baltimore, but anyone who travels the so-called acela corridor between washington and new york, this is over interstate this is interstate 695. it is

really a highly trafficked road. they're going to be implications there in the hours, days, months ahead. but right now the focus is on this urgent search for any possible survivors who could still be in this choppy water and just to give you a sense of conditions right now according to online data, this water might be around 48 degrees the weather, this morning high 30s, low oh, '40s. but just being here along the water extremely strong frigid wind there. the water is choppy conditions must be brutal for crews out there and they are searching a very wide, very expansive part of this written or anywhere where the bridge has collapsed apps to and we can see it is a huge area. coast guard helicopter flying overhead. and what from our vantage point looks like maybe a dozen boats in the water looking for people it is

so disturbing just to watch that collapse happen that happened around 130 in the morning, we should also mention that the police chief >> james wallace, has said that sonar has detected the presence of vehicles in the water underneath the water. so those rescue crews are out there desperately searching for anyone who may still be alive after this this claps. and as you said, up to seven or more people they believe are still missing gabe cohen. thank you so much for your reporting this morning. i'm going to toss to you, john >> all right. let's give people a sense of exactly where this bridge she is right now. you can look here on this map, this is baltimore, this is the key bridge. you can see it is the outer bridge from downtown baltimore and this span right now, it is in the water. it is in the potassium sco river in baltimore, right now. i just want to play again so people can see ship hits the pylon

there. i'm going to reverse that right there. that pylon right there, that big ship runs into it. the entire bridge falls into the water there. and again, just so people have a sense of the area we're talking about. this is the key bridge. this is baltimore, washington can international airports. so you can imagine if you're coming from the northeast down to bwi, you may very well go over that bridge, this area right here, you're looking at a lot of warehouses. amazon, mccormick, important companies. so this is a huge transport corridor up and down the east coast let's get a. sense of what it would be like for people who may be in the water right now, because as you heard, there is a search for up to seven people derek van dam is with us now we heard water temperatures of about 48 degrees. what does that mean, derek? >> yeah. well, that's downright dangerous for anybody who enters water of those temperatures. cold water,

remember, drains body heat roughly four times faster than cold air can. so with a water temperature of 48 degrees, the reasonable survivability time is roughly one to three hours with those types of water temperatures give or take a couple of hours on either side of that, that is what we're dealing with here. remember hypothermia, cold shock, that, or that is the concern. as you enter cold water with water temperatures in the '40s, your heart rate increases, your breathing, increases, and of course, your blood pressure changes as well. another complication within this search and rescue effort is the current high tide that is pushing certain amounts of water into the chesapeake bay and into the pitot sco river region, just outside of baltimore. we currently have coastal flood warnings are in effect for the entire chesapeake bay as water approaches high tide, roughly at 08:20 this morning. so you

can imagine the search and rescue boats, not only navigating the choppy waters that are being pushed in from the atlantic ocean. but soon within the next hour or so, we're going to see a reversal in the tides as low tide approaches around 310, this it's afternoon and then that will also complicate trying to keep those boats in a steady position, not to mention the wins that will be picking up through the course of the day today, because you see this approaching from the west. that's an approaching cold fronts, and that is going to advance eastward right now, we're drive visibility at ten miles, so about as clear as that can get. but with the approach of a cold front, we anticipate wins to pick up. and we anticipate the chance of rainfall to enter into this equation to complicate the search and rescue efforts that are ongoing, john all right. derek van dam. so those people, if they are still in the water, they need to get them very, very quickly. derek van dam, thanks to you. can just put the daylight. ariel view of the situation in the taps go river so people can see what we are dealing with right there. just

