>> as federal investigators rush to nail down the potential who cause of the cargo ship collision that brought down the key bridge in baltimore. we've just gotten some new and alarming details about the lead up to the incident. >> a >> port worker in baltimore says the dali ship had extensive power issues in the days preceding the deadly crash listen to this >> it was just him power failures left and right. so whenever it left port some of us feel like it should have left when it was daylight, so they could take care and see what issues they were having two, but we can't stop it ships from leave import the issues that it was having and the shipping line knowing the pie, the issues that have a shot and let the ship leap for it until they got it under control. honestly, it was here for two days because it was a two day working ship. and those two days they were having

those are clearly some very disturbing accounts of what may have taken place before the ship set sail early tuesday morning. what we can tell you is that the grim news from on the ground here and in the water? is that none of the apparent six victims who are believed to have perished in the water, none of their bodies have yet been discovered. and as you can see behind me, the conditions here have really drastically worsened between yesterday and today. it's been a steady driving rain all day long that means that the water has gotten much murkier. the water, the visibility and under the water for the divers was never very good to begin with. now, it's almost nothing the water is very, very cold, dangerously called for anyone in the water, divers included so that is a factor as well. so you've got really terrible weather conditions here complicating this, we were told in a briefing a short time ago from transportation secretary pete buttigieg the judge, and a top coast guard vice admiral, that the entire crew of the dali, which is still stuck behind me but with the bridge

the bridge debris draped all over it. the crew is still on board that ship and that they are cooperating with investigators some other information they said their bet 4,700 containers on board that ship including 56 containers that contain hazmat material. but those containers they say are secure, they do not believe there is any threat to the public with those containers still onboard the ship, boras, they did say interestingly, two containers went overboard, but none of those containers had hazmat materials in them right now, there's no threat to the public, no threat to drinking water, according to a officials pores and brian we are learning more about those who perished in the apparent accident. tell us more about them right cnn has been reaching out to family members for the past de and-a-half to try to ascertain >> what they know about this, what they've been told by, by officials here we did speak two gentlemen, him, carlos suazo sandoval. he is the brother of

one of the gentlemen who is believed to be one of the victims main are sandoval. here's what carlos sandoval said to cnn a short time ago one scottie have found cars, but they have not yet moved any cars because there is a lot of steel framework and they must be careful because they are human beings. and even if lifeless, we, their family members need them to rescue the bodies, at least to see them and have them handed over to my family his entire family. the people who are from mexico, guatemala, in salvador, and the nordic case, honduras so really heartbreaking accounts from the families. and of course, everyone's hearts go out to them that's an account that's kinda been repeated, at least in part by other family members, other relatives of those who believe been killed. just the lack of information they're getting. but again, boris out with no bodies being discovered and divers still really undertaking some very dangerous work to try to find them you may not be a lot of information that can give to

these families right now. it's worth saying also that as horrible as the conditions look above the surface and they're horrible there's a lot of twisted metal and other debris below the surface that divers are navigating. so there's no telling when those bodies could be discovered >> just a tragic situation sen. and very difficult for those teams trying to locate the bodies. brian, todd from baltimore. thank you so much. >> brianna >> let's talk more about this with structural engineer troy morgan. he has a spokesman for the national council of structural engineers associations. troy, just a short time ago, the coast guard was talking about how difficult clearing the bree from on top of the ship is going to be that the bow of the dali is actually sitting on the bottom of the bay there because of the weight of the bridge on it. what are your concerns about the dangers of removing the wreckage? >> well, i think first of all, i just want to recognize the tragedy that's happened here.

and how many of our thoughts go out to those that are affected by this heartbreaking incident >> in >> terms of the wreckage, these things have to be very carefully planned. there has to be a sequence as to how components of the collapsed bridge are removed the main saying the safety of any workers that are involved >> i mean, this is really tough, right? when you describe how you go about moving some of these things give us a sense of the type of equipment and the difficulties here well, there's going to be heavy equipment involved. there'll be cranes, there's the rigging, and the sequence has to be done such that you're not causing further unintentional collapse to other portions of the bridge that may already be unstable, felt following the original collapse so you have to be a mixture of no, engineers, contractors, various stakeholders, and it's going to be very well castrated and got locked as you progresses, but it's very carefully performed operation this is a bridge that was built in the '70s. no doubt

