right now, a wet start to the holiday weekend as we take a live look at the radar where you can see the green, yellow, red and orange over the bay area. we are checking on all of this for your. good afternoon, welcome to nbc bay area news at 4:30. chief meteorologist jeff ranieri keeping an eye on the storm and he will be joining us in a little bit to let us know

what to expect. we are also tracking other stories including sunnyvale with their first deadly officer involved shooting in seven years. police released body cam video and they revealed why they had to open fire, family members are asking for answers, our ian cull will update us on this case. putting in money to help employees get to and from work, the company spending millions to do safety in oakland. followed over the record pg&e rates, the iconic theater in contra costa that says it cannot operate the same way because of its electricity bill. we spoke with the owner about the changes that he now has to make. let's begin with the weather as we look across the bay area this afternoon. if you have been outside you know it is raining. a very wet start to the holiday weekend. i am here with chief meteorologist jeff ranieri. you have been tracking this, we

want to know how tonight and easter weekend is looking. >> the worst part of the system is moving through and off to the south and then on-again off- again chances through easter weekend. let me show you more of that on the doppler radar. as you can see here, the storm is spinning out offshore and it will take its time moving down the coastline through easter sunday and that is why we have those on-again off-again chances. getting you down to the storm ranger doppler radar it is going and heavy at times over 3 to 4 hours. really making it hard to get around tonight. if you are out on the roads for a little bit, so much water getting kicked up, making it dangerous. heavy rainfall continues for parts of the south bay, we will get there in a moment, but we are still wet on 680 and 580 keeping rain in san ramon through 4:57 tonight and things are picking up in sunnyvale.

the worst of the rain and where i would avoid traveling, if you're listening for morgan hill and gilroy this is for you. look at the radar returns in the orange and red, extremely heavy downpours with a chance of hail. this will stick around with heavy rainfall for the next 30 to 45 minutes as it moves south and east, but be very careful between morgan hill and gilroy for the next hour. things are calming down around the north bay after getting in on strong rain. here is the deal even though the worst of it is moving south and east, we will keep scattered thunderstorms tonight and even into tomorrow morning. and right through tomorrow afternoon. we will have more looks at this storm system, coming up at 5:00. it is going to be chilly. tomorrow morning in the 40s with daytime highs only in the low 60s.

more on what this means for easter weekend and easter sunday and when we finally get warmer weather, coming up at 5:00 tonight. details on the first deadly officer involved shooting in sunnyvale in seven years. the police chief released body cam video today from over the weekend at the family of the men police shot and killed say it did not mean to happen. now, ian cull joins us. after talking with the chief and the man's family, start with what police are saying. >> the department shared several videos and some may find them disturbing. the body cam footage edited by the department pauses before the officer fires the fatal shot, sunnyvale police releasing dash cam and witness video showing officers repeatedly ordering the 19-year- old to drop a knife during a confrontation last weekend. the chief says he kept walking away before turning and heading right at the officer which is

when the officer fired twice. the chief says at this point he cannot share his views on what happened. >> this is an active investigation to are limited on what we can say. as you can see the officers attempted multiple methods of de-escalation. >> i understand the family of the men shot and killed is speaking out, what are they saying? >>'s sister spoke with our sister station and she says she is heartbroken and it never should happen. esmeralda perez says it was unnecessary, they should have employed other methods to help people suffering with mental health but they do not adding that this is an injustice, we will never be whole again. police noted they have had contact with the man twice in the past, once when he was the victim of a crime and the other time was two years ago for a nonviolent call. it is now up to the district attorney to determine if the

decision to open fire was justified. more coming up at 5:30. in san jose people are applauding police for their restraint after being shot at around 5:00 this morning. officers headed to lee and roth avenue for a welfare check. when they arrived a man shot at them at least once. officers fired back but nobody was hurt. they negotiated with a man who surrendered just before 6:30. his sister says he was having a mental health crisis. she appreciates the levelheaded response, one neighbor who saw the exchange agrees. >> they handled it well. i think, i was at my window watching and i think they handled it well. >> police close to several blocks of lee avenue to investigate. backing up traffic for commuters, the main message is neighbors are happy that nobody was hurt. working for a safer city,

some of oakland's biggest employers are funding a $10 million effort to make the city downtown corridor safer. it was announced jointly by the blue shield of california, the clorox company, kaiser permanente and pg&e, the goal is to make the city safer for everyone, including their employees amid growing crime concerns. the program includes funding for extra police patrol, expansion of the city amb. program and money to pay for transportation for employees to and from special transit hubs. >> we feel it is important to be a good corporate citizen. when we see oakland having challenges we think it is important to try to step up and help the community at a time of need. we are hopeful this is not only something that helps our employees feel more safe, but it helps oakland get back on the path that we would like to see. >> the funds come months after

several of the same companies began urging employees not to leave work for lunch because of safety concerns. blue cross, clorox they are among the city's largest employers. record rates from pg and e. you don't need me to tell you how much they have gone up, but it is not just you and me. businesses are feeling the brunt as well, forcing some to make changes. now, from a rental where the iconic theater is cutting back. i know you had a chance to speak with the owners who say that the bill is out of control. the owner has been operating this theater for the past 15 years and he has never seen a pg&e bill like this. take a look, he was shocked when the auto payment came out last week. $6200. that is $2000 more a month than his usual winter monthly bill.

