hours ago, a massive power outage was halting operations. the current outage map shows a big improvement, not so much red as this afternoon. at last check, 26,000 customers are still without power. full restoration is not expected until 2:30 a.m. ryan curry walks us through the mess. >> blake street lights all around east oakland. a substation fire near the coliseum wiped out power for over 50,000 customers at one point. a large area without power. >> we noticed inside. >> they arrived at the substation around 1:00 and noticed a transformer was on fire, knocking out power for thousands. oakland fire says it is one of the most significant outages. >> we've had transformers and

the group ride. some on the crimes have been caught on dashcam video. two dozen cyclists were targeted last week in oakland. 14 were hit, 2 suffered serious injuries. an oakland cyclist went to the hospital with a deep cap after she says a driver doored her. >> it was just, what? door open and i am on the ground. they drove away as soon as they hit me. dion: the oakland police department is investigating at least one of the collisions and looking for witnesses. new details on the severe flooding at an apartment complex in east oakland. after for tenant to return. the coliseum columns complex flooded on new year's day, but our media partners of these bay towns report the city of oakland is stepping in.

the city council has committed $2 million to help keeping fund the hotel space for more than 100 displaced residents. the council is hoping federal disaster relief funds will come through to reimburse the city. happening tomorrow, oakland's naacp will rally with community leaders to show their support for recently fired police chief armstrong. he was terminated without cause on wednesday. his dismissal came among the mayor placed them on paid leave. a federal monitor's report question his response about a misconduct about one of his sergeants. he said he did nothing wrong. tomorrow's rally is set for 10:00 a.m. coming to this week, oakland police at the viare foot patrol. the department is using a nearly $2 million federal grant and

brought back to pancake party. take a look at today's turnout. another huge hit on alabama street. the church where jimmy carter taught sunday school for decades marked his poignant absent this week as he receives end-of-life care. he has taught sunday school his hometown of plains, georgia since the 1980's. yesterday, the nonprofit said he decided to receive hospice care following a short series of stays in the hospital. tributes pouring in for carter, including from president biden. he wrote that he and his family are sending prayers and love to theirs, adding that we admire you for the strength and humility you have shown in difficult times. you joint is yesterday talking about your memories as well. spencer: i spent the time with president carter in various settings and times. i never get to see him teach sunday school.
