>> right now on the part on the kron 4 morning news, bart police made nearly twice as many arrest last year as they did the year before. we're going to take a look at how they were able to do that. plus, businesses in oakland joining forces spending money to increase safety for their employees. and we're tracking

the storm making its way across the bay. a live look at stormtracker 4. the rain is only going to intensify. >> from the area's local news station, you're watching the kron. 4 morning news >> good morning and thanks for waking up with us on a friday. a good friday daria and i'm james. yeah, weather and traffic want to start the hour with that because things are going to start getting dicey on the roads and especially around the area think we've got it. couple raindrops visible the window move in and we see those drops and it's like, all right. we've got a lot more of those ahead of us. and today is going to be the worst day for your travels. >> for outdoor plans. good day to stay a little bit more local if you can. anyways. i know it is a busy travel day, though. so take it slow. we're looking outside of the east bay hills. the hillsides are green. the skies are grey. feels like springtime. you can see that very, very well formed a low-pressure area sitting offshore and he is going reverse our direction through the day today. right

now, we're definitely seeing rainfall picking up in san francisco and especially up towards marine county right now. you can see that area of yellow and orange. this is all heading immediately westward. so those of you in the marin headlands right along 101 from sandra fell out towards the robin williams tunnel be looking out for rainfall to be increasing in intensity here. very, very quickly. now, we're also seeing some shower activity picking up from daly city down through pacifica currently. and that's about to roll over san francisco. san bruno has set here shortly. also some pockets of good rainfall seen from palo alto sonny bill through saratoga on the west end of the santa clara valley. so things are definitely picking up out there and all this energy will just continue to roll closer and closer our direction this morning. so rainfall, intensity only set to increase. you see in future cast those areas of yellow becoming more and more widespread towards the afternoon, especially yellow, orange and red, indicating those heavy areas of rain. it

all comes along with an increase in winds to 30, 40, even 50 miles per hour. plus, gust today, high wind advisories at the coast and honor hill sites. temperatures are currently in the 40's to 50's. it's wet. it's windy and it's cool. keep those layers ready and keep that rain jacket with you, too. the umbrella today might be an iffy thing because of how strong those winds will be unless you want to improve and that umbrella or lose it down the street. temperatures in the mid 50's for your highs later on rania. all right. on the that we got water on those bridge cameras right now. >> tell see the water starting to come down out there. conditions are still very light, but don't speed because it might be very slick. and what you don't want to get into an accident that way. 60 minutes on our san mateo bridge, 80 to 101. your to center fielder just short. 8 minutes looks great. and the golden gate bridge, the breach definitely slick. i can see the reflection there. 23 minute ride. 37 to the tolls are ages. back to you. thanks. a lot rain, 803, and the big for employers in oakland are partnering up and they're

protecting their own employees from crime in the city become a problem. crawford's michael thomas takes a closer look. joining us live from oakland, michael. >> hey, good morning, everyone. that's right. this private 10 million dollar plan essentially to protect their employees because many times they were falling victim 2 crime when they were either heading to lunch or to and from the office. we've got video up on your screen now. the 4 major companies that are involved in this initiative, are going to be kaiser blue shield of california clorox in pg and e all pitching in to split that have to 10 million dollar public initiative. this conversation began earlier this year. that's when crime force the companies to hire private security guards to escort employees to and from bart stations parking garages in nearby businesses in crime statistics right now do show that robberies are up. 34% from last year with the majority happening at gunpoint. now, these new plans will add in complement existing efforts from both mayor sheng thao and oakland police. and according to blue

shield's website, it will include creating an uptown and downtown safe zone. partnering with opd to improve visible and responsive security and funding for the oakland uptown downtown community benefit district ambassador program allowing people to be escorted to and from downtown destinations by calling or asking those ambassador to on the street. and lastly, employees will get safety training and subsidize transportation. i spoke with a manager of the cafe this morning who works in downtown. he tells me that he does things it's a good idea. and he says, in fact, he's already seen a lot more foot patrols from police in the recent weeks. >> well, last few weeks, i see more police around all but i think but for last 2 years that that need to suffering big damage >> he goes on to say essentially does make him feel

