just one month into her first term as mayor ktvu henry lee live outside opd headquarters. with more on the breaking news, henry. career of oakland police chief laurent armstrong, accused of dropping the ball in department investigations into a sergeant, the mayor this afternoon, saying the chief has got to go i've taken the time to review the cases and consider the evidence and conclusions as to each of the subject officers, including chief armstrong. publicly discussing the merits of these discipline cases would be highly inappropriate. but i can't say that it is clear to me. that there are systemic issues. and the city needs to address them. and that we cannot simply write them off. mistakes. oakland mayor xiang tao, ending weeks of speculation over the future of police chief laurent armstrong just 10 days after

being sworn in as mayor, place, the top cup on leave confidential reports obtained by ktvu accused the department of gaps and missteps in that sergeant michael chung is seen here being introduced by the chief at a news conference last year to talk about department drones. in 2021 chunk is accused of hitting him mercedes with the department issued chevy tahoe in the san francisco parking garage and not reporting the crash outside. investigators say that she failed to hold chung and others responsible in 2022. chang has also accused of firing his gun inside a service elevator at oakland police headquarters and then throwing the shell casing from the bay bridge. the outside. investigators say the department failed to consider that a potential crime. armstrong is a product of west oakland and attended mcclinton's high school. he joined opd in 1999 and rose through the ranks , eventually becoming chief. previous top cops have come and gone because of disagreements over the handling of officer misconduct. in an interview with ktvu this week, we asked

armstrong why he would want to be chief despite the highly political nature of the job. i care about this city and i want the city to be a city that's safe. i wanted this department to be a department that gained the public's trust. because i want people to have confidence when they call on the police. the mayor says she did not notify the chief before she announces termination at her news conference here at city hall. now she is launching a nationwide search for the next top cup. i asked the mayor if she prefers an internal or outside candidate. she just says she wants the best person for the job. now we've reached out the chief through a spokesman and have not heard back. reporting live in oakland, henry lee ktvu fox studios and henry you know this i mean, just last year, oakland's former police chief, right and kirkpatrick won a wrongful termination case against the city. you interviewed armstrong recently. i'm curious. did you get a sense that he, too would file a lawsuit against the city? if this were to happen, and now

he's been fired? yeah you higher than tree will edelman, and when i first spoke to the attorney, i asked him or do you intend to file lawsuit? he said at the time couple weeks ago, his first priority is getting back on the job now that he has not been reinstated and possibly fired, it's very well possible he could file a wrongful termination lawsuit. all right. henry lee live tonight in the city of oakland. henry. thank you. earlier we spoke with oakland city council member noel gayo about the future of chief armstrong and he says he believes the department has had too much turnover in the past decade. die strongly believe we need to keep the chief here. i've been here for 19 years i've seen 10 police chiefs. and at least chief armstrong was on the streets walking with me providing security. ah, and being responsive. as council member, gayo said there have been 10 oakland police chiefs over the past decade four over the past three years, laurent armstrong took over the role

just two years ago before him. susan mannheimer served in an interim role from 2020 to 2021. darren. alison was acting chief in 2020. and before that, and kirkpatrick lasted three years as oakland's first female police chief, and stay with ktvu. for more information on this developing story. you can also visit our website. just go to keep ktvu dot com and staying in the city of oakland homicide investigation is underway. this happened around eight o'clock this morning on 17th street near lake merritt. police received a call about an unresponsive man. officers arrived on scene and located a man suffering from traumatic injuries. he was pronounced dead there at the scene. the victim's identity is being withheld pending notification to mexican. the man who police say caused a deadly explosion in san francisco sunset district made his first court appearance today accused of killing the mother of his children. ktvu christien kafton joins us now from the hall of justice and christian tonight we're learning a lot more about what led to that explosion and