admittedly, it does cost a lot during the winter to heat up the 750 seat theater, but he says the massive bill is something he cannot handle. he says it breaks down to $220 every day and on some days he only has a handful of customers. so he has been forced to make tough choices. starting next week he will start closing on mondays and tuesdays. he has decided to stop lighting up the signature marquis, the orinda tower from highway 24. he has already started to do that. >> those are major changes for that company. now i know you had a chance to speak with pg&e. what do they have to say about this? >> pg&e is committed to supporting small and medium businesses like the orinda theater. they have sent out a small business support team and they talked with the theater owner

to look at the rates and look at energy efficiency strategies and try to help them out the best that they can. they do say that they have to pay for wildfire risk measures and critical upgrades to safety and reliability. that means raising rates. for small businesses, they tell me it is a 20 person -- percent increase and for medium-size businesses 17%. folks like you and me we have seen rates going up about 13%. again, they say they are committed to seeing the orinda theater thrive so hopefully they can help them out. >> in the meantime a lot of families like going to the theater so have you been able to speak with anyone seeing a movie today? >> reporter: they definitely do and people are coming in. folks are crossed about this

because people have been coming here for years. it is an important part of the community. that iconic sign, there sat about this not being lit up anymore. one guy told me that it bring some comfort to see it every night. you can see from the freeway. folks will continue to support the theater, with a gofundme set up i notice people are donating. the theater owner says he feels that is the community that's going to come forward to help them keep the doors open. >> okay, 36 thank you for the preview. we will see you then. another united airlines flight diverted. took off from sfo prepares but was diverted to denver. the crew reported issues with one of the plane engines and you can see the map of the diversion as the airline says the plane was a boeing 777 which landed safely in denver. this after the boeing ceo announced he would step down at

a caltrans executive facing felony charges for building secret apartments instead of two peninsula caltrain stations and using taxpayer dollars to do it. the two accused of the former deputy director of operations and a contractor working at the station manager. they allegedly spent $50,000 in public money to legally convert shuttered offices in the burlingame and millbrae stations into their private homes. >> in burlington they did the nicest job spending $42,000 to put in a shower, a bad, a kitchenette making it a miniature apartment. >> the da says both men had homes of their own, but yet to live -- decided to live in the

station, after two years they were reported. both men were fired, caltrain referred the investigation to the da. the station manager was arraigned in san mateo superior court on wednesday pleading not guilty, the other one month from today. as we approach april and national infertility week we are learning about how taxing the journey to parenthood can be. one e. a couple decided to take their fertility journey overseas. and, these parents a that everything they did is totally worth it. >> being a mom is something they always envisioned. until it came time to try. >> she saw something in the ultrasound that she was not expecting. that was some sort of mask inside of my uterus.

take a look at this time lapse video, volcano and orange jets of lava focusing on the northern lights dancing in the background. the northern lights are more visual than usual because of the solar storm that disrupted the earth's magnetic field. this is happening a few miles northeast of the town not far from the nation's capitol. the town was evacuated in summer when the volcano first started erupting, but workers built defensive walls around it in hopes of redirecting the lava flow away from the community. as always i will be posting links to the other stories you voted for on instagram. the buzz is building for the newest bay area soccer team, the home opener is tomorrow and it is sold out. the team is hosting the houston dash at paypal park. the team is capitalizing on a long tradition of women's soccer in the bay area at the college and olympic level. yesterday they were to the mayor with a team jacket in

let's bring in chief meteorologist jeff ranieri. easter weekend is here and it is coming down pretty hard. >> hard to commute. you know what i'm talking about, so much water coming up, wind chill wipers on full blast. the storm system is rotating here offshore. counterclockwise spin slowly moving down the coastline to the weekend which is why we see these on-again off-again rain chances. these are eliminate totals, redwood city .36 and san jose at .22. look at the scan of storm ranger. rainfall coming down, but the worst on the 101 corridor from morgan hill to gilroy, the orange and red returns with the heaviest the radar can pick up. not advised to be on the roadways between morgan hill and gilroy right now. i think we will keep heavy rainfall through
