bay area and you've the latest throughout the evening, we will look at them all from breaking details, to all of the information you need to stay safe we will have you covered. >> let us begin our coverage this afternoon with spencer and a look at what's happening right now. >> ok, once again let's give you a look at the abc 7 storm impact scale, as you may know by now this is a severe level five storm. today, heavy rain, damaging wind , the worst impacts are being felt between now and 9:00. there is the threat of downed lines and trees. you can see the storm pushing on short especially in the north bay. but before we get to that notice of the number of storm reports, numerous storm reports throughout the day. down to the santa cruz mountains and the south bay, we see numerous reports of downed trees

and a localized flooding. it's getting very intense and falling on top of saturated soil. let's look at where the heaviest storm activity is right now up in the north bay, down to -- this will reach all parts of the area over the next couple of hours so the evening commute will be a mess. this is some of our major concerns, we have very high concerns today. flooding on roads, streets and creek flooding. downed trees and power lines, that's already happening. let's bring it to meteorologist drew tuma to pick it up, drew, what's next? >> we just had a flood advisory issued for all of san francisco and san mateo county. you are going to see areas of flooding over the next several era -- over the next several hours.

wins have been an issue all afternoon. we are -- wind gust and -- is up to 50 miles per hour. a similar story in half moon bay right now. winds will increase over the next couple of hours. we have a high wind warning in effect for the entire region for the threat of winds busting 50, 60 plus miles per hour. we have a flood watch, we are going to see lots of areas flooded over the next five or six hours as this atmosphere will drop a lot of rain in a short amount of time. we are watching the river very closely and bernville. we will have a higher crest on sunday, getting close to 40 feet, 40 feet on the russian river at kernville. here is your weather, heavy rain right on top of us. see the pups of red on your

screen, that's rain falling at one, 1.5 inches per hour. we still have pockets o rain as this atmosphere slowly classes -- slowly crosses through. the best thing you can do right now it is if you can't be -- if you don't have to be outside right now during the storm, stay inside where you are. this heavy rain will move through the next couple of hours. we are getting between one and two inches of rain, but it's not out of the question to see higher amounts than this. we are getting to the worst part of the storm, with heavy rain st winds, and we will track it through the the rest of the evening. when spencer comes back, we will look at the next seven days. ama: we have our reporters across the area bringing you

reports from hotspots. >> it looks like the wind is really whipping up, your hair is blowing around. >> we are in emeryville tonight and the wind is fierce, gosh, i am fighting to stand up in this wind. my legs are spread out, and i have to force myself to stand up straight. you can see, how much it's gusting there. over here, the water, super choppy. behind me, the trees are swaying in the gusting wind. everywhere we went today, the conditions were challenging. the wind was so intense on the bay today, by some estimates, 20-30 miles per hour. even so, daredevils like this wind surfer decided to hit the water in alameda. >> we were thinking about serving, but we saw gust of 60 and we thought probably not.

>> miles away after john baker found what appeared to be a crack in the hillside yesterday, authorities including geotechnical engineers swept in to assess the possibility of a landslide in richmond. >> they are preparing for the worst possible case, less than 10%, but it still smart to do it. >> out of than abundance of caution, residents were evacuated in the secrest neighborhood, and cruise attempted to keep water out. because soil and the runoff from the storm, alameda county put out a warning earlier today, warning people living in rural areas, niall scanlon road, suggesting that those people leave their homes for their own safety. that's the latest live in alameda canada -- in alameda can test alameda county.

>> you can see the power outages from pg&e on this map. we expect to see more of this as the evening continues. at one point this morning there was as many as 17,000 customers without power in san jose. power has been restored for most of them. >> abc news reporter dustin dorsey is our south bay die, he's mounted during -- he's monitoring issues in the south bay. >> the next phase of is about to come and it's a good time to get lights like this when restored. we saw a mixed bag of things driving around. and because the wind wasn't too strong, the wind certainly was. that knocked off some power outages, some lights were down. a couple of dozen that we saw, throughout the downtown area. including near san jose state university, at that point, they were likely in winter session so

nothing was really impacted on campus. but, just down the route -- just down the road at third and martha street, a downed tree. downed power lines and it startled the neighborhood was enjoying her lunch. >> if a like there was an earthquake, but it didn't quite seem like there was an earthquake and i looked out front and this tree -- a huge a branch fell down. i looked out and the power lines were down, and so the guys across the street came down and they took care of it. >> those guys, of course, san jose fire along with pg andy cleared the road, they were able to get every -- pg andy cleared the road they were able to get everyone out safe and sound. it turns to a four way stop. typical stop sign rules apply we

to go inside the cities emergency operations center. it was fully activated because of this storm. that means every agency is there to provide a coordinated response, accord needed effort. i'm talking about police, fire department, -- a coordinated effort, i'm talking about police, fire, and their biggest concern is flooding, more than anything and the wind. >> the ground is saturated, we fully expect that we will have lots of trees down, those trees down can take power lines down. they create power outages and sometimes communication outages. >> some of that already this morning on hyde and jackson streets in the mission hill neighborhood. pg&e was called in they had shut down power to the residents as they addressed the problem. meanwhile, the cable card that goes through their need to be diverted.

