>> from the bay area's local news station. we now with breaking news. >> that breaking news is in san francisco tonight where one person is dead after a shooting near union square. thanks for joining kron. 4 news at 11. i'm grant lotus and i'm noelle bellow right now. police and emergency crews are on scene at market and powell streets. police have taped off the entrance to the powell street, bart and muni station. >> one person is dead. police are still working to figure out who may be responsible. they're also investigating what led up to the shooting. authorities are warning drivers heading through the area to expect delays and consider taking alternate routes. tonight. we'll keep following this story and update you both on air and online as we learn more information. our other big

story tonight is the impending rain as we take a live look here at sfo. that's right to rain is coming for us tomorrow with a vengeance, lawrence? yeah, this should be a significant storm rolling into the bay area late season early spring storm. >> head on in. we're starting to see some clouds rolling in so far quiet. that will change by tomorrow morning. we're going to see those winds kind of ramping up out of the south right now, the golden gate bridge or remains dry. but that rain is going to get going. this storm system going to put itself together, looking across state right now. we've got some high clouds moving in to see that batch. a white just off the coast. that's not developing storm. it's intensifying as approaching the coastline. it is a tightly packed storm and it's going to hover right off the immediate coast. and that means we're going to get some unstable air rolling in with the 2 in the possibility of some thunderstorms. this time it out for as we head through the night, the commute early on 8 o'clock. you already with some rain. you've got some pockets of moderate rain by beginning to pop up as well. and you can see those winds begin to move up out the south as we head toward the middle of the day. that's when things

really start to ramp up. you see the yellow, the orange moving in the north bay stretching down to san francisco and then it just picks up as we head toward the afternoon. very heavy rainfall expected across the bay area. 2 o'clock in the afternoon. 3 o'clock. it continues. and then we start to see the backside of by 4 o'clock. but it is going to be a wild afternoon with potential for more thunderstorms. maybe we start talking about some water spouts along the coastline. 2 guys. thank you, lawrence. >> dash camera footage captures a bullet shattering the passenger side window of a vehicle in the middle of the afternoon in hayward. while chp releasing this video of the freeway shooting, it happened yesterday on 8 80's south of alvarado. niles road. they say the driver only suffered minor injuries from the shattered glass that you see there. the shooter was found and arrested. >> one person has died after being shot in oakland. the shooting happened around 4 this afternoon on live ain avenue not far from the oakland airport. police have not yet identified the victim.

they also didn't give us any info about what may have led to the shooting or who is responsible. >> the 4 largest employers in the city of oakland have announced a new safety strategy. blue shield of california. clorox kaiser permanente and pg and e have all collaborated on a 10 million dollar plan to improve public safety while protecting their collective employees. last month, the rise in crime force, the companies to hire security guards to escort employees to and from bart parking garages and nearby businesses. skyrocketing pg e bills are a bay area wide problem. and those high costs are now forcing an east bay movie theater to have to cut back fields out of hand and costs of gotten so high for. >> local theater, the orinda theater. they say they're now going to have to close 2 days a week. kron four's dan thorn is in orinda tonight with more on the struggle that lots of us can relate to.

>> when it's dark, the theater usually has its iconic marquee lit up and drivers from highway. 24 can see it. but that was not the case. thursday night as one of the cost-cutting measures, the owners of the orinda theater, a taking and now they're also closing the theater on mondays and tuesdays after getting a more than $6,000 energy bill from pg and e. the historic movie theater in orinda is making difficult decisions over ever increasing energy bills. the orinda theater will no longer have showings on the silver screen on mondays and tuesdays. you know, obviously like to be open 7 days a week, but >> if you know, we can be opened and have lost every day. you theater owner derek xem racks as it was this $6200 charge from pg any that's forcing them to cut back. the bill was 2 grand higher than what they usually see. and it came as a shock may peak the 5,000 dead of winter. >> yeah, never $6,000 in 15

