a food truck. the owners offered a reward for the safe return of the dog, but fortunately police got a call that it was dropped off at a vet in vallejo. his owners say kahlua is playing with all his toys, doing just fine. >> love to see that. right now at 6:00, greeting the morning chill. a live look outside this morning. you'll need a layer before you head out the door. meteorologist kari hall is tracking the cold weather and how soon we can expect a warm-up. >> plus, homes gutted by fire. several people in the south bay in an apartment complex now have to stay someplace else, and for a while. the impact nearby residents are feeling this morning, too. >> we saw so many videos of innocent people being murdered, yet we haven't seen the reform, the change, the policy to actually fix that. >> new calls for real change after the release of disturbing

videos. we're live in washington this morning with a growing fallout and unanswered questions in the tyre nichols case and the new calls to take action from lawmakers. this is "today in the bay" streaming live on roku, amazon fire, apple tv, and online. a good monday morning to you. i'm marcus washington. >> i'm kris sanchez. laura garcia has the morning off. we want to get to the forecast because you're going to want to bundle up. >> absolutely. it's another cold one and we've had the wind that's another factor in making it feel a lot colder than what we're seeing as far as these temperatures right now. it's 39 in concord as you get ready to head out, about the same in oakland, 37 in santa rosa, as well as 37 in palo alto, redwood city, as well as san jose. chilly temperatures now and we're going to see another freeze warning going up for tomorrow morning. once again, that wind chill factor is another issue for us, as the north bay has a wind advise continuing until 1:00

today. here's a look at our high temperatures for this afternoon. so not much of a warm-up here. and it does get slightly warmer as we go through the week, so we'll talk more about that. we'll also talk about when we'll get some rain. right now, mike, you have a major crash in castro valley. >> according to chp reports, all lanes of westbound 580 onto 238, northbound 238, has the closure. a deadly crash reported in the area and there's bound to be a lot of activity. i do see the sensors past the scene light up just a bit over the last few minutes. they may have let folks by on the shoulder. we're looking at redwood road down to fairmont, that will get you clear of all this activity, getting onto westbound 580. this will restrict traffic getting onto 238. that may make oakland a little lighter and it may shift traffic over in this direction. we'll track that. meanwhile, we're looking at the bay bridge and typical other spots. the backup at the toll plaza

very quickly filling the screen. >> thanks, mike. this morning santa clara county is opening warmer centers to help people get through the upcoming cold snap. meteorologist kari hall was telling you about the temperatures. they're supposed to dip below freezing for the next few nights. unhoused people needing shelter can go to one of these locations. many are county libraries, including locations in gilroy, cupertino and milpitas. santa clara senior citizen is also open. for more details, you can go preparescc. >> body camera video was released showing the deadly and savage beating of nichols in memphis following a traffic stop. from los angeles to the midwest, people marched in major cities, including here in the bay area. this is nbc bay area sky ranger

overhead one of those demonstrations in oakland, capturing the sights of hundreds of people marching through the downtown area. that march was followed by a rally, and activists, business owners, politicians spoke about the need for change. >> what is it going to take for people in this country to admit that the way we do public safety doesn't work? >> now, the activists say that they are pushing for a bill in the state legislature that would remove police officers from traffic enforcement. those calls for change are also happening this morning on capitol hill. but other bills on the same issue have stalled. "today in the bay's" brie jackson is live in washington this morning. we've seen police reform talks fall apart before. >> that's right, good morning, marcus, kris. many police reform proposals were introduced back in 2020 during the black lives matter protests, but those bipartisan talks fell apart largely because of the issue of qualified immunity. now negotiators are being urged

to renew talks quickly. this video of five black memphis police officers beating tyre nichols, who later died, has once again put concerns about policing in the national spotlight. >> it's this culture that says it doesn't matter whether the police officers are black, hispanic or white, that it is somehow allowed for you to trample on the constitutional rights of certain citizens. >> reporter: communities across the country are now seeing protests against police brutality and hearing all-too-familiar calls for change. >> i don't know that there's any law that can stop that evil that we saw. it's just difficult to watch. what strikes me is the lack of respect for human life. >> reporter: following the 2020 murder of george floyd, who died after a police officer kneeled on his neck for more than nine minutes, congress tried and failed to pass a bill that would

