7:00 am
said he's happy thankful for the medical team treating damar hamlin and the love and support his nephew is getting from around the world, he says. it's been tremendous. almost every bear your city is preparing for the worst as another big winter storm is beginning to blanket the region live throughout the bay area with what's being done to help prevent more damage. also, the chp just told us drivers don't drive. stay home, if at all possible what's happening on the roads right now and what bart and caltrain are dealing with when it comes to delays. then in several cities are already declaring a state of emergency will break down what that means and how local emergency declarations are impacting our cities and counties. from ktvu. fox two news. this is mornings on t had what a morning thank you for being with us. i'm gasia mikaelian. good morning. i'm dave clark. wednesday morning. january 4th tell me all about it. how was that drivin myself? 15 extra minutes. steve
7:01 am
and i used every second of it. um i think that's going to be the case going forward for a long time. to be honest with you, gasia. i haven't seen you in a long time. you not as much as i missed. you could do this later. thank you, dave and gasia. alright, we'll get to it. our system has arrived. main the warm front sector has arrived, and it's producing moderate to steady rain. it's already been a half inch up in cassandra and the russian river will keep an eye on that. that's just amazingly textbook system here that's going to have multiple impacts. the first will be the warm front sector of the rain. that's what we're getting. the rain is here. south southeast wind will crank up high wind warning is out heavy rain very windy tonight. the cold front but does not go through until tonight. as in maybe 8 to 10 o'clock 50 67 attempts well, i think sounds right. i think a lot of people are saying i can't go. but there's still some that have to go out there. what are you seeing? you know, steve, since you know they can choose to go, maybe not for one day, but eventually i have a feeling people are going to have to get out there today, though. we've had some slow traffic
7:02 am
approaching the maze. there is a car that hit one of the sand barriers or the barrels there at the maze and chp. is there making sure that everything is okay? there's a little bit of slowing. i think that fewer people are using the bay bridge toll plaza and the bay bridge today as it's raining. it's not even raining hard. as you heard , steve say. i think the worst of it is yet to come. but you know, if you drive to work, obviously you have to drive back and that's what people might be afraid of. this is a look at westbound 92 the same mateo bridge that looks okay when we come back in just a few minutes, we'll take a look at some of those other commutes. it is definitely raining and there have been more minor collisions out there will give you an update soon. it's 702. let's go back to the desk. thank you and straight back to the weather radar because it really shows how this storm is impacting the bay area and a large part of california from eureka all the way down to fresno. two major problems in our region, though the mountains and low lying coastal locations will turn to ktvu tom baker live in san anselmo this morning to share conditions there in that north
7:03 am
bay town, tom what to make sales point. even better. we came up north from the mill valley area and we came up on the 101. and when we got to the lucky dr area, we were already hydro planning, which is to say the lucky dr area on the 101 is going to flood and that's dangerous because if people start steering their car when they started hydro playing, they're very likely to spin out. now we are in san and somewhere because this town over the many years that i've been around has flooded many, many times, and they flooded so many times that this person not only use the sandbags, but they have their own wall. that they've constructed to do that, and this is one of just several of these buildings in the area. we go down the sidewalk a little bit. what you will see. is there other folks who have prepared their buildings with sandbags? but what's really striking to me is the number of buildings that are just kind of taking it on faith that all of the flooding is simply not going to get up to the level that it has gotten in recent years because of
7:04 am
improvements that have been made. and so that is the situation. but there are plenty of folks here have decided that the sandbags are a lot cheaper than trying to clean out the mud later on during the storm recovery, that is the situation here. we are now going to try to make it over to some stage two swiftwater rescue groups that are staged here in marin county, just in case they're needed. for swift water rescues, which are sure to come because as we all know, once this thing really gets going, the creeks very often cannot handle it. and then that's when people really do. start getting in trouble live from san and selma tom vacar review fox two news, tom. thank you, pgd says it's been getting ready for the possibility of more power outages. stockpiling equipment. we're bringing in extra crews from less impacted areas. we've activated our mutual aid agreement, so crews are actually coming up from southern california edison. they got here on monday and they're helping with our restoration
7:05 am
efforts. there are concerns about down power lines and pg and e says it's been doing some extra tree trimming work in advance of this round of the storm, spokesperson says if power goes out restoration will depend on safety first. the utility also says it tries to restore electricity to places such as hospitals, schools and stores first, if at all possible. many bay area home and property owners are making be allies to the hardware store to get what they need. as this next storm is hitting customers have been stocking up on things like sandbags, downspouts, tarps and many hardware stores. shelves are now empty because some items are selling out very quickly and others are hard to find. after the new year's eve day luge. this is all the rain gear we have left were cleared out of boots pretty much. this time last week. this was full so you can see we're really getting low. source such as san francisco center hardware said