safe as well. and what you're looking at is a statement from mayor sheng thao saying in part, quote, i'm so grateful for the deep partnership of our 4 largest employers and see this as an example of a strong public private partnership. i applaud their engagement is true. civic leaders to improve conditions for everyone. i know we will be successful in quickly bringing safety growth and vibrancy back to our streets. now back out here live also on my way, back from speaking with that caveat, caffeine manager excuse me. i stopped and i spoke with some of those ambassadors who are in the downtown area i asked them how they would feel or what they thought about adding more investors. and they tell me they do get a lot of use out of them. they said that if there was more on the street, they do think that the areas that are seeing more crime would see less crime. so as we get reports from them on how this all plays out in the next few months or so, it's set to start in the next few weeks. and the last throughout the rest of this year. we'll keep you updated live this morning in downtown oakland and michael thomas started. james, we'll send it back to thank

you, michael. >> it's 806. there is violence continues in oakland. one person was shot and killed just yesterday in the afternoon was about 04:00pm on louvain avenue. not far from the oakland airport. police have not yet identified the victim or given us any information about who might be responsible 806, in san francisco. police have detained 2 people for a shooting that killed one person. >> near union square. that shooting happened in san francisco at 9.30, in the plaza area of a bart station went off of market street. police are still trying to put together what led up to the shooting and who did it 806, is the time other news that we're following. yeah. take a look at this. dash camera footage shows the moment a bullet shattered the passenger side window of a vehicle. >> lou. but again, this was yesterday afternoon in hayward, chp releasing the video here, this freeway shooting. >> was 8.80, south of alvarado. niles road. they say the driver only suffered minor injuries, thankfully age from that shattered glass. as for

the shooter, police were able to track down that person and arrest them. it's 807, and for your health this morning. >> there is a warning about increase in the number of hooping cough cases in marin county, especially among teenage. yeah. so we've got crop was will tran on the story for us live up in mill valley where looks like it's also raining to wilt. the kids are showing up to school right now for some reason it is still investigating it. james, why this school? >> in particular has seen an explosion and hoping cough cases 65 with 113 cases and marin county are right here at time of pius high school. the kids there are encourage if it makes you feel safer to go ahead and wear your mask throughout campus. inside the classrooms. but fortunately, it is not fatal. it happens because it's cyclical. and explain that in just a few

seconds from now. but i can tell you, compared to last year, 11 cases now we're well over 100 and they expect this case is to continue rising. now, the symptoms include runny nose. cough, that just will not stop. they say if you have hooping cough and if you don't want to go the doctor's thing, you stay home for 21 days. if you go to the doctor after you start the drug treatment, the new stay home for 5 days. we've got a chance to talk to health experts. here's why they say it's happening this year and not last year. as far as the explosion in cases. >> the latest generation of %accine tends to wane after several years. and so we see it as a cohort effect every few years. the last time we would have expected to see this was about 4 years ago. but around that time was when schools are closed at learning went virtual and that when people did congregate, they did so with masks. so we didn't see that, which is which is terrific. but i think

we were due for it and we're sort of seeing it now. seems to be something that happens every few years. >> so the vaccines that these high school kids took when they were like 4, 5, they're reaching an age where that vaccine is starting to wear off. so it's no surprise that they're seeing high school kids get it. fortunately is not fatal to them are adults, but it could be fatal to babies 2 months or younger. and the reason why is anything before 2 months? they are not vaccinated. so if you have a baby, of course, and a lot of kids in your house and their ages vary. and one of them happens to be 2 months or younger. take extra precaution. the kids are showing up. i suggest that if you come here, maybe bring your mask, but definitely bring your rain gear. it is coming down very strong here in mill valley. >> back to you. yeah, i want to ask you because that is another big story going into the holiday weekend. the storm