look at that picture for a second. let's just stay on this for a second. >> you >> can see that entire span of the key bridge was in the water. that is 695 that is a major beltway in a major american city. that's at the bottom of a river right now. and there you can see dolly that huge cargo vessel just wedged in there right? word is bins. it's about 01:30 this morning when it crashed into the pylon that supporting that bridge leading to this just major infrastructure disaster again, that is an image you simply you simply never see that is stunning, stunning footage, sarah, it truly has in john, one of the things that really struck me and listening to the police chief james wallace, is he talked about the two people they were able to rescue one of whom is in very serious condition, not able to even speak to them about what that person experience. the

other person walked away and refused medical services was okay enough to be able to just say, i'm fine and was able to go on about their day hey fascinating to hear that. and the fact that there are now seven at least seven people they believe are still in those frigid waters on top of the fact that you talk about this bridge, you look at this expanse daily. there's about 31,000 cars traffic that uses this expansion it's like you said, it is a major area of commute and it is going to cause a lot of problems. but right now the real focus is on trying to save those who may be in that frigid water, including vehicles that sonar has detected underneath the surface. all right. we're going to have of course, much more ahead the, on the emergency response to this bridge collapse and the search for those who may still be in the water, also breaking

in the water that is a huge cargo ship that ran into a pylon in the bridge overnight. the entire bridge collapsed 31,000 cars vehicles a day pass over that bridge. it will be some time before any goes over that span again. at this moment, there is a search and rescue operation underway in that water in the potassiums go river, they believe as many as seven people could be underwater right now sonar picked up signs of cars in the water. this collapse again, it happened overnight. we have video here i can show you of the wall of the moment it happened. if you could take me right now, guys, you can see the cargo vessel running into the pylon right there the entire bridge collapses in to the water how did this happen what happens now with us as cnn transportation analyst and

former inspector general, the department of transportation, mary schiavo. mary, we're looking at these pictures which are really hard to digest, hard to really process what are the questions you have this warning >> well, first and foremost, as in any ship traffic way, navigable waterway, they're usually pilots or tugboats are persons on board to direct the ship so they inquiry from the national transport occasions, safety board and others will start with who was on board, who was in who is commanding the ship, who was in the pilot house? what were they doing? who was the local pilot? the river pilot, to direct them or, were there tugs that we're not at their places. so there's so many questions about the steerage of the ship and then of course they're going to turn and to the bridge. the bridge construction was interesting and us bridge collapses is there are two major causes. one is a ship or barge hitting the

bridge. it's happened in many states over the years. and the other is often if the bridge was under work are under construction and certainly they will be investigating those two reasons. as well. and those seem to stand out in the united states, at least in modern times, to explain what happened in bridge collapses. >> so, just so people understand again, that stunning pictures right there, if we can look at the map and maybe push in a little bit on the map here so we can see the area that i'm talking about. this is 695. this is the france the scott key bridge right there. you can see it's the outer bridge in the baltimore harbor. the last bridge out as you head into the chesapeake bay. >> but this is a >> really heavily trafficked waterway. mary, i mean, the inner harbor is in there are all kinds of shipping vessels are going in and out of this it's area. every single day so this clearly was some kind of a catastrophic accident here oh,

absolutely. some kind of a catastrophic >> accident you know, they're going to be focused on what was going on the ship, but also those support peers, you know, the old its mainstay of engineering that there are three parts to a bridge construction, the mass and inertia to protect it against win and the stiffness of the trash trusses to keep it together. and then of course, the stays to keep the bridge on it supports and so in modern times, what they have done is built a built-up bulwark send and cement pilings and all sorts of things to keep the barges or ships from him hitting those supports. because once those supports are weakened and the bridgespan is weaned from the support that has explained the problem in a lot of bridge collapses in the united states, even a major one here in charleston back in the '40s. >> the night barry, i'm going to jump in here. the maryland state transportation secretary is speaking. let's listen in

