right now at 11:00, rain arrives in the bay area. here is a live look outside for you this midday. meteorologist kari hall tracking how long the weather will last as you make your weekend holiday plans. plus, another top story, governor gavin newsom is trying to help tackle crime in the east bay, we have a live report on the new cameras set to be installed near you. good morning, thanks for

joining us for our midday newscast. i'm marcus washington. >> and i'm kris sanchez. a lot to get to this midday. first, if you have stepped outside, you know that it is raining or seems like it's about to rain. that is going to linger into the weekend. >> let's bring in meteorologist kari hall right now, a clear picture of what we can expect, clear not so much the skies anyway. >> yeah, we've seen things change so quickly this morning with that storm system approaching, but as we track it with storm ranger, that's our mobile doppler radar, we can see a lot of green here from the coast to the north bay as well as making it into parts of the east bay, but some of the heavier rain just now starting to roll in and the pockets of the heavier downpours moving through marin county. so as we go into the weekend, much more of this activity and one thing we look at is where is the center of this storm, this is where there's the highest winds, the potential of thunderstorms, and possibly the heaviest rain, and it is very close to our coastline, so as of right now, just one minute ago

that wind advisory went up for the coast and the hills, and we are expecting the winds to continue to increase as we go throughout today. also, the possibility that thunderstorm could develop as we go into the afternoon between 3:00 and 4:00, it's really starting to ramp up for the north bay and making its way across the bay area, maybe a brief break in some spots later this evening, but this rain is with us throughout much of the weekend. so we'll talk about the time line and the impacts with the high winds, thunderstorms, and possibly some heavy rain. all of that coming up a little bit later. >> thank you, kari. you can also download our free nbc bay area app and get weather updates in the palm of your hand. you can the same weather radar that kari uses on air for a look at the forecast where you are. it's the most accurate radar in the bay area. >> law enforcement in the east bay will have a new partner in fighting crime. we're taught about high-tech cameras. governor gavin newsom making that announcement official this morning. hundreds of those cameras will

be installed to help crack down on crime in the city and the surrounding areas. nbc bay area's ginger is live for us. these cameras do have a very specific purpose. >> reporter: that is right, marcus, these cameras are there to fight the criminal activity and violence on our freeways. i want to give you an example of what kind of violence on our freeways we are seeing. take a look at this. it's shocking video that was released today by chp hayward. now, it shows that just before 3:00 on wednesday afternoon on i-880 in union city, someone was driving in a truck when a green sedan pulls up. the driver of the sedan shoots through the window of the truck. chp new york says this happened after some kind of road rage incident. the truck driver had minor injuries and chp was able to arrest the suspects yesterday. it is important to note that this video from chp was released separately from governor newsom's announcement, and we do

not know where specifically these cameras will be installed yet. however, governor newsom has taken notice of the violence on bay area freeways and cites it among the reason why a network of 480 high-tech cameras will be installed in partnership with the chp and safety. >> this building on efforts we made just a few weeks ago surged of california highway patrol. that's led to 200 arrests and 400 vehicles that have been recovered that were otherwise stolen. >> reporter: here's how the camera network will be set up. there will be 290 cameras on surface streets in oakland, another 190 cameras along state highways in the east bay. these cameras allow for improved vehicle recognition, which means authorities can search for vehicle type, make, color, place, even if they're missing or covered, and other unique

features of cars. realtime crime alerts about vehicles or vehicles expected to be linked to crime can also be shared with law enforcement or different law enforcement agencies. as mentioned, we do not know where these cameras will be installed or where on surface streets, but it will continue to be a very interesting topic to follow, marcus. >> yeah, another effort in helping fighting crime. we certainly need it. ginger, thank you. >> more details now, four of oakland's biggest employers are announcing a multimillion dollars effort in the latest attempt to boost safety in oakland. the group includes blue shield of california, the clorox company, kaiser permanente, and pg&e. they are chipping in $10 million in an effort to strengthen a city ambassador program and also on demand buddy escorts. that money will help to fund greater police visibility and employee safety training and transportation.

new details, a deadly shooting outside of the powell street b.a.r.t. station is under investigation. this happened last night around 9:30. first responders found one victim with a gun shot wound who died there at the scene. so far no arrests have been made, and a motive has not yet been released. this is the city's eighth homicide this year. and neighbors and family members applauding police. this is for showing restraint and compassion after a man fired a gun at them in san jose. officers later arrested that man. >> tom jensen is live in san jose bay. this all started early in the morning, tom, but there was an exchange of gunfire. no one was hurt. >> reporter: no, this is the way -- good morning, chris and marcus. as we look at the scene, this is where it happened right here, as we push in there near the intersection of ross avenue and lee avenue.