carquinez. but the very heaviest of stuff stretches from the golden gate in the presidio on up through sausalito right through sandra fell to the junction of highway. 37 definitley wet right up there on 101 in marine county and getting wetter and san francisco also get some heavier rainfall from sunnyvale onto 37 over to milpitas down just north of downtown san jose. little area of pretty good rain falling. there are currently 2 now shower activity from this point forward stays pretty solid with moderate showers through the rest of the morning and are real heaviest of rainfall arriving into the early to mid-afternoon. this is when we're not just going to see our heaviest of rain, but also our strongest of winds pushing through too after the evening commute tonight, things will be a lot more spotty will be looking at isolated thunderstorms through the evening. here's around midnight tonight. you'll see chance of thunderstorms around the bay area, including san francisco. 05:00am tomorrow. some heavy rain before you're getting up in the morning.

good news is we have a midday low tomorrow. you actually see some nice clearing skies for your saturday. southern parts of the bay area. we'll see our best chance of afternoon thunderstorm development tomorrow. further north, you get the less chance you have of that and even more good news in to sunday for easter. we will be seeing our driest of conditions of the weekend sunday night could see an isolated thunderstorm rolling across after the sun goes down. as for those rainfall totals over the weekend, well, over an inch of rain expected for most areas. you're going to pair that with some pretty strong wind gusts in excess of 50 miles per hour. high wind advisories in effect through the day today into early tomorrow. this year is under a winter storm warning starting at 11:00am today. and it's really not just the snow up there, but also the wind without snow being packed down just yet. you're going to blowing snow, drifting snow possibility of whiteout conditions on roads. today is the worst impact on the roads with one to 2 feet of snow above 5,000 feet. fully expect

maze. traffic is a start to build into hit berkeley. and you're at about 17 minutes before you're in the green 15 minute ride any akin to concord. all right. james, back to you. >> 8.18 is the time and breaking news overnight. sad news out of hollywood. actor louis gossett junior has passed away. he had a storied career. he was the first black man to win best supporting actor for his role in the the 1982 film, an officer and a gentleman costarring with richard gere. he also won an emmy for his role in the tv miniseries roots. that was a seminal program in the 70's. he also was a star on broadway as his fans know and recently starred in the 2023 remake of the color purple. no cause of death has been released just yet. but blue skies, a junior was 87 years old. >> some of his staff and watch it. you know, as a tribute his acting >> 8 i team right now and let's talk money because you think a spring cleaning in think like cleaning your house. but, you know, just be

>> a 29 is the time and we are live here at the airport and things are starting to get dark, cloudy, rainy, windy. sol happened. going to be impacting you for the rest of the day, especially the evening commute. we've got john with the forecast, john. yes, it's going to have more and more of an impact on us today. the rain will increase. the winds will increase. >> the temperatures will fortunately increase just a little bit, though, only to the mid 50's today. so a cool and wet one for sure. as we get this easter weekend started, you look outside at san jose. we do have showers in the vicinity, especially heavy jukt north of san jose right now we're we're sitting on the radar. you can see this well, well formed low-pressure area spinning just to the west of the bay area. it's resulted in a lot of offshore lightning already. well out in the pacific. and we've seen some of that convection building on into the bay. now as well novato down through center fell over the richmond. sandra fell bridge, seeing some pockets of heavy rain out

there moving down towards the bay itself. some heavy rain over angel island in timber on at this moment and definitely seeing increasing as well further inland from san ramon, hayward down through fremont over to palo alto now where we're sitting in future cast continued rainfall through the morning. the heaviest of it moves in early afternoon into mid afternoon today and stays with us into tomorrow, too, with some pockets of heavy rain into the morning, especially winds. the other part of this system, 30 to 40 miles per hour gusts regularly that will make this 40's 50's that we have on the map feel just a little bit cooler. oakland, san mateo novato each down at 50 degrees for your current temps later on today. daytime highs will reach the mid 50's rain. all right, john, thank you for that. light morning ride. but like john's talking about, >> the rain's already coming down. seen a lot of those windshield wipers going out there on our bridges. 10 minutes traveling into the city right now are 70 over just under 14 e 81 to one. we're over really get look at that camera lands. a lot of