include bans on chokeholds and no-knock warrants. this latest incident is renewing talks about police accountability. >> if we can incentivize certain things, i think you want to keep this at the state and local level. >> that does not absolve us. under the federal conservative stug, we have due process standards and others that we are responsible for. >> reporter: advocates are demanding legislative act. >> how many of these tragedies do we have to see on video before we say we have a problem, america? >> reporter: talks around police reform have stalled in the past, and any legislation now could face an uphill battle in a divided congress. and the congressional black caucus has requested a meeting with president biden to discuss addressing police reform. kris, marcus? >> thank you very much, bree. i know so many people are hoping that something will be different this time. it's 6:06 this morning. and there are at least 15 people displaced after an apartment fire in san jose. that fire broke out just before

8:00 last night at the woods apartments. this is on the south side of the city. several cars in that parking lot caught fire and flames spread to the building as well. the fire captain said the damage seems to be limited to physical structures. >> there's no reports of injuries to firefighters or civilians. we're working to learn the cause of the fire. >> eight are without power and gas immediately following the fire. the pg&e outage map indicates that service has been restored. happening today, an assisted living worker charged in the death of a 94-year-old walnut creek resident is set to appear in court for the first time. lateshia starling is charged with elder abuse. we were the first to break the story of the death of a third atria resident. constantine canoun died in august after the family says a

worker left out cleaning chemicals and the father drank the chemicals. atria said he died after eating hot cheetos. our investigative unit obtained the coroner's report saying canoun died from investing cleaning fluid, not from eating hot cheetos. our investigative unit has been following the story closely and we'll have an update following the court hearing today. you can watch previous reports on our website. go to nbcbayarea.com/investigations. also today we're expecting to get an update on when the oakland zoo will reopen. it's been closed after the road leading to the popular attraction was badly damaged in the new year's eve storms. crews have been working to repair the massive sinkhole. zoo leaders plan to announce the reopening today. >> i'm excited. >> a lot of people are. taking a live look at san jose, heading south, and you can see right there it is lit up and a beautiful spot this morning. you know what? like everywhere in the bay area, it's cold out there.

meteorologist kari hall has a look at what we can expect. is it going to warm up at all today? >> not really. not that much. compared to this morning, yes. we have some upper 30s to start, but it will only reach into the low 50s. take a look at our temperature trend for concord, 37 degrees at 7:00. but the sunshine helps us out just a little bit, at least if you're near a window or somewhere, or it brings in the heat but not the cold, this is going to help you out. we're only headed for 50 degrees in dublin, 55 in san jose, and then it's going to be that cold tonight. we could start tomorrow morning even colder than this. so we'll talk more about that in a few minutes. mike, how is it looking with gas prices? >> lower numbers, and unfortunately i think my numbers are trending up. hard to find numbers below 4 bucks a gallon. marin, $3.93, the lucky service on sir francis drake boulevard, cupertino has the best at $3.79,

the best in santa clara county, the 76. and the bottom number here, the lowest on the grid is con the record, $3.69 at world gas on monument boulevard. let's look at the roadways where we do have one area to avoid. most of the bay area it's a smooth drive. the south bay sorted itself out. westbound 580 is still slow heading toward 238. north 238, chp still reports all lanes blocked just off the 580 interchange in both directions. a deadly crash reported coming off the eastbound side. a pedestrian was on the roadway. we're watching as the coroner was called to the scene and we'll follow the progress. right now we're looking at surface streets as alternates. i'll call out the details in the next report. highway 4, highway 37, and of course the bay bridge toll plaza, a typical backup.