-- the cable car that goes through there needed to be diverted. we also said that there were issues in the area of folsom and 17th, that area typically floods. they have paid attention by putting large barriers outside of homes and businesses that flooded over the weekend. in the meantime, we are here live on the embarcadero, earlier we saw water going over the seawall, very dramatic. right now it has calm down because of the low tide. people have been coming out to take pictures and take advantage of this wall. -- lull. we are expecting a lot of rain and for the most part people are avoiding this area which is smart of them. i'm live in san francisco area, abc7news. >> thank you, stay dry, i think it's going to get renier and wendy are over the next few hours periods -- renier and windy over the next few hours.

evening. these are the districts that have announced cancellation of school tomorrow. south san francisco, san mateo, foster city, oakland unified tells us all sports and extracurricular activities are canceled for today but classes will be held tomorrow barring any major changes in the weather. >> a let's bring in spencer christian now, spencer, like a lot of people i was driving in a little bit of drizzle and not too bad. i was thinking -- well. but it's going to intensify, that's a point? spencer: that's correct, it will intensify in san francisco right now. in live doppler 7 you can see that cold front and the second strong wave that we've been talking it about pushing on shore right now and we are feeling its effects in the north. let me give you some flood advisories that have just been issued until 10:00. flood advisory's for san francisco and san mateo county.

flood advisories in effect for virtually all of sonoma and the northern part of marin county. it's pouring out there. and with pouring drenching rain we are powerful wind gusts right now. us up to 48 miles per hour, nearly 50 miles -- gust up to 40 him -- 48 miles of -- nearly up to 50 miles per hour and half moon bay. san francisco is about to be hit with heavy rain. 58 across the bay, and oakland we have 60 palo alto 61. san jose and half moon bay both in the upper 50's. another live view, rather dramatic view of the east tells. looking eastward, you can see most intense elements of the storm are pushing into the east bay. 61 in napa, 60 eight concord. 58 in fairfield, livermore at 58 degrees.

and at the san matteo bridge, you can see heavy rain and one direction. heavy rain and would ask will be with us -- heavy rain and wind gusts will be with us tonight. days of rain will follow that, currently, on the exclusive abc 7 storm impact scale, the storm that we have today is a severe level five storm. heavy rain, damaging winds, and the worst impact will be felt between now and 5 p.m. -- 9:00 p.m.. a high threat from flooding and downed trees. notice over the next two or three hours, we will see the intense rainfall along with strong gusting winds reaching all parts of the bay area. weather will be severe into the late-night hours in the overnight hours as the storm stays with us before it strikes or winds down late tomorrow. let's move to estimates, rainfall could be over 1.25 in san francisco.

and all around the bay, totals up until 7:00, between one-two inches, in some places more than two inches. this is why we have about flooding. tomorrow afternoon, we have a heavy rain warning. and then a winter storm warning will come into effect. we could see thunderstorms overnight. low temperatures mainly in the low 50's. highs in the mid-50's. here is the accuweather 7-day forecast. notice that today's storm loses some of its intensity from level five to level three tomorrow. we will have rain to some showers, but it will continue monday and tuesday. it's hard to imagine how much flooding we might have. >> i was going to say it wasn't

a two yesterday. you bumped it up. >> we've increased the forecast intensity. yes. >> yes, flooding will be a problem in some areas. >> along with mudslides and other factors. >> not as many people appear to be on the road, may be they are heeding the warnings. francis, you are tracking the traffic, what are you seeing right now? francis: not so many people on the road, here is a live showed of 101, where things are starting to intensify. we got word of power lines down at lucas valley road. that is shut down. highway one has reopened north of jenner and also salt point where there was a little bit of a downed tree blocking all lanes of highway one, now they have traffic controls in the area. be careful if you drive through those spots. let's also show you the san mateo bridge, better eastbound,