years since i've been doing year in the theater opened in 1941, and place classic films and new releases. its large theater can seat up to 750 people. and during chilly evenings, heat is required to keep the audience comfortable zimmer acts as the enormous jump in utilities is forcing them to not only close the curtains. 2 days a week, but also cut back on powering up their iconic marquee. no shining sign is a disappointing site for locals. the marquee is >> the probably the most iconic part of orinda. you know, the symbol that we all think about we think of orinda. it kinda makes me sad. i hope i hope they find success is amber acts as they've always been grateful for the support of the year in the community and word spread fast about the high pg any bill zamra copes. the utility will help them out. >> i did i didn't get a call from thing. you know, like, wow, they could try to you know, but, you know, we'll see where that goes. so >> the monday and tuesday

closures are set to begin next month. but december acts as the popular once a month classic movie tuesday, matt will not be affected. reporting are in doubt. dan thorn kron, 4 news. >> take a look at your screen. this is what's left of an rv after it caught fire last night in san leandro. one person was inside but made it out safely. fire crews say they were able to put out the flames before they spread to a nearby home. the cause of the fire is under investigation. >> a 45 year-old man is dead after bicycle crash in napa. police say just before 9 last night a driver headed down wine country avenue saw the bicyclist on the ground between dumas, street and emperor way. police are trying to figure out if another vehicle was involved or if this person just fell. anyone who may have seen anything is asked to call that police.

game. >> i'm going to be out here. i guess we're getting ready to go once the gates opened the party begin. >> the boycott was organized by oakland. 68 ce and the last dive bar. the back were able to get so many folks that, you know, come out and support us and just support the message that we're pushing. its honestly staggering. some diehard fans chose to go to the game, kind of heartbreaking to be completely honest with re cartwright says he couldn't bear to miss what could be the a's last season opener at the coliseum. how important is it for you to actually go to the game and not do this boycott? very important to me as a share, which about my parents. this is kind of like a sentimental thing coming. >> you know, coming here tonight. >> in the 5th inning, the block party. many fans say they still believe there's a chance the a's will stay rooted in oakland. i have hope that maybe at this point that vision can't get the financing

>> welcome back. former windsor mayor dominic foppoli will not face criminal charges from the state attorney general's office. the decision coming 3 years after multiple women accused him of sexually assaulting them, hopefully resigned as mayor in 2021. and it said the encounters were consensual. and a statement. state attorney general rob bonta's office said it reviewed the investigation done by the sonoma county sheriff's office and its own additional investigation. and at this time, the office does not have enough evidence to warrant filing charges on the cases bonta's office added the investigation remains open.

through the weekend as that snow storm will ramp up by late in the day tomorrow and then heavy snow tomorrow night and into saturday. finally turning to snow showers on sunday. but the temperatures going to be very cold. make sure you pack your chains likely to see some delays in the high country outside right now. and it remains dry in san francisco. you're looking good golden gate bridge so far, so good. but it's going to be rough on the for tomorrow. the storm system kind of rolling on into the middle of the day in the afternoon. expect a lot of ponding out there on the roadways, cloudy, windy and wet out. there may be some dream debris may be some power outages around the bay area to the storm system really just kind of winding up now and just off the coastline and it's going to park itself right off the coast. so it's going to spin up some rain into the weekend as well. so here comes as we head toward tomorrow. it's got almost a stop right off the coastline that front moving on shore. that's going to get right to some thunderstorms tomorrow afternoon and some pretty impressive rain. you could see maybe one, maybe 3 inches of rain across some of the mountain peaks here in the bay area. maybe over an inch in san francisco over an inch and a quarter about in half moon

like success is all about trying their best. you know, it's like, wow, that's it. flipping the narrative by focusing on values like hard work, team, spirit and self-control here. it's not about winning or losing. you just want kids to live a happy, healthy life and really. give them a chance to pursue what they love and life. a message already resonating. i learned that sometimes it you can't. not always going to be perfect, but you should always try your best reminding us. it's ok, it's a mess up sometimes has. and you can learn from your mistakes. is there anything wrong failing at something? well, it can get you frustrated. sometimes you just have not let that get here and keep trying hide. value. served up from louis harper's own life story as a former pro tennis player once ranked among the best in the world. >> some of her first match is played here in san francisco's golden gate park. she grew up