if it were built today, it would look differently, but many observers have wondered why there wasn't more protective structure around the peers of this bridge. i want to play something that the transportation secretary, pete buttigieg, said a short time go with the white house >> it's difficult to overstate the impact of this collision. we're talking about is not just as big as a building, it's really as big as a block >> hundred thousand tons, all going into this pier, all at once. a part of what's being debated is whether any design feature now known would have made a difference in this case, we'll get more commission on that as the investigation proceeds >> is there any design feature troy that could have made a difference in this case that could have withstood the dali so it's important to realize that structural engineers really spent a lot of time

analyzing the >> probability of extreme events like this and the point is to minimize the likelihood or the risk of a collapse such as this. but it can't be reduced to zero. and it's frankly i'm proud practical to design or construct bridge piers to withstand the impact of direct impact of a cargo vessels such as this. so there are protective measures that are in place, things like these dolphins are piloted act kind of like ballrooms or berms of soil and rock that may slow down a vessel. prior to impact or simply measures such as using tugboats as part of guidance. but to actually just threw brute force strengthened bridge piers to absorb the impact, isn't really a practical approach from a designer construction standpoint. >> yeah, i wonder we've been hearing from officials. we can clearly this is going to take years to rebuild this. it took five years there's than the first place, but they're not giving an estimate. how long do you think it could take

let's take you now, live to the white house with cnn's kayla tausche. kayla, tell us more about obama his plans to help us form a running mate >> oh, boris, president obama has been lending his support both in private conversations with its former vice president and former staffers, as well as public fundraising appeals aimed at energizing voters and filling democrats coffers. i'm told that the biden campaign has largely been instructing former president obama on how exactly he can be most helpful. and i'm told that he's been more than happy to oblige especially when it comes to bolstering support among demographics like black and latino voters, as well as young voters. and while president obama won't feature prominently on the campaign trail until really later, this fall leading up to that november election. he has already recorded a series of fundraising videos that are expected to be released in succession in the coming weeks and months, then there's that big high-dollar fundraiser that you mentioned that's happening tomorrow night in new york city at radio city music hall, were

conversation now with leon panetta. he's a former white house chief of staff under president clinton. he also served as defense secretary and cia director under president obama. secretary, thanks so much for being with us given the reporting. i'm wondering what role you expect. former president obama to play in the 2024 election? >> well, look, i i think it's a good step that the president is having a fun with both former president clinton and president obama. they both got re-elected as democrats in the white house. they both were very popular and they both had a good sense of messaging to the average american. and i think that's where obviously president and obama can be very effective. i mean, i think they have to be careful about where they use the former president. i would probably wait until we get closer to the convention and then to the election in the

fall. but i think he can be a tremendous asset in terms of reaching not just the average american, but obviously the latinos, the young people, the minorities that are going to be critical to joe biden if he's going to win this election >> and specifically on, on certain issues he can be an effective messenger. we know that during his visit at the white house, he participated in an organizing call to celebrate the 14th anniversary of the affordable care act. i'm wondering how critical do you think messaging on health care generally is going to be in 2024 >> well, i think messaging is going to be very critical to the ability of joe biden to be able to win this election in november. and that messaging has to be about health care,

about the affordable care act that messaging has to be about the economy and what needs to be done to make sure we continue to approve the economy that messaging has to obviously deal with reproductive rights which is a critical issue we just saw in a house race in alabama that was to be a republican district. i think a democrat one campaigning on reproductive rights. and in vitro fertilization. so there are some very critical issues here that i think could be very helpful to the president with the right message. >> so yesterday president biden finished up a tour of all 2024 swing states that he started after the state of the union speech. the campaign is now apparently heating obama's warning to step up the number of events that he's holding. do you think they should be doing even more? >> well? >> i think it's a critical

tuesday morning, i think the fact that we're now hearing that their proposals going back and forth, there is cautious optimism being expressed both by israeli and american officials is of course good news. and leading to some prospects that this is not too much been a stalemate as a pause and there might be an actual resumption of the talks themselves. the sticking points beyond a very clearly beyond but that ratio having been settled, the question for instance, of the movement of palestinian civilians within gaza from the south towards the north. how quickly that could happen and what large numbers, what the sizes of the groups would be, the position menchu of israeli soldiers within the gaza strip. and of course, the question of humanitarian aid. these broader issues who's remain outstanding, but the subject of intense speculation, we've been hearing some of that cautious optimism from the state department itself >> and so some of the remaining issues that need to be resolved are some of the most difficult ones and areas where there's the most disc it's agreement

