to take 18 minutes to make that right. are we have some developing news this morning? because the san francisco da is charging the man who entered a jewish center last week and started shooting blanks with a hate crime. that shooting happened at the pearson center. police arrested 51 year-old dimitri mission. that decision to charge him with a hate crime comes following some statements mission made at the time of that incident and things that he posted on social media. >> i hope that, you know, help you get convicted in that he's put away for these in the long time because i believe they should decide are now looking at can we move to a new location in the same neighborhood? because now everyone san francisco was watch the news know where we are knows. unfortunately, how long are we work? >> well, the center says they are beefing up security. well, it's been more than 2 weeks since a gunman shot and killed 7 people in half moon bay family and friends paid their respects on wednesday to the youngest victim of the shooting kron four's terisa

advocate for at risk youth job development programs and was a steadfast champion for organized labor. well, search teams continue to look for survivors to the widespread destruction left by the earthquake in turkey in syria. some are using microphones to pick up faint noises and special cameras that can pick up heat inside of that rubble. more than 15,000 people are now reported dead. this is the world's deadliest earthquake in more than a decade. well, dozens of countries are now sitting ate turkey and syria. kron four's zac talk with people in sacramento who are sending help to their family members who are back in turkey. >> 2 employees at janet euro and each sacramento spent most of their day at the restaurant working. but they tell me they're constantly thinking about their family back home in turkey impacted by monday's massive earthquake. i feel desperate. i cannot do anything. >> other than sending some help to them for days. i'm

sleeping light. so the 4 hours maximum, sometimes 2 hours. because i cannot sleep. i'm watching the news. a 7.8 magnitude earthquake devastated parts of southeast turkey and northern syria early monday causing dozens of buildings to collapse, killing and trapping thousands. and the numbers continue to get worse for those here in sacramento with loved ones near the epicenter. >> a feeling of hopelessness is settling in. i'm so worried about that with us. >> they chance live in this day. you know, because all those need so much help and my family is the helping to others. they they cannot and just days. but you get in some mets tell me their families are safe, but the area is in peril and well, 8 is on the way. >> they say the immediate need for health care and shelter is not yet being thanks to they >> so you right now, but they're able to enter the houses. they're waiting in the

streets. these photos from your gets family show some destruction and the weather conditions with snow and rain not helping to search and rescue missions. >> they say the people of turkey and syria need all the help they can get. as you can see. >> the numbers direct dealings, the weren't ready for this. >> well, that was at the letter reporting. now turkey's president is promising to have homes rebuilt within a year in the hardest hit areas. a syrian official says the quake has displaced nearly 300,000 people. well, happening today, a disaster recovery center is set to open in san mateo for people affected by the recent storms. now the senate plans to guide people to the available assistance from local, state and federal agencies as well as provide some information, finding jobs and housing. it opens today from 09:00am to 07:00pm and runs through february. 16th at the san mateo county event center on delaware street. we'll have more details on our website at kron. 4 dot com.

now is the time to decriminalize work. that's what san francisco city supervisor hillary ronen says her office advocating for state lawmakers to address the issue and to legalize. but the san francisco police officers association says legalizing something does not make that problem. go away and use the legal cannabis industry as a example of this. >> they're still selling out on the street stop anything, right? you still have people being shot over marijuana. so have you businesses being robbed of their marijuana, right? so it didn't stop it just because they say, oh, we're going make it legal and everything's going to be good. that did not happen. >> the supervisor ronen his office says it is drafting legislation to be presented to the state legislature. okay. this might sound a little strange but don't rush to file your taxes. that's what the irs is saint. this message applies 31 million people in california, which means anyone

who received a middle class tax refund kron four's justine waltman tells us why taxpayers should wait. when gas prices and inflation hit a high. >> the state of california gave out millions of middle class tax refund checks. those payments ranging anywhere from 200 to more than $1000 are now making filing taxes murky. it's actually a bit of a misnomer to call it a tax refund. it really is a payment. caroline chen is a tax professor at san jose state university. >> she says the federal government could view the middle class tax refund as taxable income and as it decides what to do, the irs is asking people to hold off on filing their taxes following the recommendation means avoiding having to amend a return. so less paperwork and less time with your accountant, the electronic nightmare of your internet

the east bay hills right here is nothing but clear skies all the way up to the golden gate bridge looks absolutely beautiful. now, skies clear from the coast all the way inland. and that's the way we stay today. tomorrow into saturday, we are going to see a little cloud cover pushing in. this is going to disrupt that trend of 60's and even a few low 70's we have today cooling things down just a little bit into the start of the weekend. we do have a slight chance of a few sprinkles. let's break it down. so today, nothing but those clear skies take full advantage today. it's looking absolutely great. this afternoon. tomorrow we start the day. nice and clear. cloud cover increases. we do see that chance of a few sprinkles rolling into mostly the hills like the santa cruz mountains in the east bay hills. nothing more than that, though. very, very short lived. another sprinkle or 2 possible early saturday morning. then it's nice and clear and smooth sailing the rest of the weekend on into valentine's day next tuesday. now temperatures today will be in the 60's. whether you're at the coast in san francisco and

