the city of san francisco gets ready to install barriers in the mission district to discourage prostitution? a woman who works out there on the streets is giving us her perspective. now neighbors have complained about traffic and other problems. caused by prostitution along cap street, a woman who goes by the name of queen and described yourself as an escort says she's out there to make a living, not cause trouble. i want to say i'm sorry. the women out there because we are sorry because we don't really want to living. look at this situation as luck of support networks in the community. and as societal problem. now the city plans to install those barriers on capp street between 18th and 20 seconds to keep out illegal activity. queen says that will work because the activity will just move to other streets,

her dream. she had such a hard time keeping it going during the pandemic. and then there was the car crash that ruined the front of the bakery, and it was so important to her to keep it going to keep the jobs for the people that she supported. on monday, angel was in downtown oakland near wells fargo bank. oakland police say someone broke into her car while she was sitting there and grab some items. she got out of the car and tried to get the options back, but the suspects drove off , reportedly dragging her as they got away. she was taken to the hospital with head injuries on life support and um. she's probably not going to make it. friends have been gathering at the bakery confronting and comforting each other. they say angel was more than a baker. she brought people together who needed each other and who could help each other and love each other. unfortunately she hasn't regained consciousness, and it seems pretty unlikely that she

will. she was a baker. she was community gatherer. like i said she also was a political activist. part of what's so special about genders is the way that she had all of these all these threads of her that we're interwoven throughout throughout her life. well. friends have set up a donation website to help her family with medical expenses and to keep that bakery opened. oakland police hope the community will call with tips to help catch the suspects. garcia andre sr. thank you. 705 now the confirmed death toll is more than 19,000 people after that devastating earthquake and large aftershocks in turkey and syria earlier this week, rescue teams are still searching for survivors in the rubble, but the chances of survival are dwindling rapidly still in northern syria, father his daughter and son raul pulled alive from the rubble. there are more problems for the survivors after their homes collapsed. many are gathering around campfires, hoping to get food and water in the bitter cold. we

bay. richmond bridge. i want to start with the east bay this time, steve and i'll tell you why we have a bunch of slow traffic now on the east shore. not that it's that unusual, but i just want to let you know that now from elsa bronte all the way into elsa rito is mostly slow. we had a couple of issues. but really any day is slow. and then the richmond bridge kind of has a longish backup getting over to the span. and there's some smaller, slow traffic as you head over to san rafael. that's coming becoming the norm. it's no longer unusual. this is a look at the bay bridge toll plaza that is backed up when we come back, we're going to look at contra costa county, which has some slowing on highway four, and 6 80 will detail that and also dive into that silicon valley commute. but now it's 7 31. let's go back to dave. all right, sal. thank you. ktvu is obtained a copy of a confidential report that led to oakland police chief laurent armstrong being based on the ministrations leave. it came from an outside law firm hired

by the city to help oversee police reforms, and that report calls the chiefs version of some events involving officer misconduct. not credible. ktvu. sally rasmus is right outside oakland police headquarters with more details. good morning, ali. good morning, dave. will that act of misconduct you just mentioned has to do with an oakland police sergeant who was behind the wheel in a hit and run crash. he was driving a city owned vehicle when he struck a parked car parked mercedes in san francisco, cost $15,000 in damage, then drove off and never reported it when oakland police departments in internal affairs division found out and looked into it. the report says. they downplayed it and never disciplined the sergeant. now the question was, did chief laurent armstrong know about this? mayor shane tao put him on administrative leave because of the allegations in that report, and the claim that the chief didn't do enough to hold that sergeant accountable now, armstrong claims he didn't have all the information about what happened. his subordinates

didn't share the details with him on that crash. and that it's not customary or even opd policy for the chief to read every page of every internal affairs investigation that 80 page confidential report that ktvu obtained and has reviewed says that that defense by the chief isn't believable. the attorneys who authored the report, right quote chief armstrong's claimed that he was unaware of the facts of the vehicle collision seemed implausible and were inconsistent with the documentary record, which shows he had been involved in the discussions with other commanders about the facts in the case and quote, an attorney representing the chief responded , saying, quote once you ignore the reports baseless speculations and unsupported, unsupported conclusions. the factual story, it tells confirms the chief acted appropriately based on the information presented to him at the time. we don't know how long chief armstrong will remain on administrative leave. oakland mayor shane tao hasn't said if e him, but chief armstrong denies the claims made in the report and says that he should be

reinstated and he says he has the community support as well as the support of the oakland chapter of the they called their supporters to call on the mayor to have him reinstated. live in oakland. ali rasmus ktvu. fox two news. thank you. ali. a new audit finds the san jose police department is not meeting standards for response times to emergency calls. the standard for the highest priority call says the police should arrive in about six minutes in the last fiscal year. the actual time was nearly 7.5 2nd level calls are taking more than double the target time of 11 minutes with an actual response time but nearly 24 minutes the police department blames the slow response times on the high number of calls. the union says the department needs hundreds more officers. and we keep on recruiting more officers. we keep on getting more funding and availability from city council who is fully supporting our continual recruitment efforts that being said. it's very difficult to keep up with that, as we lose folks to retirement and attrition. san jose's former mayor, sam liccardo, had called claims of understaffing a

negotiating tactic. the new mayor, man, mehan has made police department staffing a top issue. he says he wants to find funding to double the number of police officers hired every year . your time now, 7 35 of $50,000 reward now being offered in connection with a deadly shooting last year in san francisco, police say 21 year old soriano carpenter was shot and killed near turkey and buchanan the night of september. 6th. the police authorized a $50,000 reward for information leading to the identification, the arrest and conviction of the suspect responsible for that shooting a new lawsuits being filed in connection with another alleged sexual assault and a massage business on the peninsula. jane epstein and our attorney filed the lawsuit yesterday in san mateo county superior court. she says, a massage therapist at massage envy on howard avenue in burlingame sexually assaulted her in 2017. the lawsuit claims that therapist was also accused of sexual assault four years earlier, her lawyer says massage