at alamitos -- there was a win gust -- up through underpasses that are starting to flood in the san mateo area. measure closures, a high boy -- major closers, highway one,. the highway closed between sunil and fremont. also highway nine and felt enclosed due to a landslide. bart delay reporting 20 minute delay and limited service right now. >> thank you, francis, looking at the bridget situation there, coming over the bay bridge today we are starting to get windy so if you are in a higher profile vehicle, the careful slow down and drive safe. >> absolutely, our reporter is live in sonoma county and cornell. >> hello, safe to say, check it

out, the storm has definitely arrived here and the north bay. it is wet, windy, this rain, i've got to say. it's super intense. like spencer said, it's only going to get more intense as the evening goes on. folks are definitely getting ready for possible flooding. especially here at the barlow shopping center. metal floodgates are going up, this afternoon. we saw that happening just a short time ago to protect his misses from flood -- to protect businesses from flood damage in case laguna to santa rosa overflows. to 5000 customers after a tree fell down, but more outages are expected across the north bay

tonight. on the sonoma coast, trees were out at highway one, closing the road -- near to picoult. firefighters have been responding since don. >> highway one has been shut down, caltrans is out doing their best to keep it clear. >> tonight, rosa creek which was rising by the hour, part of the stairway to the creek was partially underwater by 2:00. that creek definitely, has a flooded before. sonoma county has now opened its emergency operations center, monitoring the storm which definitely has arrived. they are cautioning people to stay off the road, we talked to a firefighter earlier who told me, will we see flooding tonight , yes. billy see downed treats -- will

we see downed trees tonight, yes. that is the plea are making tonight, please stay off the road. they are also monitoring river levels, in mono rio tonight, many people are concerned about that. we are live in sonoma county. abc 7 news. >> abc 7 news reporter liz is reporting. >> this is the calm before the storm, this entire area overflowed. we are now seeing city officials closed multiple streets here as a preventative measure ahead of the worst part of the storm. even though there is no rain right now, the winds are picking up and business owners in this area say, they are as ready as they can be. >> i had water piling up through

the front patio into the front door. we are at an incline and it still managed to get to the door. this time we put words around to block the water. we have sandbags ready, hopefully we will divert it and not run out of sand. we are hoping we can get more sand delivered soon. as you can see, it's going really fast. and of the lines are getting longer and longer. >> department has used 275 tons of sand, and over 18,000 sandbags so far. so far there is a shortage of supplies, people are bringing garbage bags hoping that that can prevent flooding in the properties. we saw public works properties clearing out bouma creek, and businesses closing early, as you see multiple streets around them

news. we anticipate in the bay area a level five storm. we have never had that before. >> let's turn to spencer christian for all of the information you need to know. >> let's take a look at the storm impact scale, the exclusive abc 7 storm impact scale, the first level five that we have had and today, the worst impact will follow -- will be felt between now and 9:00. there is the risk of flooding and downed lines and trees. we are feeling the effects right now. we have numerous of downed trees report today. in the santa cruz mountains, there are downed trees and

reports of flooding. here is a look at storm surge on the bay right now. all parts of the bay area will feel the brunt of this system pushing on shore right now as we get into the later afternoon hours, and the evening commute will be a mess. these are the highest concerns right now flooding on roadways, streams, creeks flooding, mudslides, rock slides also extreme concerns. also the concerns of downed trees and power outages both we have reported on already. let's go over to meteorologist drew tuma for more. drew: we are in the window right now where the highest concern is court flooding and strong damaging winds. look at the surface winds right now gusting at 50 miles per hour in the half moon bay. it's a similar story, gusting to 40 at sfo. and there's a recipe for a mess

of an evening over the next several hours. winds and hills not out of the question, some of these spots could gust close to 80 miles per hour as this atmosphere moves through. watch the timestamp, 9:00, we are still seeing widespread wind gusts between 40 and 50 miles per hour or higher. that -- then we have several hours to get through with these strong winds. even by midnight the coast is still blowing at 50 miles per hour. we had wind gusts close to already miles per hour. it's not until the early morning hours tomorrow behind the cold front that the winds will actually back off, this is a long-duration winds that we have here. thus, we have a high wind warning in effect for the entire region. between 50 and 60 miles per hour. more will come down this evening, we will see more power outages thanks to the winds. flood watch also in effect, national weather service has issued a weather advisory across

much of the bay area as this weather moves through we will see flooding especially on our roads, streams and creeks. we've been talking about how the soil is so saturated from the previous weekend storm and from the rain in the days passed. everything that falls right now will run off our land, right into our roads and into our streams and creeks. we are watching within this heavy rain within the next several hours. rainfall estimates within a four and five hour one and two inches. spencer comes back we will show you the seven-day forecast. >> several bay area counties are under a state of emergency because of the storm they are marked in red on this map. san mateo and santa clara counties have all declared a state of emergency. the city of danville is under state of american -- of