7:06 am
that truckloads of supplies are delayed because of the holidays . but some shipments are expected both today and tomorrow . time now, 705. if you do go out in the rain today, don't expect traffic to be normal out there. the chp reminds us all slow down, put on the headlines when you put on the windshield wipers also is a good time to check your tires. make sure you have enough air. there's enough tread on the tires. the airports are ready for the storm. they've taken action. to prevent runway flooding so flights can take off and land on time. caltrain also says it's ready to keep people moving on time during and after this storm. there's a lot of things that could go wrong with a big storm like this big concern to be potential power loss over flooding or or trees falling across the tracks. caltrain has its crews working 12 hour shifts during the storm so they can get to and fix problems fast. if you ride bart
7:07 am
expect 10 to 20 minute delays so trains can run slower that will prevent the wet tracks from damaging the train wheels, which could cause a big problem. it's a flat spot on wheels, and it can happen when even the slightest bit of rain can cause wheels to flatten, especially on our yellow antibiotic line and on the blue line to dublin. yes and francisco bay ferries also suspending service on two of its lines. boats won't be running in or out of the south san francisco terminal or the harbor bay terminal in alameda. in those cases, rain doesn't really make a big difference, but the strong winds steve's been talking about will make it difficult to safely bring boats into the docks. it is now. 707 the south bay expects more flooding as this heavy rain continues. ktvu is amanda quintana is in santa clara county. you've been out there for several hours. so how how are officials helping people who
7:08 am
need help? amanda. yes well ahead of this, the city of san jose declared a state of emergency. they did that last night. we're here along the guadalupe river. they also included in that state of emergency. a mandatory evacuation for on housed people living along multiple creeks, including this one. there are some people that we did see this morning here in tense along the river, but you could tell that they have move to higher ground last night, san jose police were out here. they used a loudspeaker to make announcements along the coyote. guadalupe and penitentiary creeks, telling people living there to evacuate those waterways and local organizations were also out, helping deliver tarps and survival items like sleeping bags, trying to make sure that people are prepared for this. you never know how fast that is going to rise and storm is going
7:09 am
to be then. people have seen it in 2017, where people were swimming for their lives trying to get there. pets save their pets lives and they didn't know the storm was coming. in 2017. coyote creek flooded very quickly. rescue boats have to carry several 100 people in the neighborhoods along the creek to safety. the worry is that something like that could happen again. so that's really what those evacuation orders are trying to avoid. the good news, though, is that back then in 2017, the anderson reservoir was nearly full. and water had to be released from it. so that is not true. right now, it's actually nearly empty. still though, police say if you are in the banks of the waterway, your life is in danger. santa clara county identified eight hot spots for potential flooding, but they say, really, any waterway could rise quickly during this storm. city officials say those people that they were out speaking to they were letting them know that
7:10 am
they can help them find shelter . they also are expanding the number of beds that they have in those overnight warming shelters , expanding it from 50 people allowed inside to 80 people, but they say if people out here do not want to go into a shelter, they're also trying to get them the supplies they need. to really just ride out this storm, some tarps, sleeping bags and things like that live in san jose. amanda quintana ktvu. fox tunis, amanda. thank you. now, 7 10 is more kids go back to classrooms, schools and one part of california dealing with a sharp increase in the number of students with headlights coming up where some schools are seeing a 30 to 40% increase compared to this time last year, also chaos in congress as republican kevin mccarthy fails to secure this support needed to be the new speaker of the house. what to expect. today is we're entering day two of the new session.
7:11 am
7:12 am
7:13 am
after california congressman kevin mccarthy failed to get enough votes after three rounds of voting erasmus back in studio to explain what's going on your alley and how it is very unusual. it's the first time in 100 years that a vote for house speaker has gone to multiple ballots. three as you mentioned yesterday, the next round is set to start at less than two hours
7:14 am
from now. there were 19 republican congressman. who voted for someone other than kevin mccarthy. but mccarthy believes he will eventually be elected. at least that's what he's saying publicly. you may have a battle on the floor, but the battle is for the conference and the country and that's fine with me. some republicans say they don't support mccarthy because they believe he's not conservative enough. mccarthy has offered concessions to win the speakership, including one that would allow five lawmakers to force a vote to oust the speaker at any time. if mccarthy can break through the stalemate , analysts say, it's unclear how long he would actually be able to hold on to that position. kenny lead the caucus forward and leading the caucus forward is very difficult, right. it took down john boehner that took down paul ryan the caucuses, the caucus has shifted farther to the right since that time, congressman mark disallowing here and democrat tells us it's discouraging to see a small minority of republicans holding up. congress has business.
