moroccan officials working expeditiously to ensure american citizens are safe standing ready to provide any necessary assistance to the moroccan peoplero as well. in important visit here in vietnam as the secretary and i shared earlier today this trip has been a historic moment. today we can trace our 50 year arc of progress in the relationship between those conflict to normalization. it's an elevated status that will be a force for prosperity and security and the most consequential regions in the world. we've elevated. cooperation directly to the vietnamese highest tier of partnership referred to as the comprehensive strategic partnership. that means the united states has strengthened ties with another critical window pacific partner. progress today builds on camp david the trilateral and republic of korea and the united

states, the partnership in the united states launched and in engagement with the pacific island forum. our strength and alliances partnership with australia and the united kingdom with india, australia and japan and the indo pacific economic frameworkri for prosperity. and all the efforts were advanced from day one of my administration to demonstrate to the indo pacific partners in the world of the united states is the pacific nation and we are not going anywhere. let me also speak to the significant business we got done during the g20 summit. this was an important moment for the united states to demonstrate our global leadership and commitment to solving the challenges that matter most to people around the world. investing in growth and sustainable development. addressing the climate crisis,

strengthening the food security and education, advancing global health and health security. we showed up ready to work and show the world of the united statesa as a partner with a positive vision for a shared future. we made progress on issues like multilateral bank reform to get to those nations in need of wealthy but couldn't qualify before and then the infrastructure needs not only ih the global south but other parts of the world as well. before the groundbreaking partnership we would connect india to europe with the middle east and israel with transportation by rail and shipment to and energy supplies to open up untold opportunities for transformative economic investments on an entire corridor. we also discussed to be brutally an illegal war in ukraine.

thank you for taking my question, mr. president. last week china questioned the sincerity of the biden administration and accused the united states of containing china while pushing for diplomatic talks. how would you respond to that and do you think -- >> first of all, i am sincere about getting a relationship right and one of the things going on now, china is beginning to change some of the rules of the game in terms of trade and other issues and so one of the

things we talked about for example is now making sure no one can use a western cell phone, those kind of things. so really what this trip was about was containing china. i don't want to contain china. i just want to make sure we have a relationship that is on the up and up, squared away and everybody knows what it's about. one of those ways is to make sure we are talking about the same things and i think that one of the things we've done, i've tried to do and i've talked to a number of my staff about this the last six months we have an opportunity to strengthen alliances around the world to maintain stability. that was it what this trip is about him having india cooperate

ormuch more than the united stas because vietnam being close with of the united states isn't about containing china it's about having a stable base. a stable base in the indo pacific and for example when i spent a lot of time talking with the president, he asked why we were, why was i going to have the meeting with australia, india, japan, the united states. i said to maintain the stability. it's not about isolating china it's about making sure the rules ofev the road and everything frm aerospace into space in the ocean end of the international rules of the road are abided by. and i hope, i think there are some difficulties right now. all countries have economic

difficulties working its way s through. i want to see them try to succeed economically and by the rules. the next question?de >> mr. president, on the questions of china and the economy you called china the economy a ticking time bomb. do you believe the slowdown could risk destabilizing the economy or causing china to be more aggressive? >> do you believe the country's slowdown in growthh could risk stabilizing the global economy or cause china to be more aggressive including with taiwan and are you worried about the meeting between president putin if russia has more gain in the

war in ukraine? >> i think china has a difficult economic problem right now for reasons that relate to international growth and lack thereof and the policies china has followed. i don't think it is going to cause china to be invaded taiwan. matter ofac fact, the opposite f it doesn't have the same capacity that it had before. we are not looking to hurt china. we are all better off if china does well. china does well by the international rule, the gross economy. particularly in real estate and i think the actions that they are going to have to take her in the process of deciding right now and i'm not going to predict

what it will come out but we are not looking to decouple from china. but i'm not going to do is sell china material that would enhance their capacity to make more nuclear weapons. [inaudible] these five day trips around the world. >> in the last six months, even

new railroad across the mediterranean and pipelines across the mediterranean through europe up into great britain and beyond. that's all about economic growth. nothing to do with helping or hurting china. it has to do with everything from climate change to making sure that these countries can succeed economically in growth. my thesis has been from the beginning both domestically and in termses of foreign policy, invest in the people. give them a chance. everything is better off if everybody in the world can think they put three square meals on the table no matter where theyth live. one thing we are doing in terms of i proposed a long time ago at