over eight hours of interview that really tell the story of the length of her captivity. her fear, the way she was shackled by her ankle and for the first time of course, the revelation, the explanation, the fairly graphic detailing of the sexual assaults that she had long felt coming. and in the end became a victim of it really is a harrowing read and of course it comes at a time when there is this intense pressure adds to the pressure on the israeli authorities that they find some kind of deal fact. we've heard one of the mothers of another woman being held hostage say, look, this is not just a horrific account in itself that's an important reminder of what so many of these women are likely going through. and remember that the un has pointed out just this last month not only that it believes that there were rapes and gang rapes committed on october 7, but that it believes that their ongoing at sexual abuses being committed on the women hostages. so another layer of pressure on the israeli government. and i think a sense in the consciousness of israeli citizens a reminder of

direct redefining insurance >> i'm someone's are fatty in washington in this is cnn concerns are mounting over just how big of an impact the deadly bridge collapse is going to have on the economy baltimore's poured is a major hub and right now nothing is moving in or out. the disaster has suspended all shipping traffic indefinitely and it could slow down things from the auto industry to forming two jobs and cruises as well cnn's matt egan joins us now live so mad, it is still too soon to understand the full scope of the impact, but based on what we do know, what's this look like in economic terms? >> well, >> ports, the port of baltimore has just >> been totally crippled. this is a major hit to the local economy. we're talking about a port that employs more than 15,000 people directly, hundred and 40,000 jobs in related

services. now those workers they faced the prospect of having their hours cut but potentially being temporarily laid off. >> and this is not some >> tiny port. this is a major hub of economic activity. pete buttigieg, the transportation secretary, he was at the white house earlier. he addressed this issue. take a listen. >> this is an important port for both imports and exports, and its america's largest vehicle port, which is important not only for car imports and exports, but also for farm equipment no matter how quickly the channel can be reopened, we know that it can't happen overnight. and so we're going to have to manage the impacts. in the meantime >> now speaking of the impacts here we are now learning that ten ships are stuck inside the port of baltimore. that includes a three bulk carriers of vehicle carrier to cargo ships, a tanker and other vessels that's in addition to the container ship that actually hit the bridge in the

first place. so this is just another reminder of all of the impacts here. >> and we're also hearing >> from major companies that are going to be impacted because they either relied on the port or the bridge itself or both, including home depot and under armour, amazon, they all have facilities nearby. domino sugar that's a big one. they have a sugar cane refinery inside baltimore inside baltimore harbor. this is the biggest sugarcane refinery in the western hemisphere >> and carnival, >> carnival cruise they say that they could hit a 10 hit to their bottom line. all because of this. so listen, we know bars that it's going to take months or longer to get the bridge repaired and rebuilt. but the issue of when they can reopen the port is really significant to the local economy, but also really nationally yeah, give us the national scope of what an extended closure could mean >> well, boards, i think the saving grace here is that there

are other options along the east coast where cargo is already being diverted when you when you look at the map, there is the port in philadelphia in virginia, new york, and new jersey so that can help, although we should note that those ports taking extra shipments that could add to the stress there. we could be looking at delays and extra cost as well. so that's all really important. i think that what we're hearing from economists is that yes, the impact to baltimore could be very significant, but nationally, hopefully the national economy is going to be spared because of some of the redundancies there. we're not hearing economists sort of downgrade their growth forecast or of price spikes. yet jpmorgan, even said that as far as on the car price front, the impacts should be minimal. but like everything else, bores, the longer this is shutdown the greater the impact >> yeah. matt egan, thanks so much for that perspective one of the most popular names in online gaming is telling the