great >> 30 to total 40. and our federal, state, local partners immediately responded to the scene at this time, this is an active search and rescue mission. we know we know there were individuals who won the bridge at the time of the collapse, working on the bridge, contractor for us our partners from the earth's coast guard will provide some more information patient momentarily. in terms of traffic, drivers should avoid ice 95 southeast carter and use it on i95 and 895 as alternative i'd 695 is being detoured southbound at exit 43, the peninsula expressway in northbound at exit two, root ten vessel traffic into and out of the port of baltimore suspended until further notice. but the port is still open for truck trans trans transactions obviously, we're very thankful for the first responders who are carrying out their efforts in these rescues, and they're that they're doing this all through the night and today we're, praying obviously for everyone's safe return will

continue to provide updates to you. the next one being approximately 930. with that with that, i will turn it over to lieutenant colonel palmer from the west coast guard >> good morning. my name is lieutenant commander aaron palmer, free coast guard sector, maryland national capital region on the current acting chief of response for the sector. the coast guard's primary mission right now is search and rescue, looking for any survivors in the water scene. we currently have three small boats. we also have coast guard cutter maiko and 87 foot patrol boat. we have a helicopter from air station atlantic city and we're working with numerous federal, state, and local partners on-scene on these search and rescue efforts. they giving you any questions? jeff, this time we'll roll the fbi >> playing in the investigation >> fbi has basically to see if there's any terrorism connection, which there's not

bridge. what was going on and how many vehicles you think might actually be in the water? >> there were they were basically doing some concrete deck repair. we don't have the number of the vehicles i don't have that right off hand. >> how long are the port we close any too early to determine a number of people that's that's the one number that we've had. but obviously we're going to >> researching to see if anyone else was on that bridge all of the above to be frank it's a very, very tough situation. when 01:00 a.m. in the morning. very little information that they're time it happened instantaneously as you've seen we actually have set up a facility for any family members. we have to health professionals there as well. so we are dealing with that we

mission that is important to note, but he also says that they have confirmed that there were individuals that were working on the bridge around 130 in the morning when it collapsed. and so that is a new detail. there was questions about who was on the bridge at the time. they are also talking about the fact that they do believe that there are cars in the water that have been detected by sonar as well? i want to get us to mirror brandon scott, the mayor of baltimore, who is with us right now on the phone. maire scott, first of all, i just want to say that i am so sorry that your community is going through this right now and that their families wondering and worrying about their loved ones at this hour. can you tell me so far? what you know about exactly what happened here to the francis scott key bridge >> well, listen, we haven't unspeakable tragedy we know that this vessel struck the bridge and embrace collapse they were individuals working

on the bridge at that time. there are cars and water out of fire department has confirmed that as they lead this ongoing search and rescue mission through sona, that is where our focuses is about those souls and people that we're trying to find and get out of this water. we know that there's going to be questions about the breeze and traffic and the port right now. every one and ms world's focus should be about these souls and those families who are wondering if these people are going to walk back in the door after they walked out to work last night? >> yeah. that's a really good point the anxiety of all this and then plus just watching the video of what happened and how quickly the bridge sailed. can you give me some sense of what you thought at first light this morning when you saw the pictures of actually what that bridge looks like with the barge slammed into it there. what were your initial thoughts? >> well, it was something out

of an action movie or something you never thank you. would see and being here right now, looking at it is even more surreal and it just makes you think about again, those families, those individuals that were on that bridge, those folks that even on that vessel, even more because no one should have to endure. and i'm going to be the first to ask that scene and everyone else stopped showing the video. no one needs to see a possibility of their family member being severely injured or otherwise over and over and over again because it's just traumatizing. i'll community fair enough >> mayor. i do want to ask you about the two people who have been rescued. there are two people one of which the police chief of police, your police chiefs james wallace, said, is in very serious condition and unable to talk about any details of what happened, trying to get medical attention. but the other person, he said was able to

walk away incredibly walk away from this and refused medical services. is there anything else you can tell us about these two victims of this collapse? >> no. as far as she as far chief wireless said on one victim refused care and the other one is in a see are very serious condition at a local trauma center and we are praying for the individual to hopefully come out on this on the other side. but we are grateful that we were able to rescue them. but there are many more so. we have to find >> i do want to ask it. i know that you're talking about the search and rescue. just how many agencies are trying to get to people, and how difficult it might be what authorities are telling you who are involved in this, how difficult it might be to get down to those cars that you mentioned that are submitted merged right now in the river basin. this is a all hands on deck effort. we have our partners from baltimore