san jose police say they were responding to a welfare check at this intersection when at about 4:55 they arrived and that man displayed a firearm and shot at least once at police officers. officers fired back, but a witness told nbc bay area it looked like they were using nonlethal rounds and eventually they were able to negotiate a surrender. the suspect was taken into custody just before 6:30 and his sister told me off camera he was dealing with a mental health crisis at the time. a neighbor who saw the gunfire exchange agrees. >> they handled it well. i do, you know, i was at my window watching and i thought they handled it well. >> four blocks along leigh avenue have been closed for most of the morning as police continue their investigation, which tied up traffic for commuters and parents as they headed off to school with their kids this morning. but the main message we're

getting here from people as police continue their investigation is that from both the family and neighbors is that they really appreciated the way this happened, that police showed restraint and that nobody was injured. live in san jose, thom jensen, nbc bay area news. >> very good. we do have new details now about a different officer-involved shooting, this one a deadly shooting in sunnyvale. it happened along vienna drive in a mobile home park on saturday where police officers say they found a man walking in the middle of the road holding a knife. officers told him to drop it, they say, but the man refused and that's when police say the man moved toward one of the officers and officers shot the man. paramedics did take him to the hospital, but it was too late and he later died. the medical examiner identified him as 19-year-old manuel perez. police say he had no criminal record.

>> still gathering all the facts for the investigation in terms of your question, if the officer's untrained on how to deal with people in crisis, yes, our officers are trained. officers are cit trained. >> santa clara county district attorney's office is now also investigating the shooting. a united airlines flight from sfo with a planned destination of paris, france, that was diverted to denver international airport here. this was after the crew reported an issue with one of the plane's engines. you can see right here, the diversion, didn't even quite make it halfway there. according to the airline, that flight landed safely in denver. all passengers deplaned normally. however, that flight was then canceled and the airline said they were working to rebook those passengers on flights sometimes today. this comes after boeing's ceo david calhoun actually announced this week that he would step down at the end of this year, as part of a broader management

shake-up. this after a series of mishaps. turning to decision 2024, this election year, there is a new potential factor that may have some voters feeling on edge as we prepare to cast our ballots. artificial intelligence, we went one on one with susan gonzalez, who is the founder of aimu a new campaign aimed at fighting campaign misinformation this election cycle. we asked her about the key differences we're seeing this time versus what happened in 2020 on social media. >> anything we see, read, or hear in this election cycle unfortunately cannot be believed at first glance. the technology has gotten so much that in the past it would require somebody, let's say, you know, who's in technology to create what we call a deep fake, which are fake commercials or even fake ai-generated fund-raising letters, but now the technology is so advanced

that we can do this at home on our laptops and unfortunately the technology has advanced so quickly that there are no guardrails or consequences for that. so what we're telling people is to -- don't believe anything you see, read, or hear until you verify it. >> and verification is the key there. she does add that with how quickly deep fakes can be created, it really is upon us as voters to fact check what we see and what we read. a lot of work, but it's worth it. california attorney general rob bonta is pushing to protect access to emergency abortion. he co-led 24 attorneys in filing a brief with the u.s. supreme court. the biden administration's challenge on idaho's ban on abortion for pregnant people experiencing medical emergencies. the coalition says the ban would endanger lives across the country. in san

along with a former contractor for the transit agency are accused of building secret homes with public funds inside two train stations. former employee joseph navarro conspired with seth warden to build two small apartments. warden's living quarters were allegedly inside the zpags discovered in 2020. prosecutors say that navarro's converted space was located at the burlingame location and wasn't discovered until 2022 after caltrain received an anonymous tip. both are accused of approving $42,000 in building expenses for those secret projects. both are due in court next month. new data from the government this morning shows americans are earning more and spending more. >> but scott mcgrew, a little motion on inflation. >> we would like to see inflation continue to weaken, but the latest reading of the personal consumption expenditure shows little change in prices.

2.8% inflation. now, that's way down from record highs of like 9%, but not where the fed wants to see it at 2%. you mentioned spending, that same data shows spending exceeding all expectations, as american families brought in more money. in fact, though we are worried about inflation, wage increases actually match price increases. now seeing as today is the last day of the financial quarter, i called up danielle horing, the senior economic adviser at the white house for his take on consumer economics and the american family in the first quarter of 2024. >> real wages are growing. this is something we focused on at the council of economic advisers when we looked at this last inflation report. people's jobs and their incomes are improving their buying power, and that's helping them offset some of these inflationary pressures. we have more work to do there, but we're moving in the right direction.

>> the consumer is incredibly important to the economy, and with e got consumer confidence numbers yesterday that were the highest we've seen in quite some time. so people are working. the unemployment continues to be low, and they are spending, which is what the economy thrives on. >> yeah, i think it's difficult, though, because some of the price increases we're seeing are not related to inflation. they're related to companies -- >> corporate profits are at all-time highs. >> you can't blame it all on inflation. >> no, inflation is down about 2.3%. as we approach april and national infertility week, we are learning about how taxing the journey to parenthood can be for some families. jenna and her husband eli say they desperately ped to become parents, but doctors found a mass in jenna's uterus that led to cycles of in vitro fertilization, which cost $100,000.

