intensity picks up right after the noon hour and stays with us up until the evening commute after the evening commute. a chance of thunderstorms with spotty showers for the rest of the evening. we will be seeing strong winds all day long today, but in particularly afternoon, 40, 50 mile per hour gusts in some spots. temperatures are in the 40's to 50's. you add it all up. cool temperatures. strong winds, rainy conditions and it's a cool feel out there. and that just means throw on all those layers as you're venturing out for your friday. i know it's kind of a giveaway today, too. so check delays at sfo. give yourself plenty of extra time as rain will tell you. all right. thank you for that. hey, we've been fighting a line across a lot of our bridges. >> we do have a traffic hazard on the bay bridge right in the treasure island it looks like a stalled vehicle slowing you down an addition to that, you got the rain. so no major blockages, but a lot of slick services. 13 right on the san mateo bridge getting on and off the bridge looks good. some of that is rich with 7 foot bridge. you can s e all that water on the lens there.

everybody taking their time, not speeding and the golden gate bridge. 37 of the tolls. 22 minute ride on this friday. is back to you. all right. let's get to the breaking news, which is a shooting that involved a san jose police officer. it's causing road closures. we've got kron 4 charles clifford monitoring the situation. let's go visit him once more. charles, what he's seeing. >> well, right now i'm standing at the corner of late and quite here. this is in south san jose. this is a residential neighborhood. take a look behind me. there you see. we've got a very large police presence. they've got the road closed, a closed-off here. they've got crime scene tape up back there. several blocks shut down where you still have a lot of unanswered questions here. but what we do know is about 5 o'clock this morning, san jose police department officers arrived here along later perform a welfare check. and when they arrived, they found a man standing outside holding a they tried to negotiate with him. but according to the police department, he fired a shot at the officers that resulted in an exchange of gunfire and they tried to negotiate with him some more.

and he finally surrendered about 6.30, this morning. but because this was a shooting at triggered a very large police response. and that's why all these officers are here now, even though he is in custody, they're going to be here probably for quite a while just really trying to figure out what happened this point. we don't know the identities of anyone involved. we don't believe anyone was injured as a result of the shooting. and we don't know what the motive for this man to be outside with his gun at 5 o'clock in the morning was so hopefully we'll talk to the police department's afternoon. get some gets more information from them. if you're in the area of les and quite keep in mind, there's going to be some road closures here probably for the next couple of hours. that's very latest on the south bay charles clifford kron. 4 news. okay. thanks for the update. >> 10. 0, 2, is the time and more breaking news. yeah. there was united flight, another united airplane that haven't had a problem that took off from sfo. so it was departing from sfo yesterday to go to paris there about 273 passengers, i believe on board and they had a problem with an

engine. our sister station in denver confirms what they did. it was an emergency landing, but they had to defer and they landed in denver. so that's where those passengers are today. they're checked out. there was a problem with one engine. they checked that out. everybody's ok, but this was a boeing 7, 7, 7, again, these have been problematic. so there's at issue were thing what's going on? planes as for the passengers, they're going to try to get them all to paris today. >> well, the 4 largest employers in oakland are now joining forces to protect their own employees from rising crime kron four's. michael thomas is live in oakland to see what they're doing. michael. hey, good morning, everyone. >> well, this 10 million dollar private initiative for public safety essentially is being put in place because those 4 major companies say their employees really have been the victim of crimes, whether they're heading to get lunch or even just to and from the office. the for larger employers that are splitting

security funding for oakland, uptown downtown community benefit district ambassador program which allow people to be escorted to and from local downtown destinations by calling or asking ambassadors in the street. employees will also get safety training in subsidized transportation. mayor thao did put out a statement saying in part, quote, i'm so grateful for the deep partnership of our 4 largest employers and see this as an example of a strong public private partnership. i applaud their engagement is true. civic leaders to improve conditions for everyone. i know we will be successful in bringing back safety growth in vibrancy. back to our streets. now, these safety initiatives are set to roll out over the next few weeks and set to last throughout the rest of this year. >> as we get more from the city. and also those companies as to if crime does go down regarding will keep you updated very latest reporting live in oakland, michael thomas on for news. thanks, michael. >> and governor newsom has just announced new plans to install 480 cameras in the

east bay, including in oakland. the governor's office says the chp has a contract with flock safety to install hundreds of cameras in oakland and on state freeways in the east bay. and the goal is also to help combat crime, criminal activity, freeway violence. the camera at local use technology to allow law enforcement to identify vehicles beyond just the license plate numbers. and they say that that will help the agencies search for car suspected of being involved in crimes and also issue a real-time alerts about where they are. >> will some breaking news overnight. sad news out of hollywood. actor louis gossett junior has passed away. he had a storied career. it was the first black man to win best supporting actor for his role in 1980, two's and officer and a gentleman. he also won an emmy for his role in the seminal tv mini series roots. he also was a star on broadway in recently starred in the

overnight hours this evening. we'll have dry stunts and then the rain and heavy rain pushes right back in for some spots. tomorrow morning. you'll hear it as you're waking up in the morning. some heavy rain to start but good news. we actually clear out for the middle of the day tomorrow. if you are further south in the bay, you have a better chance of thunderstorms. middle of the day. further north will actually be looking at a lot of sunshine around that same time, this low moves southward. so the energy also ships out along with it saturday night into sunday morning. some showers before you wake up on sunday morning midday clearing perfect for those easter egg hunts after the sun goes down sunday night, a chance of one last round of thunderstorms towards the late afternoon and evening then we're done with that. all this adds up to well over an inch of rainfall for many spots in the bay area, repairing all this with some really strong winds gusting as high as 50 to 60 miles per hour. high wind advisories in effect, starting at 11:00am today. so those heaviest winds still ahead of us. and we do have a winter storm warning in the sierra nevada also going into effect 11:00am over 5,000