7:15 am
nothing can happen on the house floor until a speaker is elected. and even newly elected members of the house can't even be sworn in until that happens from my perspective, it's very irrational. that's not based on anything that's logical to me. there are a lot of generalities about draining the swamp and corruption. um, lot of us would like to see this institution be more valued and trustworthy and transparent, but they're not giving specific. ways that they're holding out for that would do that. in contrast, democrats nominated new york congressman hakeem jeffries as the minority leader, and they elected him unanimously this morning, former president donald trump sent a message to the republican holdouts endorsing mccarthy has speaker and urging them to move quickly to elect him. by all accounts. kevin mccarthy did not see this opposition coming. he and his staff had already moved into the speaker's office. a couple of weeks ago, assuming his election as the next speaker of the house was all but certain. so we'll see what happens today when the house returns to vote again on
7:16 am
that post at nine o'clock our time, garcia and dave back to you all right, ali. thank you time now. 7 15 will people all over the bay area are preparing for today's big winter storm. it's here, but many are still dealing with major problems from the last storm, especially at baker beach in san francisco. the crews there haven't been able to fully clean it up before today's big winter storm. the north parking lot at baker beach is closed because of storm damage, and the golden gate national recreation area issued the alert yesterday because there were several down trees in the area. now the south lot will stay open. the beach continues to be accessible by uni bus number 29 meantime, in capitola public works crews are using bulldozers as you see here to build up sand on the beach to help protect downtown businesses from flooding. the city says. it's also going door to door just to let people know in low lying areas of the possibility for major flooding and other
7:17 am
damage from the storm. now mandatory evacuation orders have been issued for neighborhoods in watson ville that are at a high risk of flooding the home dinner primarily east of highway 1, 52 . they're being asked to evacuate. now police and safety officials are saying that area is mainly made up of the elderly and other people who are more vulnerable in the community. the city wanted to give them extra time to evacuate. people are saying they're doing their best to help each other out and protect their family. please and their property. i don't have nowhere to put these cars right now. so i'm just going to have him here and just lift them up right now, with these jack stands and just wish for the best, like my brother said, you know, god is good man. just got to have faith and the people who need a place to stay can go to the overnight shelter at cesar chavez middle school, ramsey park will serve as a place for residents to meet up with their family members and get information on available
7:18 am
services. one other thing, pets can be taken to the santa cruz county animal shelter on airport boulevard. gasia thank you time now is 7 18. we have an update here is the driver of a tesla that went over a cliff in san mateo county, with two children inside the vehicle now faces charges of attempted murder and child abuse, the chp says da ramesh patel of pasadena intentionally drove off devil's slide south of pacifica. witnesses said the car veered off the road. another adult in the car is still in the hospital, with serious injuries to children are expected to be okay but tell will be booked into the cemetery county jail once he is released from the hospital. garcia time is 7 18 and try to get you to where you need to go and that we go right to sound. you see everything. that's right, dave and gasia. good morning to you. right now. we're looking at the rain coming down on many of our cameras. we do see that would lenses are wet and people are driving through rain windshield wipers on remember the windshield wipers
7:19 am
when they're on your headlights have to be on. so basically when it's raining day or night, turned those headlights on and makes it easier for other drivers to see you. this is a look at interstate 80 westbound heading out toward the maze. and at the bay bridge. we don't have a big backup. i think some people are using discretion or flexibility to work from home today and might happen when it rains and people are going to be able to do that, especially after the pandemic. they realize they can. this is a look at westbound 92 the same mateo bridge. certainly people out there and there have been a lot of fender benders, but not a lot of major collisions. yet at 7 19 . let's bring steve paulson back in with today's weather, sal. thank you. we'll get to all the warnings, the watches and the highlights or the lowlights. however you want to look at it. you're heavy rain has already begun. this is more of the steady rain. it could be a little low say between noon and six is the strong southeast wind kicks in, but flood watches out for all of us here. do i have to say that bay area? i think we know where we live. flash
7:20 am
flooding. mudslides are possible high wind warning. strong south wind southeast wind. could lead down trees, power outages and the hazardous traveled. tom vacar has already mentioned this roadway flooding heaviest rain will be late tonight. that's when the cold front comes in. cassie was asking me. so what's going? we're getting the warm front now. moderate steady rain, the heaviest rain and wind the highest rainfall rates will be tonight. somewhere around 6 to 10. you know possible road closures, and we'll have rain overnight that will continue. ig bonkers or even from the east coast weather. people are saying, look at this. look at yeah, no kidding. and this is really a very, very strong system for us, so we're in the warm front sector. that's the steady rain light, steady rain or moderate rain. you can get bursts of that. that will be with us for the morning. then the wind will kick in, and then the cold front comes in. and that's when the strongest wind gusts in the heaviest rain will occur. that will be tonight probably around 9 10 o'clock, but there's going to be some incredible total zero coming in now for snow. this will be late
7:21 am
tonight. no level go way up to a strong south wind. and then, but it's going to be blizzard like conditions here with the wind, and then the snow will make travel impossible for tomorrow and probably for a couple of days. actually when is trying to turn southeast? it's mainly east northeast right now, but we'll get there. but look at the fifties san jose fremont, hayward, palo alto, sfo. oakland, berkeley, southeast wind is a warm one for the peninsula, san jose and the santa clara valley. also up the 8 80 corridor system, though, is giving us rain. but that is opening not only the door it's like a battering ram. it's destroying the door the storm door and opening it up to multiple systems, which will come across. we'll get a break on friday. more rain moves in saturday, sunday and monday could be another big rain producer. i've seen some 16 day projections of 150 to 200 inches of snow up in the mountains. look at you, kaya 12.5 inches of rain. santa rosa, almost nine san jose 5.5 that those that equates to a foot plus for russian river mount tamil pious in the santa cruz mountains.