fire. yeah the d a s office here in san francisco is offering new details about what led up to that explosion, while the man at the center of it all remains behind bars. the explosion shook the sunset district last thursday. the blast killed 51 year old rita price was inside the home at the time. on friday, police arrested 53 year old darren price he appeared in court facing charges of involuntary manslaughter, manufacturing, narcotics and two counts of child endangerment, the district attorney saying police in the arson task force have determined that darren price was processing hash oil at the home. a dangerous operation , they say involved highly flammable chemicals that led to the explosion in court. the prosecutor said fumes from the drug manufacturing operation were ignited by a dryer. prosecutors say some of the chemicals and devices used to process cannabis and to hash oil are similar to those used in making methamphetamine. we are not talking about somebody

growing marijuana in plants and plant form. we're talking about something that was extremely flammable and very dangerous, and as we see caused an explosion that not only it engulfed his home, but damaged several other homes in that neighborhood. and really could have done much more damage than it did to other people prices. attorney argued that she had just received information on the case and asked to delay entering a plea, which the judge granted . the defense also argued successfully that darren price should be able to talk with his two teenage children who were not at home at the time of the explosion and are mourning the loss of their mother. provided the judge said as potential witnesses. those teens don't discuss the charges their father is facing. obviously we vehemently deny these accusations, and i think that once all of the evidence is turned over discovered reviewed by experts further investigated that mr price will be exonerated . that blast also sent a health

care worker who was inside that home at the time of the explosion to the hospital with severe burns to her hands. ends and face the fire explosion also destroyed the homes on either side and damaged homes up and down the block. prosecutors say they have pushed to keep darren price in custody. we believe he's specifically was aware of how dangerous what he was doing was. darren prices due back in court friday morning when he is expected to enter a plea where live in san francisco. christien kafton ktvu, fox two news an investigation is underway into a deadly apartment building fire in martinez. that fire was reported at three o'clock this morning at the building on foster street in martinez contra costa county, firefighters say when they arrived, they found two people trapped inside one of the apartments. one person was unconscious. paramedics performed cpr, but the person died at the scene. the second person was rescued through a second story window. when our

first engine company arrived on scene, they did have smoke coming from that apartment unit with two people trapped inside. we immediately got one person down from the back side with a ladder and then ah! we initiated fire attack through the front door and got the second person down through the front door. investigators say someone was cooking inside the kitchen of the apartment where the fire started, but the exact cause remains under investigation tonight and in pacifica. firefighters quickly put out a fire at a business located in a strip mall early this morning, firefighters were called to manner plaza shortly after one in the morning for a commercial structure fire when those first engines rolled up to the scene, firefighters saw flames shooting out of one business and smoke was coming from two adjoining businesses. firefighters initiated an aggressive attack, stopping the fire in the business of origin, with only smoke damage to those other businesses. no one was hurt, and the cause is not yet known. the city of oakland is still struggling to restore some basic city services one week after a

ransomware attack that crippled its systems ktvu tom vacar live tonight with more on the story from the newsroom, tom well, it appears the city of oakland's ransomware attack has put it in truly dire straits. as the city of oakland moves into week two of its ransomware siege, the city administrator issued a proclamation of local emergency that allows the city to buy or rent anything, including equipment and materials, as well as the activation of emergency workers needed to deal with the emergency. it also directs the city of oakland request emergency funds and service. from the state and federal government. other than that, the city remains tight lipped, too tight lipped as a council member . i have very limited information in terms of all the background that's going on over at the police headquarters, reports and payments lobbied the lines and the waiting gets ever longer. i've been here over an hour. and the people over there

two dozen cars were broken into all in one night. ktvu cristina rendon live now in pleasant hill after speaking with people who were affected, christina well, julie, you know it's common to have car break ins here or there in any city, but to have 20 at once was something that was really uncommon and unusual here in the ellenwood neighborhood of pleasant hill. look you can still see glass shattered like this, and you'll see that all along the street and sidewalk where we are, and that is something we noticed immediately when we drove up today. a lot of people here say this was just unfortunate. windows shattered one after another on a stretch of parked cars in pleasant hill. this cell phone video captured by christopher reeve atria on a daily walk. he's lived here for six years and hasn't seen anything like it. and as i continued walking along, it was just car after car after car windows shattered and ultimately , by the time i got back to my place, i counted a total of 20 vehicles, cars broken into on long, brooke way near the outback steakhouse. it happened overnight on february 3rd