water collecting. there's a take your time as you're traveling. 8 men right? and the golden gate bridge. 37 to the tolls short of 25 minutes. stars back to you. thanks, okay. 31 is the time we've got area of ross avenue and lee avenue because of a shooting that happened earlier this morning. >> police say they were responding to a welfare check in the area when a man standing outside a home fired a shot at them. nobody was hurt and the suspect was eventually taken into custody. no word yet on when these roads will reopen. but kron 4 is sending a crew to the scene. we'll bring you the latest live on kron. 4. >> it's 8.31 and too many kids are getting hit and killed by cars in california. now bay area lawmaker wants to change that especially around schools. kron four's dan kerman takes a closer look. across the nation. school speed zones vary. but california is one of a handful where they can be as high as 25 miles per hour. we're doing

everything we can to get more and more students to walk and bike and roll the school. >> but we need to create a safe environment for them to be able to do that. and it doesn't matter where you live in california, every student deserves that. that right to safety at a news conference thursday outside councilman elementary school in campbell. but low park state assemblyman marc berman introduced new legislation which would drop california school zone. speed limits to 20 miles per hour or less. the bill would also replace the when children are present coffee at with specific times. no longer will. we asked drivers to take their eyes off the road and search for whether there's a child president because after our bill. >> drivers will know whether you're in shasta county or san diego county, the before and after school. you need to slow down. it was a year and a half ago in september of 2022, when 8 year-old jacob be a new wave, councilman elementary school 3rd grader died after being hit by a car while walking to school. we are determined that jacobs death not be in vain. and this is one more step in the right

direction. the safer school zones act also requires improve safety planning within a half-mile of schools. backers of the bill say by creating similar standards around all california schools, drivers are more likely to comply if the bill passes the legislature and signed by the governor takes effect january first of 2025. >> but it would be phased in over a period of years. dan kerman kron, 4 news. >> is the time right now. we want to tell you about the breaking news. do want to do the flight here. ya. so. what happened was there was a flight that took off with 273 passengers from sfo. you're looking live at the airport now. it was posted paris yesterday. but guess what? they're still not in paris because a united flight, the plane had some kind of an issue with one engine. they say they didn't make an emergency landing, but they did divert the plane and they landed safely in denver. so we

presume that that's where they are right now because we know the passengers they're making arrangement to get those passengers from denver to paris. so if you know somebody who took off yesterday on united, they're still not paris yet. well, and this involves a boeing 7.77, a triple 7 as they call it. is another boeing airplane that's had some sort of a mechanical issue that's forced. >> a plane to divert now. and again, another one out of sfo. so that's the situation we have this morning. again. nobody injured all those passengers are in denver. they're being helped right now to try and find alternate flights to get ultimately to paris. 8.34 right now and a store in oakland. >> sold cannabis and tobacco products to minors and a police released some of what they seized from that store. psychedelic mushrooms, marijuana, a variety of thc products and guns. they have not identified or said the name of the store, but they say it didn't have a valid license to sell these items. other not naming the business,

but they do say the location was on macarthur boulevard just north of 35th avenue. 8.35. is the time and check this out. now that comes just after police seizeo more items from a smoke shop. and i think we have video of this. one are yes, so it's all laid out on the roof, this cop car and this was in the seminary neighborhood in oakland where they seized a bunch of pot, crystal meth and flavored tobacco products. but police say that nobody was arrested in that case. okay. let's turn our attention to san francisco now where a mayoral candidate is calling for a fentanyl state of emergency. former mayor mark farrell also wants more. california national guardsmen to close. >> open air drug markets in the city. he says his plan would expand access to treatment as well for those are suffering from addiction. well, mayor london breed's campaign doesn't think much of his ideas. in fact, they put out this statement that reads in part, quote, in mark farrell's san francisco armed national guard troops will fence off the tenderloin and create a green zone.