7:22 am
fifties sixties on attempts and we're in the soup right now, as we say wind rain into thursday break friday more rain saturday sunday. steve thank you, 7 22 now is more and more people across the country are considering buying an electric vehicle will explain the biggest hurdle for so many. that means they're not quite ready to commit work crews on the peninsula rushing to get things ready for today's big storm with san mateo county is doing to make sure more sandbags are available after they ran out of them. next on behind the series... let me tell you about the greatest roster ever assembled. the monster, the outlaw...
7:23 am
and you can't forget about the boss. it wasn't just a roster. it was a menu. the subway series. the greatest menu of all time.
7:24 am
7:25 am
the emergency due to the severe storms were expecting all this week. danville, as you know, was hit hard by flooding and mudslides after that big storm on new year's eve, the town manager says crews have been working to clean up from the previous storm. people live in danville are encouraged to do whatever they can to prevent flooding from this round of rain. we're used to hearing governments declare a state of emergency during big storms and fires. that local emergency declaration gives authorities the ability to free up resources such as more money for staffing and supplies in some cities and counties. it activates a special emergency operations center. the declaration also gives police a local officials more authority to deal with problems as they arise. it's also a prerequisite for requesting any state or federal help. our time is now 7 25 on the peninsula. people are doing what they can to protect against severe flooding. now we followed work crews yesterday in palo alto. as they power washed
7:26 am
streets, removing debris left over from last weekend's storm. mud silt and leaves built up on the roads and on storm drains. we're trying to clean and clear address all of the areas the hot spots that we have flooding. from the rain. san mateo county actually ran out of sandbags. they bought 15,000 more from a supplier in sacramento. strong winds are a bit concerned with the storm as well. pgd is warning of down trees and power lines. the utility prepared for this storm by mobilizing some 3000 workers and called in mutual, a cruise from southern california and all along the west coast. cruz in the oakland hills worked late into the night and when high danger area to cut down trees and trim branches to help prevent any uprooting, pgd warns, if you see a power line come down during the storm, assume it is energized. keep your distance and called pg and e right away. our time is now 7 26, a business in the san diego

area that specializes in treating lice. said the number of cases of headlights in school age kids increased more than 30% since this time last year, and southern california pediatrician recommends parents check your kid's hair regularly for signs of headlines, including small white eggs on hair shafts were adult lice actually crawling on your child's head? he says sharing personal items can spread the lice, you'll see where it will pass within families using the same combs brushes. kids like taking hats from each other and wearing them . it has to be direct contact for that to occur. other medical professionals around the country. they they're actually seeing fewer cases of headlights because families aren't spending as much time together. doctors say. children don't need to stay home from school. if they have lice, they say, it can make patients feel bad if they're singled out for having lice.