emergency, also watsonville and santa cruz. the areas marked in blue have not yet cleared an emergency. >> let's get to abc 7 rep zach fuentes, the most vulnerable part of our population, the unhallowed, when you don't have -- the un-housed, when you don't have shelter in a situation like this it can be rough. >> it can be deadly. that's the focus today to make sure that unhoused people can get into shelter. the areas that they are focusing on art waterways, this is what of the bay park, s&p is at just behind the camera. a lot of these encampments, as the waters rise that will become deadly and there are a lot of trees in this area also. i will take you to video earlier today showing you effort made to

get people into shelter. one local nonprofit has been rekeying a shuttle bus around, -- has been driving a shuttle bus around. there are more than 2000 people -- 2000 beds for unhoused people , people can bring whatever they can carry. volunteers and police have been walking up and down the waterway corridors here, asking people to evacuate. x we are doing all we can to express how great the situation is. people think they will wait until police come, but they will be dead by then because the water will brush out. or the banks will cave into the creek. >> it may sound harsh but what police are echoing, if it gets to the point where there's a safety issue they will not be able to forcefully evacuate people because of the waters and the safety issue.

they are trying right now to tell people about the mandatory evacuation order. they do say that they have vehicles that can plow through certain amount of feet of water, several feet of water but that is not a situation that they want to be in. right now, everyone is taking advantage of the somewhat calm her conditions compared to the rest of the bay area to get people in here and get them to safety. we will continue to monitor everything going on in the south bay, and everywhere else areas live in south bay, zach fuentes, abc 7 news. >> now to the east bay, >> good evening, i want to start by saying that the town of danville has declared a state of emergency following saturday's flood. and this is the san ramon three -- this is the san ramon creek, which caused massive flooding. crews are starting to take advantage of the daylight, to cut down more trees and dead branches to clear that creek,

the goal is to remove branches and debris, keep the water flowing and prevent more flooding. they've also put out sandbags and straw along the creek to reinforce the area. once the heavy rain starts to come down, we will see if it holds up. i want to show you video from earlier today, over the past few hours crews have been working to clear the streets which are still covered in thick mud from saturday storm. this is video of the green book -- greenbrook neighborhood. i spoke to one resident, who said he's watched creek overflow on saturday, and he knows what to expect. >> i would say the biggest thing, that little creek, the san ramon creek, one set starts filling up, it can jump up eight-10 feet, that's a lot of water. and it's pouring through their going very very fast. i'm not sure what to do, to be honest, because that water is very powerful.

when it comes over there, it is moving, and it will knock things down. dangerous. very dangerous. >> mr. kicklighter says daughter was supposed to come down this weekend, they change plans because if there's a severe flooding they don't know if they will able to get out to get to the airport. the san mateo fire department wants to warn residents, first, there will be a lot of heavy winds tonight and there could be downed power lines and downed trees. the other thing to expect is power outages. they say if you can, stay home. and finally, we have been repeating all day, stay away from standing water. we've had 100 phone calls, emergency phone calls in saturday and those couple hours they had heavy flooding. they really need people -- they need emergency crews available for severe emergencies. >> you do not want to get

there's another tree down, power outages there are likely because of a tree down. over into piedmont, flooding on webster street, the under pass on i-5 80, not a good place to be with a lot of rain coming down, and as we get to the east plane foothills, sarah road is closed due to a mudslide. and this is around zinc or road. there is a tree and the number three lane. 230 seven eastbound is problematic. not only are we talking about the storm today, the good news is we have a little bit of a break midday on thursday into friday, as you know, those rakes are key. so the soil is saturated, it this break will help us because look at what's coming behind over the weekend, we have two systems into saturday, more mountain snow and more rain in two -- into sunday.

and monday and tuesday we brought -- we are adding up rainfalls, over santa rosa, over 7.5 inches, five inches in san francisco, 5.5 in redwood city. a lot will change between now and then. the messages we are in a flow where the systems keep on coming. they are level two, this appears to be the heaviest system, spencer. that is good news, and we have a little bit of a break tomorrow into thursday into friday, but then it looks like we will need to batten down the hatches. >> while we ha level five storm going on right now and we have the that traded soil, and you mentioned the downed trees and localized flooding, you can see why recall it in impact scale. it's the intensity of the storm and the impact of it. >> we haven't seen the heaviest yet. >> spencer, thank you along with