it is 6:13 and we still have a wind advise in effect for parts of the north bay. we could still see some high wind gusts in the hills and mountains, but also the wind chill is a bigger factor due to the winds that are gusting in some parts of the bay area into late morning. now, we're going to continue to see the wind calming down but not much of a warm-up. we'll talk more in a few minutes. and we are looking at 580 through dublin, the interchange, those all moving smoothly. as you get toward the castro valley y, we have an issue. a deadly crash has blocked a connecter. there's a better traffic flow than originally anticipated and i'll explain why you may not need the alternate. we'll talk about the whole situation coming up. good morning. very happen monday to you. good week for business news. on friday, we get the big jobs

report, apple reports profits this week as well. fed starts its two-day interest rate meeting where they're likely going to raise interest rates again, but this time probably just by a quarter point. the fed is seeing evidence that inflation is slowing, and maybe, just maybe, we will hit that soft landing everybody was hoping for, where we get a handle on inflation without wrecking the economy. we also get the jobs opening and labor turnover survey this week. it's easier to call it jolts. this is important because it shows us how many jobs there are in the u.s. with all the layoffs, there are still more open jobs than people who want to fill them. how do you get people to fill those jobs? you raise wages, which sounds good, except more money, more problems with inflation. coming up on the "today" show, our own sam brock is going to look into the shortage of pharmacists. major drug chains are cutting

back on the hours the pharmacy is open because they can't find enough people to staff the drug counter. that's coming up at 7:00. the ceo of tiktok has agreed to testify before congress in march. tiktok under a lot of pressure from the federal government, which is worried the app is passing on information about american users to china. tiktok has testified before, it was the company's chief operating officer talking to the senate. it will be the house energy and commerce commit interviewing the ceo later this spring. i'm sure we'll talk to the congresswoman ahead of this. there's something called the overton window, basically something starts out sounding crazy, but as more people talk about it, it becomes like, okay, we can do that. this is what i'm seeing with tiktok. more and more lawmakers are saying, yeah, we could ban tiktok. i think tiktok's days are numbered. >> we give our personal information to a lot of

different apps. i think the difference with tiktok is who they're sharing it with. it's not advertisers. >> this is we believe or they believe the actual chinese government and the chinese intelligence committee -- >> which is different from telling practitioner and gamble that you like a certain soap. >> 6:17 right now and this morning amazon is ditching free grocery delivery for prime members on orders under $150. so starting february 28th, customers who receive groceries through amazon fresh will be charged between $3.95 and $9.95 depending on the order size. currently amazon offers prime members free delivery on orders over $35 and $50 in new york city. a spokesperson says that amazon is adding the service fee to help keep those prices low in

its online and physical grocery store. >> i can't say i've gone to the grocery store for less than $150 recently. so they say love don't cost a thing. that's not true. a lot of people are spending lots of money to show their affection this valentine's day. the national retail federation says that americans are expected to spend almost $26 billion for february 14th. that is up $2 billion from last year. that's a lot of love. >> love costs you time, money, thoughts. >> energy. >> you've got to think of something creative. >> you can make me a homemade card. >> i've got you. harry styles is the latest musician to suffer a wardrobe malfunction. if you haven't seen it, it's funny. >> he barely missed a beat. you can see here harry styles goes into something of a squat, as his leather pants do not comply with that. an immediate rip opening up, but

>> here, hold the ipad. >> right in front of you. >> we're just like you. >> absolutely. >> feeling a little breezy. >> trying to keep warm, too, one of those mornings where you have to layer up as we are dealing with cold temperatures. take a live look outside in san francisco as we are seeing the salesforce tower putting on a show for us. it looks really nice but doesn't feel so nice. when you factor in the wind chill, we're in the upper 30s for some of the coastlinhate. i low 30s in the tri-valley. it feels like it's freezing in fremont. so it's not your imagination that it feels a little colder. it's because it's still breezy, and especially in the hills we're seeing some wind gusts picking up at about 20, 25 miles per hour. as we go into today, gradually the wind is going to start to calm down. but that doesn't really help us out much because tonight we could be dealing with freezing

temperatures once we get a lighter wind. the temperatures tend to drop a lot more quickly. we're headed for the low 50s for today, mid-50s for the peninsula. san mateo reaching 55 and 50 in dublin this afternoon. as we go throughout the week, it's all dry. on friday we're looking ahead to rain. it's coming during the weekend. it looks like saturday is dry and then another wave of rain coming in on sunday. if all of this holds together for the weekend, there's the possibility that some of us could measure about an inch of rain between those two systems coming in, maybe even higher for parts of the north bay, with 1 1/2, maybe 1 3/4. for the sierra, there could be another foot of snow. that looks nice, especially for the upper elevations. once again, the next few days are going to be fairly quiet, very chilly. we are also going to have freezing temperatures we're watching for in the mornings. mike, you've been watching a crash in the east bay.