7:28 am
children should be treated, though, because it's usually just a nuisance study finds that more employees are choosing not to purchase their employer sponsored medical insurance study in the journal of the american medical association finds rising premium costs are the main reason. another survey from the kaiser family foundation finds insurance premiums are up more than 20% in just the past six years, the average annual premium for a family coverage is $5600 a year. time now, 7 28 new concerns with small business owners at some lawmakers are pushing for a ban on the popular tiktok app. coming up the impacts they say the band will have on businesses around the country plus are so pack is actually off to one of its best start in the past 40 years. some early and encouraging signs about all this rain and the snow in the mountains amid the california drought still ahead, the new numbers from the first snow survey of the s son

rain and some parts of the bay area. we're live in the east bay. we'll tell you what's being done there as this storm may be even more intense than the last one. and the very expensive cost
7:32 am
of flooding is another big concern for some bay area. homeowners with homeowners should look for on your home insurance policy. from ktvu. fox two news. this is mornings on two. well good morning to you. and we thank you for joining us. welcome the mornings onto i'm dave clark gasia mikaelian. it's wednesday, january 4th, and it's another day of hunkering down if you can, or steve paulson is here to detail where the rain is right now and where it's headed. it's everywhere. but the heaviest so far is to the north, which has not been the case. but so far, that's the case here. bodega bay. has picked up 59 100 . burnsville has picked up a half inch of rain as well. now that's the area to watch. johnson beach russian river at granville will keep an eye on that next couple of days. can't fields up to 43 100 g out fills up to a third of an inch. most of the heavier totals have been about marin county north so far, just a powerful, powerful system here we are in the warm front sector, so that's giving us the steady rain. it will be a wild and rocking wednesday here, if
7:33 am
not thursday, as well. rain is here, the wind will pick up the heaviest rain. the strongest wind gusts will be tonight and with the southeast wind it can get on the mild side. alright i think she's been a week one day last week out in the elements, and here she is again. roberta where you were in dublin last time. where are you now? yeah we're on the other side of dublin. now we are at the alameda county public workstation steve, and temperatures actually gone up a couple of degrees of 48 degrees of winter out of the northeast at seven. mph, occasionally a stronger guest, but the winds as you just mentioned they're not here now. they will be here later. what is here? now? are these about £15 bags? of sand right here in dublin. their city works gave away 2500 yesterday. this man right here. what is your name? thomas thomas. how long have you been at work today ? today i got here at five am been working a lot of this week. yes saturday, sunday monday. every single day have been out there 14 hours or more. and your
7:34 am
job is what? you're the sandman. sand trees, mudslides. i've been doing everything operating. all of it work to do so. let's get busy here again. we are off gleason street here in dublin. this is home of the alameda county public workstation. dublin has their own workstation as well. but i called on the man . this right here is john medlock. he is deputy director of elevated county public works. and you are a very busy man, aren't you? yes, indeed. it's been. it's been a long weekend and we're in for a very long week. yeah i'm looking at these sandbags behind me. here you are telling me how many sandbags have been distributed throughout alameda county so far. we have distributed probably roughly 30,000 sandbags, if not more on. currently we're in the process of having. oh of about 60 tons more sand deliver to both of our operation centers to provide flood fighting material for our
7:35 am
for our crews and also our residents of unincorporated alameda county 60 tons. that's a lot of sand. where do you get it ? currently we're getting it from our supplier and pleasanton. um vulcan bulk materials and pleasant and i believe it's on stanley boulevard. i've been noticing police officers out on patrol, just driving on up and loading up their vehicle with the sandbags. are they just out in the community, distributing them or just helping when there's a need? that's the likely scenario . they're out, probably providing them too. residents or or probably shoring up something that that they've noticed. and so they come in, grab a few put them in their patrol vehicle and they're off again. okay? tell me because this is a big question for many people. what areas are most prone to flood in alameda county, low lying areas any place close to the bay. ah areas that are close to drainages, such as creeks and flood control
7:36 am
channels or have the potential to experience some type of flooding. we've we've had a lot of water come down in a short period of time and the systems were overwhelmed. it's clearly say it was overwhelmed also, and not so much flooding, but much slides, rockslides fallen trees . we want to avoid roads . we've already experienced significant storm damages on palmyra's road, redwood road, crow canyon as well as um paterson past and so those are some of the areas that you want to avoid because of the steep slopes and bank mint stuff comes down. steps break loose, such as rocks, trees and mud. interestingly enough, i was listening to mayor breeds press conference yesterday and she was saying within the city of san francisco for each man, hold the drainage areas or is it the journey areas that they have one
7:37 am
volunteer staffing that drainage area that that's incredible? do we have that here in alameda county? no, um not not. not officially, that's called adopted storm drain program and what i would suggest if folks if you live near a storm drain. um sometimes self help is actual useful. if you see a strong drain that's clogged or clogging up, they're going to get clogged in this heavy rain, just take a rake and knocked the debris off and let the water flow again. that's great, so it's not the manholes is the storm drains. that's what i was trying to refer to. and i have one at the end of my block, and i've been manning it. i sure have then. it really takes a village, doesn't it does it does and when stuff like this happens, this is unprecedented. in california. we live in extremes. we live in extreme fire. extreme rains. ah earthquakes, and so when things like this happened, it's all hands on deck. and right now we have our crews. all all hands on