county. we had harford county, prince george's county, and randall county fire departments, police department, maryland state police, department of environment. we've been talking about federal partners everybody he's working together to try to first and foremost say souls and lies. and then we'll build up from everything else that has to happen from there. but every single agency that you can think of, an imagined is here. but when you're thinking about other diving missions themselves, you're talking about water that's very cool. you can see the wind you can see the thai, and you can see how wide of an area that we're talking about, all of which will make this search and rescue even more difficult. >> mirror, have you or anyone in your circle have any contact with the folks on this ship or with the shipping company, has anyone heard anything from from them at this hour and i know it's early in the morning and this has been around 130 yeah. >> we have not. but other folks

in the other folks have. and i'll understanding is that the individuals on the vessel all all safe and healthy. >> but >> we're going to continue to do our association as we go through the search and rescue and how we can even get those individuals off. but of course right now we'll focus on those in the water >> all right. i just want to be clear because you said something i hadn't heard before. their words concerned that there were individuals that were on the deck there as this smashed into the bridge and you were saying that what you i have learned so far is that the individuals that could change obviously, yeah. but the word that we got that the individual on the vessel or okay. now that of course can change just like the number of folks that will want a bridge can change. everyone has to understand how much of a fluid situation this is. but we're going to continue to provide the best information that we have. >> and i just want to tell you right now because you may not be able to see this. i know you're out on the scene. that we are looking at first light, we're looking at a very close

picture of the ship where it hits the high lawn with the bridge crumbled around it. you are seeing some of the smaller boats from the coast guard out there searching and trying to rescue people. can you give me a sense of what you've been seeing where you are and what really strikes you about all of this as you're looking at these pictures that you described look like something out of an action movie yeah. >> listen, i can see it. so i'm not too far away. we're out. >> i'll command center >> is here on the other side of the border we can see that i can see the bot. i've been down there looking in seeing the devastation and it's just something that's very surreal. but for me it just makes me think about the people plus sold the last little folks that'll be impacted by this. for not just today but for many, many years to come. and for the rest of their lives we are also seeing just as you're speaking, their may are looking at this just awful picture, knowing that there are people

repair workers on the bridge at the moment. it collapsed. doherty say right now there are search and rescue operations underway for as many as seven people who could still be in the water this morning, the water temperatures are 40 48 degrees, so you can imagine how urgent that search is this morning, we do have some video of the moment it collapsed. we can show you here on the wall. we're sensitive to the fact that we're showing you a moment that maybe people did fall in perhaps lost their lives, but it is important to see this moment. you can see the ship right there moving slow slowly, all too close to that pylon before crashing into it, right with us now is senior law enforcement analyst and former deputy fbi director, andrew mccabe. andy great to see you this morning. one of the things that everyone who was talked this morning, all the officials had made clear is there's absolutely no indication whatsoever that this was intentional or that there was any kind of terrorism involved nevertheless, the fbi

is on the scene. >> why >> well there are two reasons, john, the first is because when you have an event like this that calls for massive response resources, all of the local law enforcement entities, federal entities, whoever's in the area because of mutual aid agreements, will show up and contribute whatever resources they have the fbi has an accomplished very experienced dive team is called the underwater search and rescue team and i would expect that they are helping with this massive seen you've got a bridge, it's over a mile in length. it's as you said, in the river, you've got a lot of divers, a lot of side scan sonar equipment that they're going to use to try to locate vehicles and people and things like that. so they're probably engaged in that and secondly, more traditionally perhaps the fbi is probably helping make that initial determination of intentionality. they will look through all of their