then looking at a few low 70's mixed into such as in areas like san jose all the way up to 70 degrees today. same for you in campbell. really nice february weather right here. and with all that sunshine, it's going to feel extra good. oakland at 66, same for you in walnut creek and danville. well, the way ben the show at 64 in santa rosa, that 67, here's a look ahead. temperatures out their remaining a little bit on the mild side today, but not so much come friday and saturday. that's that weak system that pushes in a drop in temps back into the upper 50's. a lot of cloud cover in that slight chance of sprinkles friday night into saturday morning. clear things right back out without weise in the time, though, by sunday for the super bowl, we're looking at mid 60's and lots of sun staying nice and clear through tuesday. all right, john, thanks for that. let's check on that morning. drive. >> 7 m nutes into the city right so that fremont street exit our san mateo bridge, 81 to one 12 minutes heading across towards the peninsula.

because it's not something i thought was possible for someone like me. a native san franciscan raised by her grandmother in the city's western addition neighborhood. >> london breed is no stranger to san francisco and its challenges growing up going to so many funerals of people that i was just hanging out with him or we were just at this event together. people all around me were suffering, especially with gun violence and drugs and poverty. >> and i just thought why me, why us? >> why she would learn to turn those questions into action seeking out ways to help her community. she started out small working several odd jobs as she grew up. i babysat i clean houses. i did do it. things that make a little bit of money run errands for all the older ladies in the projects, then it 14 breed is one of the lucky ones to get a spot in. mayor willie brown's youth employment and training program where she learned even one or 2 small actions could

create big changes. there was a stoplight location in my neighborhood where there was just, you know, traffic would fly through, you know, we would take our life in our hands every time we cross the street and to make >> something happening like that as an intern to put a stop light in this intersection that was amazing to get a sidewalk that would everyone would trip over fall over to get that fixed. as like there's a lot of power. you can actually get some things done. she would go on to work at the african american art and culture complex spending her days, uplifting the youth, some of whom now work in her office. >> as the city's 45th mayor breed says her drive for public service comes from her own past of growing up in public a lot of why decided to do it is why not me? >> why not someone who's lived through really challenging times who could help make were shaped the kinds of policies that will hopefully lead to some lasting change. and you

feel you're on that path. i feel like we're on that path. but i got to tell you, it is hard every single day to just move the needle a little bit. >> she says she's prepared for criticism, making sure her health and well-being is top of i can walk and chew gum at the same time. i take a lot of personal pride. >> in showing up and being there. but i also think it is important to have a balance in to make sure that you don't get so consumed by the job that you don't take a moment to step away because i think it makes you better read remains proud of her tenure so far, specifically her response to covid-19 were able to get rid of the city bureaucracy in process and get down to doing what the people of san francisco needed and deserved. i wish we could do that with everything she says bureaucratic layers make it difficult to address issues. san franciscans are concerned about. >> but it's not stopping her from trying. >> folks, i want to hear exist excuses. they want results. you know, we've we provide so many resources around social services around treatment on

demand. our homeless outreach team, our ambassadors, our our response teams and alternatives to policing. and i mean, just. you name it. it's out there. >> now she looks towards the legacy. she wants to leave. the mayor highlights her dream keeper initiative, an annual 60 million dollar investment in her budget to support the black community. >> it's a response to the disparities that continue to exist when you look at the data around the homeless population san francisco has, you know, less than 6% african-american population. but almost 40% of the people are homeless or black dream. keep our offers support for black owned businesses and down payment assistance for housing. >> it's recently led to 19 new black homeowners in san francisco. nopo think people sale. it's not enough is never going to be enough, you know. but at the end of the day, we've got to start somewhere. and this investment is a start. and my hope is that it continues to change lives for the better. she credits her grandmother for being a solid rock for her during

is growing, especially for the puppy bowl. competing dogs are gearing up for the big match, including nancy and max who aren't team ruff. haha. hey. think we have enough time to put your dog graham in this competition. john. >> you know, graham, he's aged out. he's going to watch from the sidelines, though. he definitely enjoys watching as a sweet guy. well, 2, they that he's 2 little babies on your screen. they found their forever homes. they were rescued with the nonprofit, compassion, kind foundation. we do a lot of disaster work throughout the caribbean and the united states rescuing animals in need. >> we also do a lot of shelter pulls local owner surrenders. >> now in the 19 year, the publictwill feature overall 100 dogs katie halftime show. plus, a puppy cheer squad during the show viewers are going to meet adoptable pets from all over the country. so make sure tune into cuba's are still to come. in the next hour, san mateo opening a recovery center. >> to help those who are hurt by the weather. we'll talk more about that and we speak to the loved ones of a baker