7:38 am
deck. we're going to work 24 hours through the storm systems to make sure that we provide for the public safety and keeping roads. clear creek channels clear and as well as a storm drain systems. and thank you very much for that because we need clear heads on the roadways to because i've been noticing the big signs on the roadways, saying stay off the road today. if possible. castaneda we have plenty of those signs up and down 5 80 this morning. what are the peak areas to stay off the road? sell what? we've had a couple of collisions. roberta out there, the latest one being east 80 at gilman, which i happen to have on the camera. this came in a few minutes ago. chp's rushing to that would be eastbound 80, but westbound data to answer the question here is crowded. you don't see a big crowd at the bay bridge toll plaza, and i think some of those signs people are heeding the warning not to drive unless it's necessary. i think that sometimes people have discretion . they can take a meeting from home or work from home, and some
7:39 am
people are doing that. it's a parent. this is a look at westbound 92 as you head out to the high rise. it looks alright. highway four hasn't even been that slow. it's been a little slow coming in the conquered, but already a lot of standing water out there and you've heard chp say. will say it again. don't drive into standing water because you never know what will happen, so we'll keep an eye on it for you, and we have another update just a few minutes ahead. 7 39. let's go back to the desk. many homeowners are scrambling to see what homeowners insurance policies cover in the way of storm damage. water damage isn't covered by regular homeowner's insurance, but it is possible to buy a separate flood damage policy. floods are america's number one natural disaster, but federal disaster money is available for most rainstorms, former fema coordinator says just one inch of water can cause tens of thousands of dollars in damage. that's coming so heavy and so fast. it's overwhelming the drainage systems and then it started to spread out into people's homes, and unfortunately with your
7:40 am
traditional homeowners insurance policy, it does not cover flood damage comes into your home. you are covered for water pipe breaks, you're covered. but you need flood insurance in these particular cases when the water is coming from the outside into your home. navarro says homeowners should clear their homes, gutters and downspouts of leaves and other debris. he also says to check the storm drain closest to your home. we just heard this right back up and send water into your house your time 7 40 around the bay area. people have been getting ready for today's big storm almost since last weekend storm moved out this morning in san francisco. no sandbags are available, but the public works department hopes to get even more today, but they just don't know when. yesterday a lot of people all lined up to prepare for this coming storm. just waiting and going to see what we can do to get stuff cleaned up and start rebuilding again. they're telling me that this only happens once every 500 years. apparently i guess i'm
7:41 am

baker is in kent field this morning to share the conditions there. hi, tom. hi uh, one of the things that happens is this storm approaches is the water is gonna rise and we're going to talk about that in just a second. but when the water rises that gets people into trouble, and sometimes those people have to be rescued. and that's what this is all about. i'm here with battalion chief dave glenn of the kindle fire department. dave you're also you're italian chief here, but you're also part of some other teams talk about first of all, what kind of teams do you have? and how many people are in we have to use our team and water rescue teams deployed. let's talk about what is you think urban search and rescue? and today we have pre deployed urban search and rescue and water rescue resources throughout the county. we have four water rescue teams start to county and three usar teams throughout the county. now when you start talking about the water rescue teams, this is what we're talking about. correct. this is our water rescue watercraft, and we have seven of these throughout the county. we also have six rescue inflatable
8:04 am
boats throughout the county, and they're staffed with the rescue personnel that are trained to rescue people with them. oddly enough, swift rescue can be on the road. if need be. a lot of people think the swift water means said, you know, you're in the creeks or in the rivers and doing stuff like that. but a lot of this is really quite different. absolutely absolutely. and about 10 15 years ago, we had swift water running through the streets of sense, elmo, and it was like a river. it was going so fast down there. one of the things i we were talking about. just before we went on the air, she said. you'd heard from some official sources that the tide is really going to play a big role in all of this. talk about that, and why that's important. the tide is supposed to be 6.2 today, but with the sort storm surge is going to be at least a foot higher, so all the creeks the water runs in the creeks, and when it tries to get out into the bay, the tides could be highest. it won't allow that water to go into the bay. so my flood. so what does it do, then? it floods different areas that aren't usually flooded. so yeah , and i guess my last question you is, you know a lot of
8:05 am