what's going on? >> as far as the chp report goes, same status online, a closure. let me explain the detail. the peninsula is clear, tri-valley not bad. a few incidents scattered. the big incident is the closure, but i believe it's just the connecter and not north 238. the connecter is blocked. if that's the case, that would explain why we're seeing traffic smooth out. no need for a re-route out of castro valley. but ashland, for example, you can exit 164 and then get over to 14th. that's your alternate if you need it and you see those flashing lights. you'll see signs as well, likely, overhead. highway 4, 37, typical slowing through richmond and the backup at the bay bridge toll plaza. no problem through the dublin interchange. back to you. >> thank you, mike. we have some tips to help you handle your money better. still ahead on "today in the bay," the thing you want to keep

too. that really adds to how it feels to you as you're stepping out the door. we're starting out all clear and temperatures around the bay area, nothing out of the ordinary compared to what we've seen recently. upper 30s, but we will have a freeze warning, especially in the valleys, going into the next couple of days. the wind chill is a factor. for the north bay, the wind advisory continues until 1:00. these are a look at our current temperatures. mid to upper 30s around interior parts of the bay area. this is a look at our highs for this afternoon. kind of cool out there. we'll take a look at what's ahead for the rest of the week. mike, you've been watching one major part of the commute. >> a deadly crash. a pedestrian was on eastbound 580, the transition onto north 238. it's just that connecter that's closed. a very serious case as far as the incident goes. but as far as the traffic backup, it sorted itself out

"today in the bay's" bob redell is live in half moon bay this morning. people are calling on lawmakers to just do something. >> reporter: you are correct. good morning, marcus and kris. yes, to tighten gun laws so there's no need for memorials like this behind me here in downtown half moon bay, where there was a mass shooting a week ago today. this weekend, another vigil outside san jose city hall to remember the seven people shot

and killed last monday in half moon bay, to remember the one person murdered during another mass shooting in oakland last week, and also the 11 people shot and killed in monterey park a few days before that. and then just this past weekend, there was another shooting west of beverly hills that left three people dead and four wounded. a number of people want lawmakers at both the state and federal levels to make it harder for bad people to get their hands on a gun. >> i think that we need to have better, secure storage laws, we need to work toward having legislation that increases background checks, and i think we need to stand up for regulation of guns that are high capacity magazines. >> we wanted to mobilize and make sure our community in san jose had a space to grieve all of those we lost. and particularly we know that a lot of community members are grieving those of asian decent,

are outraged by the action of those police officers on that video, showing those officers beat tyre nichols in early january. now, he died from those injuries three days later. those five officers, former now, have been charged with murder. "today in the bay's" jay gray is live in memphis this morning. some action there already being taken and a lot of people are quick to respond to that. >> reporter: yeah, you're absolutely right. marcus, kris, good to talk to you this morning. the frustration, the anger, the pain over the release of that video pushed thousands into the streets, not only here in memphis, but across the country. it was a weekend of what were mostly peaceful protests, no serious problems, just like tyre nichols' family had asked. they wanted the protests to be peaceful. and they were, people demanding justice for tyre.