outside of a community of condos. an apartment window glass still litters the street and sidewalk for about a quarter mile. when i talked to the police, they basically said that this area it's very unlikely crosby's car was hit, he said. the burglars rummaged through glove boxes. i didn't personally have anything stolen. um but i know some other people had, like smart watches or other electronic stolen. um but, yeah, i got pretty lucky just because i don't keep anything valuable in the car. police confirm a number of items like tablets, laptops and airpods were stolen from the cars. they tracked an electronic device to a home in any arc and one in elk grove and found stolen items during a search along with things like window punches, gloves, a handgun magazine, ammunition and a credit card in boston. they believe a pair of 19 year old men are responsible, but no arrests have been made yet. i've had my car broken into. but not here in this city. i've had it broken into in san francisco, and it's just a little bit of a violation of your you know your property and stuff. i'm always on like guard about where i

parked my vehicle these days, says his housing community sent out emails reminding people not to leave anything valuable in their cars. to avoid opportunities for smash and grabs. crosby is a bit nervous about parking his car along the street after paying $400 to repair the passenger window. you know, it's just a window. they didn't hurt anybody. but ah, still, there's you can see there's a ton of bus still on the street. this is two weeks later. um so they did a they did a good amount of damage. and there was a bit of confusion for people here. they said they believed that there were arrests that had been made because they saw social media posts from the police department. but we clarified with officers and we were told that the case is still under investigation. they did serve those search warrants. they've made some interviews, but they haven't made any arrests. they say they're going to send the case over to the district attorney's office and then the d a will decide whether or not to file charges and whether or not to issue arrest warrants. julie alright, cristina rendon reporting live for us tonight in pleasant hill. thank you. well new public art

is on display at some bart stations, and this is all part of a domestic violence prevention campaign. a series of artwork was unveiled today at the powell street station in san francisco. the posters will be displayed in more than a dozen stations system wide and onboard . some trains. part, says the artist designed to raise awareness about domestic violence to help prevent such violence before it starts and stop it from reoccurring. especially among the asian american and pacific islander community. domestic violence is a complex issue. one that can be shrouded in silence and shame. but i believe that healing is possible. we all do. and it starts with talking about what healthy, nurturing relationships look like. and learning how to get help. for yourself for a friend or loved one. since 2017 bar has received more than 500 reports of domestic violence on its trains or at its stations, and more than 300 people have been banned from writing its trains proposal would withdraw

sanctuary city protections in san francisco from undocumented immigrants convicted of trafficking fentanyl. the legislation comes from supervisor matt dorsey. he calls the proposal of common sense update to current sanctuary policies. dorsey says it will reflect the gravity of the crime that claims more than nine times as many lives as homicide in the city, and today, the senate foreign relations committee held a hearing aimed at finding solutions to tackle the nation's opioid crisis. the cdc says more than 150 people die every day in the us from overdoses related to synthetic opioids, such as fentanyl, and the agency also estimates that more than 70,000 americans died from fentanyl overdoses in 2021. alone. this is a crisis we cannot solve just within our borders. according to the drug enforcement administration, most of the fentanyl trafficked into the united states has produced in clandestine labs in mexico with per cursor chemicals secured from china. cdc data shows that

fentanyl is increasingly killing younger people deaths among children, 14 and younger tripled since 2019. the city of oakland has approved emergency funding to help dozens of families flooded out of their apartments . that coliseum connections complex located right across from the coliseum. bart station suffered severe flooding last month. 108 families were displaced. the oakland city council has approved up to $2 million to pay their hotel expenses. the city expects to be reimbursed by fema. it's also working with the property owner to repair the storm damage. well, starting today. contra costa county residents who had property damage from the recent winter storm should have an easier time getting financial help. fema and contra costa county have now opened a new disaster recovery center is located on lagonda way in danville. it will help connect home and business owners to federal and state recovery programs as well as other services. yes. this is really an information hub for residents who are impacted by the winter storms in december and january.