traditional places like san and some ou, which was flooded many, many times. even they're worried about this, even though a lot of improvements have been made, and talk about the fact that the ground is just totally set your has been raining for a while, so the water has nowhere to go so we can't absorb into the ground, so that's when it will stay above ground and the creeks overflow and it goes everywhere. so what happens when you put a lot of wind a lot of rain together with a lot of drought, stress trees? yeah, that's what they're concerned about, because the winds are supposed to be really high herceptin into tonight, they're saying 20 to 30 miles an hour gusts up to 50. so the trees are saturated the roots of saturated so the trees my fault down, too, and that could cause a lot of different problems. it's challenging, but is it is it? is it exhilarating to this kind of work? yeah yeah, and this is what we trained for. we're ready to go do this, so we're all geared up for the whole thing. battalion chief. glenn. thank you very much. appreciate it. that's where we are. we'll be back in now we're

well, that's right. san jose declared a state of emergency last night ahead of the storm, trying to get people prepared. so i am here. the guadalupe river here i want to show you just how high this water is. because part of that order that they put out also includes mandatory evacuations for on housed people living along multiple creeks here in san jose, including here along the guadalupe river. there are some people that we've seen. here in tents along the river, but you could tell that they've moved to higher ground. there's still a lot of stuff that has kind of been left down here. but we are seeing tense higher. so that is some good news that they have moved because last night san jose police were out here. they were using a loudspeaker to make announcements along the coyote guadalupe and the penitentiary creeks. trying to tell people living there to evacuate the waterways and local organizations. they were out to helping deliver tarps and survival items like sleeping

bags and try to make sure that people are prepared for this. the reality of living on housing centers. a along this creeks where most of the people live. i think 33 quarters of the people that are on house live along creek beds along the river. and many years, these rivers and tributaries have flooded. people are just struggling to survive. they don't know the storm's coming. in 2017. coyote creek flooded very quickly. rescue boats have to carry several 100 people in the neighborhoods along the creek to safety. some people experiencing homelessness almost drowned. now the worry is that something like that could happen again. so that's what the evacuation order is trying to avoid. but the good news is that back then in 2017 the anderson reservoir was nearly full water had to be released. that is not true. now it is nearly empty. but still, police say that if you are along the banks of the
8:09 am
waterways, your life is in danger. santa clara county has also identified eight spots where they say those are hot spots for potential flooding. but they say, really along any of these waterways. this water could rise very, very quickly. so they're trying to make sure that people know what to do today. city officials say they are helping some of the people that have been living along these waterways. they're trying to help them either find shelter . they say that they are warming locations from 50 to 80 he option to go into those warming shelters. but then if they don't want to leave this area, which we have seen some tents still here, they're bringing them supplies to try to help them get through this storm. for now, i'll send it back to you live in san jose amanda quintana ktvu, fox tunis. thank you. many bear your home and property owners are turning to hardware stores to get what they need in this series of storms. customers have been stocking up on sandbags, downspouts and tarps. many

loss over flooding or or trees falling across the tracks. caltrain has its crews working 12 hour shifts throughout the storm, so it can fix any problems that come up quickly, and people who take part should expect 10 to 20 minute delays. trains will be running more slowly during the heavy rainfall tracks can damage train wheels, which could cause a major problem. it's a flat spot on wheels, and it can happen when even the slightest bit of rain can cause wheels to flatten, especially on our yellow antioch's line and on the blue line to dublin. san francisco bay ferry is also suspending service on two of its lines. boats will not run in or out of the south san francisco terminal or the harbor bay terminal in alameda. now it's not because of the rain that they had that limited ferry service. it's rather the strong winds in the forecast that could make it very difficult to safely bring those boats into the docks that today is the perfect day to download

past few days, and homeowners are bracing for more with a typical homeowner's insurance policy does and doesn't cover and how to help prevent a disaster. from ktvu. fox two news this morning's onto good morning and welcome back. i'm gasia mikaelian the end, erasmus . today is wednesday, january 4th. let's get right to our forecast meteorologist steve paulson keeping an eye on the storm now. here it is here, although i think we're about to get a law here for some in the rain until it arrives again tonight, but not before some areas to the north of already picked up some pretty impressive totals here for just the morning. a lot of this is just since four o'clock in the morning kern ville three quarters of an inch casa d'oro three quarters. bodega bay. two thirds can't field at 59 100. something here is going on that is ending the reign here. what is that? that's a southeast winds. san jose gusting to 37 mountain view 30 to palo alto 29. what's that do well, it sends that dry slot what we call up there, so there's going to be a break in some of the rain until the front shows up, so we get the warm sector. we'll get a
8:32 am
break, and then that system will swing in tonight to increase the rainfall rates and also the wind. it'll be a wild wednesday, but again there may be a little low here. rain is here but starting to taper off a little bit for some, although heavy to the north, heavy rain, very windy conditions will return again tonight, keeping the door open for more rain overnight into tomorrow morning, but some mid sixties would not surprise me. san jose and the peninsula. alright over to sound now. 8 32 i try and listen, bert. excuse me, roberta. you know pavlov's dog here in dublin. how are things range? or is it letting up you know, we just had a break. it's just exactly what you said, steve, that we have a law in the activity. you know, i always tell people if you want to watch the weather, if you really want to know what's going on, you turn into steep paulson because he knows a boy. you nailed it again, a little bit of a slight breeze under tamas per hour temperature has gone down to 46 degrees. if you want to know how to dress out the door, i actually have, like three layers on have a shirt that a microfiber jacket to keep me warm underneath and this wind and also rain protector and make