the g7 now it's going to come to fruition making sure we build a railroad all across the african continent. think about it. there is no way to across the african continent by rail. let's assume for the sake of discussion we talk about two choices. assume there's one country that has in excess of food resources, how are they going to do it. in the solar facilities in angola that have the largest facility that help the whole region so i think that we think too much in terms of cold war terms. it's not about that. it's about generating economic

to meet those goals by the way. but those that don't have the economic wherewithal or causes the problem in the first place for example i met with a woman in brazil i started off way back and he said here's what i'm going to do if you owe us money we are going to forgive your debt if you maintain becaus' they take carbon out of the air and so we are talking and the countries thatsh cleared their land and put cattle and farming and did all the things they are in fact the reasons why we've gotten this far down the road to disaster as we have. so we have the economic capacity

and we should be w getting together and providing help for the nations that don't have the wherewithal to do it. the economic wherewithal and in the interest of time angola has the capacity for megawatts of solar energy. they don't have the economic means to do that. in the interest of the whole world if they are able to generate significant capacity to absorb and prevent carbon from being released in the air, i think it is. so what we are trying to do is help those nations particularly in angola south where they are not as wealthyy and there are t as many opportunities to be able to deal with the things they want to deal with.

there's more observed on a daily basis and i will look to my friend john kerry who got this there's more carbon observed from the air into the amazon region into the ground van in the entire united states. imagine if people go in and do what we did 150, 250 years ago no longer had that a great carbon sink. it would be a gigantic problem. so we should be going to areas where there's other places as thear g7 nations and provided te kind of infrastructure they need to be able to benefit. in addition to helping the

environment overall even more frightening than a nuclear war is global warming going about 1.5 degrees in the next ten years. there's a lot more we can do in the meantime. for example, the railroad we were talking about going across in the middle east and across then mediterranean and all through europe, this is going to significantly reduce the amount of carbon in the air but it costs a lot of money to put that down and it's in our collective interest to do it. so i had not given up at all on the notion that we are going to be able to how can i say it.

i think we can triple the renewable capacity for with relation to the global warming by the year 202030 -- 2030. they will create manufacturinge jobs for example the consequence of what we've done we have the strongest economy in the world today. the united states of america the strongest economy in the world. we have more to do but we have the strongest economy in the world and one of the reasons we change the mechanism of how we deal with this and that is the wealthy end of the corporation doing very well everybody's going toe do well. the truth of n the matter is i'e

never bought that theory but i think the times have changed. flood out academic economists and we should build economic growth from the middle out and the bottom up and everybody does well. you can still be a billionaire under that system as well but you will stop paying your taxes if that is a different issue. but all kidding aside, we had i think the other thing many have been engaged for a long time. did you ever think you would be sitting at a conference on global warming? did you ever think that? there's a famous lien in movies

he always quotes and one of them is there's a movie about john wayneia he's an indian scout and they are trying to get one of the greatest tribes of america back on the reservation he's standing there on their horses and their saddles and there's three or four indians and headdresses and union soldiers and they are basically saying come with me and the indian looks at the john wayne and points and says he's a lying dog face pony soldier. all of a sudden we realize it's a problem and it's nothing like seeing the light -- i'm just

and what are you going to do about it. the communiqué didn't name russia as the aggressor. have you managed to rally support across the g20 or is this emerging as g a wedge issue with global south and does that change your commitment to ukraine? >> [inaudible] by the way, my team, my staff still needs with his people and cabinet. i met with his number two person here in india today. it's not like there's a crisis if i don't push. it would be better.

but look, this isn't a criticism. it's an observation. he has his hands full right now. he has overwhelming unemployment. one of the major economic tenets of the plan isn't working at all right now. i'm not happy for that, but it's not working so he's trying to figure out i suspect, i don't know, just like i would trying to figure out what to do about the particular crisis they are having right now. but i don't thinkme that it's a crisis related to conflicts between china and the united states. as a matter of fact i think it is less likely to cause that kind of conflict. anyway i just think there are other things on leaders mind is and i respond to what is needed atwh the time. nobody likes having celebrated