and so, really, what we're doing is we're pulling together resources for residents who have experienced losses or damages to properties or business officials say contra costa county residents suffered around $43 million in damage during the winter storms. those impacted are encouraged to file insurance claims before applying for fema assistance. well a freezing wake up call across the bay area this morning in walnut creek. we captured temperature signs reading as low as 27. degrees so can we expect another freeze warning overnight. our chief meteorologist bill martin joins us now with the early look at the forecast. yeah, definitely another freeze, warning overnight jewels. we've got temperatures are going to get down there again. just like the ones you talked about. we're going to see freeze warnings in the north bay not so much in the south bay. but there's frost in in the area. there were plenty of frost. but the freeze warning mainly impacting the north bay. here's some of the cool temperatures from this morning. the low temperatures from this morning 28 in santa rosa 34 in saratoga. these aren't this is

for february. it's not that big a deal. we're not setting records with this stuff, but it's cold. and if you have tender vegetation or if you're concerned for the in house door for elderly or pets, it is worth paying attention to. um and in fact, it's going to be cold again. tonight live camera shot outside pretty good air quality as you look across the bay. towards the berkeley area temperatures today a good 5 to 6 degrees warmer than yesterday. remember yesterday was a giant plummet in temperatures. we went from low seventies to mid fifties. so today came up a couple of degrees 5 to 7 degrees . tomorrow's temperatures will be a little bit warmer, maybe a degree or two warmer and we're gonna kind of hover in the low sixties until the weekend. rain in the forecast. there's a little something on friday, but it's not. we're not. it's just like the last thing they went through no big deal, but the long range models are kind of coming together now and suggesting that we're into a pretty significant wet pattern. next week, the end of next week end of february, if you will, and so we're going to be looking

middle school was going to close a farm right now is a k through eight school in the alameda unified school district. last month, the district announced it would phase out the sixth through eighth grades starting next year, it will no longer accept incoming sixth graders with 146 students, bay farms middle school. is the smallest of the districts for middle schools and at the board meeting last night, the superintendent says it doesn't make financial sense to keep it open. we are talking about enrollment that's declining at all of our programs, and so our thought is, we need to be thinking about consolidation. uh and contraction rather than expansion. why does it have to be so secretive? what does it have to be rushed, and that is the outrage. it's not the school closure itself. it was how it was done. the california department of education recommends school districts take at least six months to publicly discuss and analyze the impact of a closure. the alameda school board made its decision in five weeks. even parents who support the decision to phase out the middle school agreed the

decision making process was abrupt. i feel like they probably should have had some more notice. just so, you know. people that really wanted it to stay open. could have that option of, you know, really telling their case parents last month, the superintendent apologized for not communicating the closure plans earlier. they are doing a lot of good work. in some ways. we just disagree profoundly about the process that was used to close the bay farm middle school. parents who rushed to organize against the closure, say next time they'll be better prepared over lining that that the community is so much more engaged now and just these five weeks erasmus ktvu, fox two news. alright coming up . congresswoman barbara lee files paperwork to run for dianne feinstein senate see who should faces california lawmakers jump into the race, also nearly two weeks after a train derailment contaminated their town. anxious residents in ohio are weighing their options to return home.

barbara lee's campaign is taking the necessary steps. to prepare , and she'll have more to say in the coming weeks lease just the latest democrat to enter the race in what could become a very crowded field. one day after california's most senior senator since she plans to retire at the end of her term congresswoman barbara lee from oakland filed paperwork in hopes of being dianne feinstein's successor, barbara lee. oakland's own barbara lee has looked at this seat for some time and wants to see herself as a progressive icon. she is a progressive icon . if you look at her career, but can she muster the forces and the dollars that it's going to take to compete? political science professor david mcewen says the race is going to be competitive and costly. a new generation of democrats more liberal with progressive priorities, representative katie porter from orange county was first to announce her candidacy last month. the problems of climate change the risk to our democracy. the stranglehold of

