us now with this heartwarming story about a family now made whole. >> amber julie. tonight i met with the family and the police officer who did the welfare check based on his gut instincts. the parents tell me they wanted to share their story, to encourage others to become foster parents. james lancaster is starting a new chapter with his sons. he and his wife may, recently adopted three biological brothers. they fostered. >> we're hunter sent all in right from the time that we heard that they were going to be needing a home. >> three years ago, vacaville police received a call from the boys biological mother, who reported that one of her sons went missing from her apartment. officer isaac stevens, a rookie at the time, decided to do a welfare check. he went to the apartment and described it as being filthy. >> i was shocked to believe that kids were living in conditions like this, stevens tells me. >> the boys, ages two, four and eight at the time, were left with no adult supervision. the

officer says the police department collaborated with solano county child welfare, the lancaster's distant relatives of the children's biological mother took in the boys and they actually met me here at the police department just outside those steps in the middle of the night after the initial call for service. the lancaster's tell me they knew they wanted to keep the three brothers together, james says. growing up in san francisco with a single mom, he knew the challenges that children can face. >> i grew up in inner city, in the tenderloin and, you know, and anyone that knows san francisco and the tenderloin know it's not the easiest neighborhood to grow up in. i felt like a duty to these three kids. >> may tells me she's lucky to have the boys. >> it's very rewarding watching them grow and play sports and you know, and do good in school. academically. >> a second chance at motherhood after her son was killed more than a decade ago. >> they've given me life, my life back. >> the proud parents say they want to give the boys a happy

life, and has seen the impact of a stable home. >> 100% complete 360 in every thing and the way they carry themselves, their confidence. >> last friday, the couple officially adopted the boys and invited officer stevens to join them for the ceremony at the courthouse. >> it was something i couldn't imagine, you know, three years later, the lancaster's tell me there's a shortage of foster homes and encourage others to open up their hearts because at the end, we're trying to raise good citizens and good people. >> the lancaster's say they just want to enjoy being a family together. they have a trip planned to disneyland. julie. >> yeah, such a nice story. seeing all of the brothers together in a place that they feel safe and loved. i'm just curious, amber, have they asked or do they know about their biological parents? >> well, the couple tells me they've been open with their sons. they have talked about their circumstances. >> all right, amber, thank you. all right. turning now to our weather, a drizzly night

outside. this is what it looks like in san francisco. you can see people using their umbrellas. they were using them tonight to stay dry. and there are slick roadways out there. let's bring in our chief meteorologist, bill martin for more on this spring storm. bill. yeah you're right, julie. >> it's real drizzly out there. it's a heavy, heavy mist. areas of the north bay getting some heavy rain, though. up to a quarter inch. half inch of rain. it's coming down right now at sfo. you can see the wet runways out there. half inch of rain up in kentfield. that's marin county area. so that's pretty significant. santa rosa a quarter of an inch. and then most of us in the 0.0, 5.0, 3.02in of rain was one hundredths of an inch or so. but the rain is going to continue on and off the next hour or two. then it's going to taper off completely the morning commute should be dry. as we look at the radar right now. here's this last wave going through the area, and it's heaviest right now up around fairfield and vacaville. those showers will slide south. this whole area will slide out. there might be a sprinkle on the morning commute,

but overall it should be winding down. and again, it's just this is like the tail end of a much larger system, which is way up in the pacific northwest. so we're kind of getting the leftovers from it. but there's another system coming. get here on friday. we'll talk about that when i see you back here. >> all right bill. thank you. new at ten. a new fence was installed today in san francisco. the goal to keep drug dealers and drug users out of one area of the tenderloin. ktvu is joey horta, live tonight in san francisco. and joey, an unusual but interesting technique being used here. what's the reaction like? >> well, neighbors mike are telling us that it's a step in the right direction. others, though, are questioning why is the city not doing more to keep the tenderloin safe? workers wrap up the installation of a brand new aluminum fence at the entrance to book concerned lofts on wednesday are called bakery takes up part of the ground floor of the building at mcallister at leavenworth in san