>> the family of tyre nichols. >> reporter: prayers and pain in memphis. >> i feel sad for the loss of the young life, i feel sad for the disruption that's going to come to the families of those who were responsible, i feel sad for this community. the hurt is deep, it's palpable. [ crowd chanting ] >> reporter: spilling into the streets, through the weekend here and across the country. >> damn, i didn't do anything. >> reporter: reaction to this body cam and surveillance video. >> you guys are really doing a lot right now. >> reporter: tyre nichols punched and kicked by police, who also use a baton and pepper spray during the attack. five officers now facing charges that include murder, aggravated kidnapping and assault, all part of a specialized s.c.o.r.p.i.o.n. unit deployed in high crime areas, now

permanently deactivated. >> we've got to dismantle these systems that allow police officers to dehumanize individuals. >> reporter: after the public release of the video, two sheriff's deputies and four members of the memphis fire department, including at least two paramedics, have been relieved of their duties pending the results of ongoing investigations. ♪♪ >> reporter: while this grieving community struggles with what comes next. >> the thing about healing is that when a wound is healed, there's still a scar, and the scar remains forever. this scar will remain forever. >> reporter: yeah, and, look, hundreds here are expected to join nichols' family and friends as they say one final good-bye at his funeral on wednesday. >> jay gray in memphis. thank you. new this morning, those who

knew nichols are speaking out about the loss of their friend. nichols was born and raised in sacramento and he was an avid skateboarder and met many friends at the regency skate park. now, friends are really finding it hard to cope with such a senseless tragedy. >> it was so unbelievable, like, our tyre, the guy we love, the guy that brought us so much good energy, is just gone just like that. >> nichols' family have started a gofundme to build a memorial park in tyre's honor. the fundraiser currently sits at just over $1 million. the "today" show will have continuing coverage on the tyre nichols case from memphis. that's at 7:00 right after us here on "today in the bay." it's 6:39. moving on, we want to talk about the 9ers. a lot of people were thinking

about that this weekend as well. well, if you see any fans out there today, what you want to do is say, come here, come here, let me give you a hug. >> the nfc championship game was not the game that fans were hoping to see. >> the philadelphia eagles are going back to the super bowl! >> and, with that taking of the knee, the eagles end the game, punching their ticket to the super bowl with a 31-7 win. we thought it was going to be a lot closer. at the same time, the 9ers season did come to a heartbreaking end. along with the big game, there were a lot of big watch parties. more than 1,000 fans showed up in san francisco at the crossing near main and folsom street. the fans wanted to start the party early and it's a good thing they started before the game, because during the game there wasn't much to celebrate for a lot of the fans. >> we made it this far and i'm proud of them. defense, offense, we rotated

movie "avatar". >> there's a lot of blue going on around the temperature map. but as we take a look at our sunrise, nice and golden for you this morning. but that may be a little deceiving. as far as the numbers, blue, it's in the 30s right now and there's still a breezy wind picking up as we go into today. it's going to slowly warm up, but we only make it into the low 50s for many of our microclimates with a high of 53 in napa and san francisco, mid-50s for san jose. mike, you're still tracking that crash in the east bay. >> we have a crew here now and clearly it shows the closure, what folks will see as they're traveling eastbound on 580, the connecter is closed. it looks like they're lit-up cones there. as we look at the map, the closure is coming off of east 580. you see the coned-off area. that's the transition that is closed. north 238 is open. it is only that closure, so

you'll exit at 164, get over to 14th if you're coming out of oakland. meanwhile, we see a gradual build for castro valley, some may see activity, but it's not a major issue as far as lanes go. that's why traffic is able to get over to 880 after things sorted themselves out at the scene. a deadly crash, still a horrible scene off of eastbound 580. northbound 101, getting a little more traffic after the crash, south 680 was cleared just a few moments ago. a quick recovery. so we're starting back to the normal commute with 87 starting the build as well. the rest of the bay, pretty standard pattern. scott, the backup at the toll plaza is there. >> a lot of americans argue whether classified documents found in so many homes are important. of course, we don't know what they say. co

good monday morning. it is 6:46 and let's head to the tri-valley with a live look outside in dublin. it is a chilly start all around the bay area and in some spots quite windy. the wind is starting to calm down, a slow warm-up today and colder tonight. we'll talk more about that in the forecast coming up in a few minutes. i am still tracking the alert out of castro valley affecting the transition to north 238. i'm also watching the rest of the bay.