special interests and washington . then weeks later, adam schiff , who represents part of l, a widely known for managing president trump's first impeachment trial, now endorsed by nancy pelosi, and one of three fighting for feinstein's coveted seat, we are all rivals of the same flag all progressives. i think what sets me apart is i have a track record of getting things done. for the people of california with a tank timeline in a primary early next year. the strategy now game recognition, money and support within weeks, says mcewen. katie porter is going to try to grab that progressive mantra. she's going to try to, you know, get in that network that was represented by elizabeth warren nationally and again, adam schiff will try to get the establishment behind him for the democratic party. but with democrats sparring republicans are looking for a path to victory. no gop candidate has been elected. to statewide office since 2006 you're thinking about a candidate who is moderate closer to the california voter who's less went to party. less

is scheduled to hit the ground running after today's event was stops in major republican swing states. her campaign says she is heading to new hampshire for town hall meetings tomorrow and friday, followed by a trip to iowa and haley enters the ring, along with several other gop candidates, including former president donald trump, and possibly florida governor rhonda santis. state lawmakers will soon consider a new bill calling to raise the amount of money some jurors would be paid during criminal cases. san francisco assembly member phil ting announced the bill today along with district attorney brooke jenkins and public defender manu raju. the bill would raise european criminal cases from $15 to $100 per day for low to moderate income jurors. tink says it will ensure that all californians have access to a jury of their peers. if we want our criminal justice system to work. if we want jury trials to work we need to make sure not just that some californians can participate, but that every

single california who wants to who qualifies is able to have the opportunity to participate in the bill is an expansion of a pilot program currently underway in san francisco. it was started last year by the state legislature and is scheduled to last until the end of this year . we need today pleaded not guilty to involuntary manslaughter in the deaths of four people killed in the 2020. zog fire and northern california judge earlier this month rule that there is an evidence for pg need to face trial. according to cal fire. the fire was caused by a tree falling onto pg any power lines. the utility admits its equipment sparked the fire, but denies criminal negligence. the fire burned 88 square miles and destroyed 204 homes in shasta county. pg nes next scheduled court date is set for may. well one of the boys who was rescued from the flooded cave in thailand back in 2018 has died. the boy was found unconscious sunday in his room at a soccer

academy in leicester share england. he was rushed to a hospital and died yesterday. he was 17 years old. the cause of death is not yet known. he and his youth soccer teammates made headlines in 2018 when 12 boys and their coach became trapped from floodwaters will exploring a cave complex. a massive search and rescue operation captured the world's attention. and after 18 days in the cave, everyone was safely rescued. smoke rising train cars charred even off the tracks all along there. drone footage capturing the smoldering wreckage. this is in the state of ohio, two days after a train carrying toxic material derailed that crash happening nearly two weeks ago, and residents nearby . we're told to evacuate after the railroad conducted a controlled release of chemicals to prevent a possible explosion will days later, those anxious residents are being told it's safe to return home. boxes. garrett tenney has the story. yeah i was scared of more than i probably ever been. it's been almost two weeks since the

massive train derailment in ohio and residents are being told it's safe to return home. but it's not clear how many will actually do it. earlier this month about 53 cars derailed 10 were carrying toxic chemicals that contaminated the town of east palestine. evacuations were ordered. those orders have now been lifted, but there are widespread reports of health issues possibly linked to the contamination. some residents even say their pets have gotten sick or died. we've been talking about moving somewhere different. because it's just i don't want to risk it. the says they're now out in force, removing contaminated water and soil from the area. they claim they're regularly testing the air, and so far it doesn't show any toxic threats to the town, though at least one utility says it's taking precautions due to possible contamination in the water. we have mobilized a very high tech airplane. we mobilized mobile vans. we have stationary air monitoring. the data shows that there are no elevated

recognizing the contributions of billy dee frank he was a pioneering gay black man in san jose during a time when many people didn't feel free to live openly, and he moved to the city of oakland in 1966 and became his activism. a center bearing his name is now served the lgbt community for 40 years. ktvu is lamonica peters reports about his life's work, his legacy and the impact he continues to have in san jose. william price, better known as billy dee frank lived his life out loud as a gay black man during a time when it wasn't acceptable in society to do so. he galvanized the community, creating a place and space for people to feel safe being themselves, but he meant so much to this community. those who wore in the closet probably