8:33 am
sure it is waterproof. not water resistant. okay so we are here in dublin, where at the alameda county public. works station and you see all these trucks behind me. they've been coming in and out. these are the unsung heroes. these are the women and men who jump in these trucks and they go to where the problem is. now they're usually the first on the scene if there's flooding or down tree, and they're usually the last ones to leave. now, here at the public works. we've been watching people coming in and out, and we've been watching as you said steve. the rain taper up. but look at this. that's how much rain has fallen this morning alone, so it's ponding on the roadways and sidewalks even though we're buying a break, you know i came here earlier this morning so i could talk to john medlock. he's the deputy director of the alameda public workstation for all of elevated county, which is a huge job. i asked him if he could give us one single tip. what is it, and this is what he had to say. when things like
8:34 am
this happened, it's all hands on deck. and right now we have our crews. all all hands on deck. we're going to work 24 hours through the storm systems to make sure that we provide for the public safety and keeping roads clear our creek channels clear and as well as a storm drain systems. great. so we have been watching them get all of this sound, and so far, john tells me they've used up 60 tons of sand from the time the rain started this past weekend to now , 2500 bags. sandbags were given away at the dublin public workstation just yesterday alone . you can go there if you do need sandbags, but we've had people coming here to the alameda county public works to get these £15 sound bags at your house floated it flooded this past week. and it's prone to flood again today because, as steve was mentioning the heaviest rain is still coming.
8:35 am
the gaseous winds as well, we had one resident come from pleasant into dublin here, and i asked him why and this is his reason. all i was a little lake into the sandbags. so between the breaks, i seeing roberta earlier where to get them, so i hopped on down real quick. take care of the backyard where there's a little flooding. so this is just one of the many stations and by the way, thank you to all of you unpleasant in that had been stopping by here this morning in dublin at the alameda county public workstation. you can get your sandbags here. they continue to fill them up, and you can also check in with your local fire station. that's another option. i'm hearing some of the communities. they're running out of bags or they're running out of sand. well they've got it all here this morning. and if you got a little bit of a law as he was forecasting, don't let that fool you. the heaviest rain and

the gusty. a swims are still to come later on this afternoon and driving here this morning. i saw the big signs on the freeway, saying if you don't need to drive, stay off the roads, and that's the number one advice. i could give anybody. i think cell. castaneda has a little bit more to say about that, roberta absolutely right about that. chp has been giving that message out. and it's a good one. because even there if there is a break as you and stephen mentioned now that heavy rain and wind is yet to come, and that means you have to get back, especially if you're going to work. let's take a look at some of these pictures. here it is raining, although it's not ready. it is hard and this morning the commute has been lighter. i think a lot of people are heating chp's warning not to be out there during these next heavy days of , and we're seeine of the break there. so just be careful. remember lot of standing water trying not to drive it, in fact, don't drive
8:37 am
into it. because a lot of cars stall out. you never know what could happen if you drive into standing water. it's 8 36. let's go back to the desk. thank you. many homeowners are scrambling to see what homeowners insurance policies cover and don't cover in the way of storm damage. water damage is not covered by regular homeowner's insurance, but it is possible to buy a separate flood insurance policy. floods are america's number one natural disaster, but federal disaster money is not available for most rainstorms, former fema coordinator says just an inch of water can cause tens of thousands of dollars in damage. that's coming so heavy and so fast. it's overwhelming the drainage systems and then it started to spread out into people's homes, and unfortunately with your traditional homeowners insurance policy, it does not cover flood damage comes into your home. you are covered for water pipe breaks, you're covered. but you need flood insurance in these particular cases when the water is coming from the outside into your home. navarro says that homeowners should clear their

homes, gutters and downspouts of leaves and other debris also says to check the storm drains right in front of your home to make sure they don't back up and send that water into your house across the bay area. the rush to prepare for today's big storm began as soon as the last storm this past weekend moved out in san francisco this morning. there are no sandbags left. the public works department says it hopes to get more today. but they're not sure when they'll arrive. san francisco residents and business owners we spoke with say they are trying to prepare for possible flooding. just waiting and going to see what we can do to get stuff cleaned up and start rebuilding again. they're telling me that this only happens once every 500 years. apparently i guess i'm 3000 years old because it continuously happens. san francisco leaders say the city's emergency operations system is up and running today in public works. crews are prepared to respond to any problems. we do expect localized flooding and mudslides down trees and power lines to occur in san francisco , um, our job at our emergency