the couple says they found help from doctors in a fertility center in barbados at a fraction of the cost. a year later their son lev was born and the couple says going overseas was a worthwhile gamble for them. >> going to a foreign country that we frankly didn't know a lot about and medical standards that we were, you know, ignorant of, it was a definitely a gamble. >> the world health organization says that one out of six adults experience infertility, which is more than 17% of the adult population. new at 11:00, vaping companies are about to start paying san francisco schools almost $25 million, so this comes from a settlement of a class action lawsuit against the e-cigarette companies juul and atria group. companies sued the company for advertising to kids.

juul and atria have two years to pay the first installment, which goes out next year. the school district says that that money will pay for the salaries of nursing counselors as well as health teachers. it will also come at a time when the district is facing a major budget deficit. crab season is ending soon in california in order to protect the humpback whales. during the winter, whales migrated south to birth their calves. now they are returning to the coast of california for spring meaning the whales are now at risk of getting tangled up in traps used by fishermen to catch the crabs. that's the reason the state department of fish and wildlife announced crabbing season will end april 8th. are you feeling lucky? if so the power ball drawing is tomorrow and some serious cash is up for grabs. we're talking about a jackpot that has grown to $935 million. this is after no one won earlier this week. the mega millions reset to 20 million. this is after someone in new

jersey won more than a billion dollars there on wednesday, but no one has yet won the power ball in 37 consecutive drawings. the last winner was on new year's day. happy new year's to them. if someone hits the winning power ball numbers on saturday, the estimated cash payout would be nearly $450 million. >> oh, my goodness. the new year's resolution. don't tell anybody i'm rich. >> oh, you just told us. >> i know. >> i need to talk to you after the show. >> kari, this is just so much weather going on right now. it is spring. >> spring and sometimes we get these storms, but we probably don't want it with so many activities going on. there are so many egg hunts, as well as some evens going on. opening up with baseball, and so we are going to have some temperatures that are going to be much cooler compared to what we typically see and the wind is starting to pick up as well. we are now at a 24 miles per

hour wind in san jose, and we're also seeing those breezes picking up elsewhere, but that's all because the rain is ramping up. this storm is really starting to move in, and as we take look at storm ranger, we are seeing some widespread rain really starting to move in as this storm system gets closer. let me show you how impressive this is. looking at the center of this storm, me just as the weather geek enamored by this view, but it is a very powerful storm and the closer you are to the center of that low pressure, well, you're going to get the higher winds, more energy, and the chance of thunderstorms, and we are getting some live cloud-to-ground lightning strikes being picked up there on the radar and satellite. so we'll have a chance of thunderstorms going throughout today and tomorrow, and it looks like the most intensive rain will be around 3:00 to 4:00 for the northern bay moving into the east bay, and then still very heavy pockets of rainfall, few but it does continue into the

day tomorrow as well as sunday. throughout the weekend, we could see rainfall totals anywhere from 3/4 of an inch of rain for parts of the tri-valley to over an inch for san jose, and the coastline and parts of the north bay, those rainfall totals may go up to about 2 inches. right now that wind advisory going into effect as we were seeing those winds picking up in san jose, but it's mainly the coast and the hills. those elevations above 900 feet will have the highest winds that will be peaking around 5:00 this evening. so that's as more people are out and about, most likely on the roadways and you'll have to keep a tight grip on the steering wheel as those winds pick up and rush in from the south feeding into that storm system, that will give us nasty winds into the evening eventually calming down tomorrow morning with that wind advisory will be allowed to expire. as the heavier rain comes in and the chance of thunderstorms, there may be some minor flooding. watching out for that, about 1 to 2 feet of snow this weekend. snow is already coming down.

you know what, just wait until later before you try to drive. the tire chains required, and conditions will be very dangerous. once this clears out, we're going to be seeing warmer temperatures coming in for a little while, and of course for next weekend, rain and cold temperatures will be back, so enjoy this stretch of sunny weather while we have it throughout the week, but that's also when a lot of kids will be on spring break and it looks gorgeous. with highs in the low 70s and sunshine, and temperatures throughout the end of next week, the wind will be picking up as well, and it's going to be a soggy, very unsettled easter weekend, chris and marcus. >> we'll tie on those bonnets tight. >> ramping up for the newest bay area, having its home opener tomorrow, it is sold out. the team is hosting the houston dash at paypal park in san jose, and the team is capitalizing on a long tradition of women's

soccer in the bay area at the college level and the olympic level. yesterday they gave mayor matt mahan of san jose a team jacket, and earlier in the week bay fc played its first two games of the season on the road. the team comes into the homeowner with one win and one loss. happening now, a special ship will be the center piece of a special tribute for vietnam war veterans day, which is today. it is the first u.s. navy ship to be named after an openly gay person. the late sf supervisor served in the navy during the korean war, but was discharged after being questioned about his sexuality. today's event will honor vietnam war veterans with a pin. that event is not open to the public, but that ship can be seen at pier 30 and 32 from the embarcadero. queen bay is going country, her long awaited album is out right now and we did get aeek. we'll psh