week kron four's dan thorn has more. what? it's dark. the theater usually has its iconic marquee lit up and drivers from highway. 24 can see it. but that was not the case. thursday night. >> as one of the cost-cutting measures, the owners of the orinda theater, a taking and now they're also closing the theater on mondays and tuesdays after getting a more than $6,000 energy bill from pg and e. the historic movie theater in orinda is making difficult decisions over ever increasing energy bills. the orinda theater will no longer have showings on the silver screen on mondays and tuesdays. you know, obviously like to be open 7 days a week, but >> if you know, we can be opened and have lost every day. you theater owner derek xem racks as it was this $6200 charge from pg any that's forcing them to cut back. the bill was 2 grand higher than what they usually see. and it came as a shock may peak the 5,000 dead of winter.

fires, including a 6 story building that's designed to help them train. you know how to handle a high-rise fire. so it's pretty neat to see them out there doing that work. it's 10 21 and a new digital mobile radio system in sonoma county. >> is going to make communicating easier in the event of a disaster. the county is training people to use about 500 handheld radios and some of the radios will be installed in county, owned cars as well. others will be given to police and deputies part of the funding for the system comes from the pg. nice element, money from the 2017 cinema complex fires. the newly named naval ship uss harvey milk is going to be docking in san francisco today. in fact, shortly you'll be able to see it. the ship honor san francisco's naval veteran lgbtq activist harvey milk. the event is an open to the public. but like i said, you are going to able to see it. you can view the ship from piers 30. and 32 on the embarcadero at 11 o'clock this morning. so pretty soon now head over there, they will

but low park state assemblyman marc berman introduce new legislation which would drop california school zone. speed limits to 20 miles per hour or less. the bill would also replace the when children are present coffee at with specific times. no longer will. we asked drivers to take their eyes off the road and search for whether there's a child president because after our bill. >> drivers will know whether you're in shasta county or san diego county, the before and after school. you need to slow down. it was a year and a half ago in september of 2022. 8 year-old jacob be a new wave. councilman elementary school 3rd grader died after being hit by a car while walking to school. we are determined that jacobs death not be in vain. and this is one more step in the right direction. the safer school zones act also requires improve safety planning within a half-mile of schools. backers of the bill say by creating similar standards around all california schools,

drivers are more likely to comply if the bill passes the legislature and signed by the governor takes effect january first of 2025. >> but it would be phased in over a period of years. dan kerman kron, 4 news at 7.33, and a store in oakland was found to be selling cannabis and tobacco products to minor and police. >> some of the items that they found including psychedelic mushrooms, marijuana and a variety of thc products and guns. police say the store did not have a license to sell these items. they have not named the business, but they say it's located on macarthur boulevard just north of 30th avenue. and take another look. this is what police found at a smoke shop last month in oakland's seminary neighborhood. a large amount of cam cannabis, crystal meth and flavored tobacco products. they say that no one was arrested. >> speaking of drugs san francisco, mayoral candidate is now calling for a fentanyl

state of emergency. former mayor mark farrell also wants more. california national guards members to close open air drug markets in the city and he says his plan would expand access to treatment as well. for those suffering from addiction. but mayor london breed her campaign says they don't like farrell's ideas and you can see the quote here. they're they're likening it to fencing off the tenderloin in creating kind of a baghdad by the bay. >> dramatically saying that they want to >> meaoingful. ali address the fentanyl crisis in her camp and use governing behind the scenes versus what she says his camp wants to do, which is more humvees ar fifteens. >> in the east bay, police have identified the suspects who they say are responsible for that else to tobacco shops mash and that then led to a police chase and ended with the wrong in the death of an innocent driver. this all happened earlier this month.

and here's the surveillance video showing you that car. that pickup truck being used to ram the front of the shop. the 2 men then get out and start rummaging through the store. police say this video captures patrick shekels from oakland and andre albert ii from san francisco. when police arrived, the 2 then led police on a chase all the way down 80 towards the bay bridge and then onto westbound lanes of 5.80, in the wrong direction. and moments after that, investigators say the 2 then crashed into 2 other cars and one of the drivers died at the scene in one of those other cars. the austrian police department says it is now working with the chp to pursue criminal charges against the 2. >> it's 10:35am. bart police say that they have more officers now patrolling and it's made a big difference for riders at the stations. they have made more than 700 felony arrests last year, which is up 60% from 2022. and in those arrests, 49 were for illegal guns, which is the most guns

at the moment right now with the definition of success? yes, i mean, i mean, all those commercials out there, you know, the kids are just surrounded by social media and all those more definitions of success, money, material, things. you have to win everything. you got to get not just straight a ship to get 4.6 grade point and you know, a lot of our teachers, what they love about the it is that. >> it helps their students and help. you know, everyone, it helps you focus on you and you know, you cannot compare yourself to others and because that ties into people's happiness in sick in what they think his success. but if you just focus on yourself and you know, just know that, you know, you're proud to be the person that you want to be and a role model for you know, the kind trying to something time for someone every you know, just be able to go end of the day, you know, put your head on the pill and know that you've just done everything you can and, you know, spread positivity in the such a