doctors investigate why cancer cases have jumped in young people here in the past 30 years, cnn's meg tirrell is with us more on this. we have princess catherine chadwick bozeman now ninja. obviously those are sort of anecdotal things, but it seems like these are examples that are highlighting the rise in cancers and young people yeah, brianna, i mean, the data overall, do support that. we are seeing more cancer being diagnosed in people under the age of 50 across the globe melanoma actually isn't one of those cancers that seeing an increase in younger people, although it is not uncommon necessarily define it among younger people. it is a form of skin cancer. it's actually not the most common form of skin cancer, but it does unfortunately contribute to the highest number of deaths from skin cancer because if it's not found early, it can spread very quickly. the average age of diagnosis with melanoma is 66, but you do see it even in younger people ball the highest

risk factors for it include things like sun exposure or uv light through other things like tanning beds. >> now >> overall in terms of the incidents of cancer among people under the age of 50, we have been seeing an increase up to almost 80% between 1990 19 globally in the incident since of cancer. so the number of cases of cancer deaths from cancer in people under the age of 50 have also been rising globally up almost 30% in that time period. we mostly hear about cancers like colorectal cancer, pancreatic cancer, increasing in these younger age groups, researchers say it could be things like our diet alcohol intake tobacco intake, perhaps environmental factors. >> it's >> still a bit of a mystery exactly what is driving this, but there's a lot of research being done to try to home in on these things. now in terms of melanomas, specifically, we know that prevention is very important. things like wearing sunscreen, being careful in the sun, but also be i'm really vigilant. i mean, ninja said he

know about him been stopped about the nature of this investigation >> yeah. briana, good to be with you. it tells us that it's very preliminary at this point, right? remember that in order to get into someone's home or homes, in this case, dealing with california's miami, you need he to have probable cause. that is a judge has to give the indication based on sworn statements that there could be evidence of criminality at whatever location and so if there was evidence of a crime and that involved mr. combs, they would have arrested him. that's a different type of a warrant. an arrest warrant in this particular case, apparently allegations genes are such that there could be criminal activity. and as a result of that, it tells us in snow and was arrested but simply detained as happens, when a search warrant is executed, that they're looking for, they being authorities, the homeland security investigations unit and agency. in addition to federal prosecutors will see what, if anything, is on the earth in the way of criminal evidence that relates to mr.

combs or does not relate to him, will have to wait and see tell us a little bit more about your impressions of these raids on his homes yeah. >> it's very early, obviously, but i think a lot of it could have indeed stem from what have been these lawsuits. we know that there was a lawsuit last november beyond involving cassie, someone who apparently was involved with mr. combs. it was a lawsuit that was on unleashed and then apparently only a day later it was settled. i think the better course of action might have been not to allow that to come into the public domain once it's in the public domain and has all of these explosive allegations, it may have gotten the attention of federal prosecutors in addition to that lawsuit, there were other lawsuits against mr. combs that followed. and so there you go. if ever, there's some indication of some criminality involving sex trafficking, involving drugs, involving commercial types of illicit activities, federal prosecutors want to have a look at this point. we know that that look

does not include a grand jury indictment, but it includes looking for computer data and other allegations concerning whatever but it's maybe out there. were these things tape. who were they with, who was involved. and i think they as an authorities and prosecutors might have some in a circle access to get information. and so we'll see what happens as a result of this information. they've glean, but it could only tell me based upon these lawsuits that may be something that their tracking authority parties again, and prosecutors giving them a roadmap to get to what, if any, crimes were commit. >> you mentioned computers during the raids, law enforcement tells cnn the on search warrants for documents, phones, yes. computers, other electronic devices that hold data or video you know, what? i guess you said what they could be looking forward to see obviously, if there is some evidence. but just tell us a little bit more about why they were looking for these things.

and what we may expect to learn about what they may or may not have found yes. sure. brianna. so any case right. is predicated upon facts and it's predicated upon evidence. i alluded before to these lawsuits, lawsuits include allegations aplenty, those allegations that it doesn't mean because you're sued that you did anything wrong. it simply means that there's evidence that you may have and so what it tells us in looking for the information you talked about computer data, documents, and everything else. is that perhaps that information can lead to inflammation which is suggestive of a crime. and so we'll see whether that's enough to go to a grand jury enough to go to an indictment, and enough to lead to a prosecution that remains to be seen. we're early in the investigation this point. >> all right. joey jackson much more obviously, on this ahead. thank you for taking us through that >> of course >> it's probably one of the most widely debated doors in modern history. we've debated it here on the show. >> you know, the one boris and