the san mateo bridge, we're seeing a lot of brake tapping. no incidents reported. i'll continue to track that. it may just be the monday build. well, this week there may be progress on the debt ceiling. >> that's right. today the president is going to meet with the speaker of the house. >> they're hoping to hammer something out. when it happens on wednesday, i think there's only going to be one hammer. republicans say they want to negotiate out, hammer out how to raise the debt ceiling and the white house says no negotiation, the debt ceiling is something we're all responsible for, republicans and democrats. we have no choice, the white house says, but to raise it if we want to keep the world's financial safe in america. a meeting of the big four recently at the white house. the meetings coming up will be between just the speaker of the house, kevin mccarthy on the left, and president biden. senate majority leader mitch mcconnell will sit this one out, and perhaps wisely so. there are no winners in the debt ceiling. raise it and you're feeding a

habit. don't raise it, you may wreck the american economy. that's a lose-lose for mcconnell. he seems happy to let mccarthy take the lead. >> the department of justice said over the weekend it plans to brief congress on the content of classified documents found in various leaders and former leaders' houses. staffers for both biden and for pence immediately returned the documents the moment they found them. trump held onto his for months. in fact, his lawyer said they didn't have any. that sparked this argument sunday morning on "meet the press." >> this is not some sort of proof that somehow they've weaponized. >> they've traded trump's home, not biden's home. >> because biden didn't defy a subpoena. he defied a subpoena. by the way, he had 60 days to comply with the subpoena before they executed the search warrant. >> the president had documents

layers. and you'll probably keep them on because we're only headed for the low to mid-50s for a high today, over the next few days it does get a little warmer. upper 50s tomorrow. and then on wednesday low 60s for the south bay, but we're still mostly seeing upper 50s elsewhere. we're dry throughout the week, but heading into the weekend a chance of rain. i know, you want to get out and enjoy the weekend. here we are on friday seeing the first wave of rain coming through. saturday looks like the day to get outside. the next wave of rain comes in on sunday. so if these pull together, as we've recently seen as the cold front get closer, the rain kind of falls apart. so we'll see. but as of now, the models are putting down anywhere from 3/4 an inch of rain for the south carolina up to 1 3/4 for the north bay, as well as more snow in the sierra this coming weekend, another 6 to 12 inches of snow possible.

the next few days we focus on how cold it's going to be for those mornings and not so warm for those afternoons as well. mike, you still have that major freeway connecter that's blocked. >> yeah, very important connecter. we have more chp crews on scene. according to the log, there are five units on scene and we're showing the lit-up triangles clearly marking the closure. that's for folks coming through this way. we saw the off ramp coned off. that's the alternate for folks coming from oakland. you can't make this connecter here. however, west 580 is open. the coroner has been called, is not yet on scene and they cannot clear that deadly crash until that is issued by the coroner. meanwhile, there's a build through the east bay, backup at the bay bridge and now richmond

renewed push to lawmakers at the federal and state level to do more to curb this gun violence in terms of expanding background checks and things like that. there was another vigil for the victims of the half moon bay shooting, this one this past weekend outside san jose city hall, to remember the seven people who were shot and killed a week ago here in half moon bay. also to remember the one person who was murdered during another mass shooting in oakland last week and the 11 people shot and killed in monterey park a few days before. and sadly this past weekend there was another shooting west of beverly hills that left three people dead and four wounded. there will be another vigil here in half moon bay for these victims tomorrow night. reporting live here in half moon bay, bob redell, "today in the bay." >> thanks, bob. happening today, also, an assisted living worker charged in the death of a 94-year-old walnut creek resident is set to appear in court for the first time.

lateshia starling was charged with elder abuse. our investigative unit broke the news of this death of constantine canoun who died in august after his family says a worker left out cleaning chemical and their father drank it. the family says atria told them he died after eating hot cheetos and for months the company insisted that medical emergency was food related. but the investigative unit obtained a coroner's report saying canoun died from ingesting cleaning food. in hayward, a fatal crash is causing a backup for commuters. >> chp is blocking a roadway, the connecter from east 580 onto northbound 238. it does look like there's some sort of activity going on. we are showing you the connecter that is closed, but the castro valley y is open. this is for folks out of oakland and heading to 880. it's definitely less frequently used, but there are people in