>> truly creating a baghdad by the bay. they went on to say, quote, while farrell plays g i, joe mayor breed continues to do the heavy lifting of governing behind behind the scenes and quote. in the east bay, police have identified the suspects who they say are responsible for this else are, know, tobacco shop smashed in that then led to a police chase that ended in a wrong-way crash and the death of an innocent driver. this all happened earlier this month. surveillance video shows the white pickup truck smashing into the front of that shop and then the 2 men inside that vehicle get out. and here's the video from the surveillance camera. you'll see the 2 men get out and start rummaging through the store. police say in that video is patrick sheckells from oakland and andre albert ii from san francisco. when police arrived, the chase began. the suspects going westbound the wrong way on 5.80, right near the bay bridge. and moments later,

their truck crashed into 2 other vehicles. one of the drivers in those vehicles died at the scene and street. a police department says it's now working with the chp to pursue criminal charges. time now is 8.37, a bart police say that they're beefed up safety measures that they do it. get stations is making a different they have and they've got the data to prove it. apparently. >> we've got a kron four's terisa stasio with a look. >> bart police chief kevin franklin saying that he's applauding this new data saying that it is a reflection of the hard work that our police officers have been doing to try make the system safer. take a look at this. you need to see these pictures. this is an example of some of the illegal guns confiscated during arrests in total. bart police say officers took and 49 illegal handguns. that is up from 40 in 2022, it's the most guns bar police have ever recovered in a year. bart officers making 726 arrests and 2023

robust recruitment. here. an orinda theresa kron, 4 news. >> for your health this morning, there is growing concern over a spike in m-pox cases. the cdc is reporting more than 500 cases in the u.s. this year alone. there were fewer than 300 cases last year at this time. cdc now warning that a new variant of m-pox has been detected. this one apparently more severe. the virus is spread through personal contact. it has flu-like symptoms, followed by a rash and then raise lesions. there isn't and pox vacciee available. but the cdc says the vaccination rate in the u.s. remains low and they need to get that number up. on the peninsula. san mateo county has released new renderings of a plant affordable housing project in moss beach. and it would include 71 one to 3 bedroom home spread across 16 buildings. a quarter of the units would be reserved for farm workers and other low-income residents and all of the units would be rented

whether you're planning a trip to get away for easter flying driving whatever the rays go and hunt rain is going to impact all those plans potentially. so we've got john in the weather center. hey, john. thank goodness easter's that today because it is rough out there right now. it is just very wet. not whether for an easter egg hunt and i know today is going to be a busy getaway day. so give yourself plenty of extra time. whatever your destination is, whether it's the sierra or the bay. i know sometimes you just got to go ahead and do it this year in particular. very, very windy up there. chain controls going to be in effect. a winter storm warning in effect at 11:00am. we're sitting in the bay. we definitely of widespread light to moderate showers. now couple of pockets in particular that are very heavy, including right around here just right around richmond to this is going to move northeast up toward san pablo sobrante up to hercules. so these areas up here going to be seeing this pocket of heavy rain, maybe even a little cloud to ground lightning associated with this one. radar has detected yet, but i wouldn't be surprised. a

couple pockets here offshore of santa clara and san mateo counties that will be making their way inland as well. expect an increase in rainfall, intensity on the southern end of the peninsula as well as into the south bay. now, rainfall just continues light to moderate mostly this morning, but really heavy stuff moves in this morning into the early afternoon. middle of the day right here. that's when we're going to see the biggest punch of heavy rain and really strong winds, too pockets of rain and even thunderstorms continuing into our overnight hours. you can see those pockets of convection. that's thunderstorm building continuing past sunset, oakland's right around 09:15pm, for you and allay and into tomorrow morning. tomorrow as you wake up in the morning, you'll be hearing those heavy showers but a little good news for your saturday plans. is rainfall really eases off into the early afternoon and will actually get good peeks of sunshine. best chance of afternoon thunderstorms tomorrow will be for the south bay. further north, you get the more clear and dry things