minutes. but there was major law enforcement news overnight on a different front. and that is two federal raids of homes, of homes owned by sean diddy combs, 1 home in la one home in miami beach in overnight cnn and was told by a source that combs is a target of a federal investigation. what does that mean to be a target of a federal investigation? >> yeah. so that is not a good place to be. so, mr. we now know from what we observed yesterday, it's clear that homeland security investigators went to a federal judge and convinced that judge that there was probable cause to believe that there was evidence of a the crime. we're not sure which one, but evidence of a crime in both of mr. combs is resonance and one in miami and the one in la and it is so

enormously likely that he is because two of his residences, he's the subject of that investigation. we've confirmed that now, they're homeland security investigations. all so there were indications yesterday that what they're investigating might involve some sort of sex trafficking allegations >> we don't know that for a fact. they've been pretty careful about not sharing too many details but we also know as a potentially related, maybe unrelated matter, mr. combs has been the subject of several civil allegations of that sort of activity over the last several months. so it's shaping up to be a very, very serious situation for mr. combs to be facing as you said, he has been the subject of some civil action and allegations over the last several months involving some kind of sex trafficking and >> the fact that it was homeland security that was doing these rays, i guess at

some sense we're getting new information just now about what happened before that major cargo ships slammed into that pylon, that the lights flickered on the ship and veered off course. what does that tell you about how this? may have occurred >> well, this is a terrible tragedy for baltimore and for the people who are trapped in the water and our prayers are going out for the first responders who are trying to find them and for the families and with respect to the cargo ship, i would assume that this is a route is used by cargo ships on a very regular basis and obviously something happened, whether it was mechanical or human error, will have to be determined through an investigation by authorities, but clearly, this is a widely used, very

frequently used route for the delivery of cargo into the baltimore area. and to have this kind of occurrence take place, is at the moment inexplicable >> it's really hard to look at these pictures. i do want to get a sense of what you thought when you look at that video of the bridge collapsing to two us lay folk, as you look at that, it seems like it crumbled like like it was a bunch of popsicle sticks. it happened so quickly. can you give us some sense of why it collapsed the way it did >> well, i do think that you have to take into consideration the bridge was built in 1977 it probably is not built to the standards that we build bridges today. for example, the one that was rebuilt in minnesota

when it collapsed, the one that was rebuilt in pennsylvania more recently. these are built to very high standards and i'm i'm just saying that this bridges is was not built recently. it was a bridge that was built some time ago and as you can see from the cargo ship hitting it it it all really came down at one particular time. so the investigation will help us figure out where where we go from here in terms of the construction i just want to remind people where you're looking at a live picture from the sky down on the disaster. this morning, as we're >> seeing it in the morning light. and where we're watching as the coast guard has out there with several small boats and also a large qatar just trying to see if they can find any people who have fallen into

plunged into the depths of that very frigid water. i want to ask you because we just learned this from the maire in the last few minutes, that there were workers that were doing maintenance on the bridge. do you think that could have played any role in how this all went down? >> probably not. this was routine maintenance that i'm sure it was going on overnight while there's very little traffic on that bridge during the hours that they were working and i doubt if the work that they were doing had anything at all. i think it was more under the command of the cargo ship and whether it was human error, mechanical error. those are the questions that have to be asked in order to determine why the ship hit the bridge yeah. >> the investigation obviously, a lot of agency is looking at why this happened, how this

happened, the mayor pointing out rightly so that his concentration is on those who may be who need to be rescued, who may still be in the water and the vehicles that have detected on sonar that are in the depths of the water. but i do want to ask you because you're the form of transportation secretary. how long does something like this take to fix to rebuild? are we talking years here? >> well, if you look at what took place in pennsylvania with the reconstruction and the replacement of the bridge much much smaller structure, of course, but and then if you look at what happened several years ago in minnesota when they replaced the bridge of these these bridges are built to very high standards today it's very costly. congress will have to be involved dot department of transportation will have to be involved and obviously, the state and other