francisco's tenderloin district. a lot of people think it's not safe. kat cooper co-owns the thai curry restaurant and bar right across the street from the new fence. she opened up shop a year ago but says business is slow because of the location and who it attracts. >> any given night you can walk through here, and this was like a bizarre sale for all the fentanyl smokers. >> people come here for drug markets and all the crime that comes with them. >> they will do the drugs right in front of you like it's just dangerous. you it's already bad at daytime. you do not want to be down here at night time. >> the idea of the fence is to keep drug dealers and users away. it's like a circle where it's like they'll steal, they get their money, and then they go to the drug addict, which is usually the drug dealer, which is usually right here. so who brought in the fence? a source with knowledge of the project tells ktvu. the non profit civic center community benefit district install the fence. it's unclear how much it costs, but those who live nearby are split

on whether it will do any good. >> well, i hope this works and keeps it clean and helps the neighborhood. >> it's like not going to stop them because it's like we've been in san francisco for so long, they're going to find another spot, another way to sell their stuff. >> between march 18th to 24th, san francisco police cited 30 dealers in the tenderloin seized over $11,000 in drug money and more than 3100g of narcotics. >> it's amazing city, so we need to keep it up. >> now, we reached out to city leaders on this tonight, but so far, no response. mike, you know, you mentioned the nonprofit. >> i'm curious, is this fence? i mean, is it permitted? is it sanctioned in any way? >> right. so our source tells us again that the organization we mentioned here a few seconds ago is the one that paid for this, and they do say they got a permit from the city to make sure they could have that fence on a public sidewalk. mike.

>> all right, joey, appreciate it. thank you very much. staying in san francisco, two people have been charged in connection with drug trafficking in the tenderloin. district attorney brooke jenkins has charged two men with three counts of possession for sale or purchase of a controlled substance. police say they seized nearly 2 pounds of fentanyl, as well as heroin, cocaine and other drugs. one of the suspects is ineligible for parole because of two previous felony convictions. the charges come after police say they booked or cited more than two dozen people for drug charges in the tenderloin in the past week. >> an investigation is underway tonight after pacifica police opened fire today, killing a woman. it happened just after eight this morning outside an apartment complex on francisco boulevard between lakeside avenue and clarendon road, west of highway one. officials say they were called to the scene after a young man called police, saying his mother had just shot him. when officers arrived. they say the mother was driving away in a ford escape and pointed the gun toward them. that's when police say officers opened fire,

killing the woman. witnesses at a nearby coffee shop said they saw police turning down francisco boulevard with their sirens and flashing lights on, and moments later they say they heard between six and eight gunshots. neighbors say they are shocked by what happened. >> my daughter just heard sirens . my son in law heard what he thought was maybe fireworks or was hoping was fireworks. you know, you don't want to expect to hear that early in the morning. i live at the end of the block here. it's not normal to have crime here. >> authorities have not released the identity of the mother or the son. the son survived the shooting and is now reportedly in stable condition in the hospital. >> a judge denied a motion by the alameda county district attorney to drop special enhancement charges against a former sheriff's deputy, who is now accused of double murder. former alameda county deputy devin williams is accused of shooting and killing his girlfriend and her husband in 2022, in dublin. the special circumstances include multiple murders. the family of benson

and maria tran strongly opposed the da's decision to want to drop those enhancements that would have reduced the maximum sentence from life in prison without parole to 25 years to life, with the possibility of parole. >> authorities have recovered the bodies of two of the six construction workers who plunged into the water during that bridge collapse in baltimore early yesterday. the two men from mexico and guatemala were found inside a pickup truck submerged in about 25ft of water. it is believed all of the victims were sitting inside their vehicles on their work break when the francis scott key bridge was struck by a cargo ship. >> at this point, based upon the conditions, we're now moving from a recovery mode to a salvage operation because of the superstructure surrounding the vehicle. what we believe are the vehicles and the amount of concrete and debris divers are no longer able to safely navigate or operate around that. >> the ntsb is among the

agencies collecting evidence, including the ship's data recorder. their timeline shows the collision happened less than five minutes after alarms began to sound on the boat. >> around one, 27 and 25 seconds. the pilot issued a radio call over the vhf radio, reporting that the dolly had lost all power and was approaching the bridge. >> agencies are coming up with a plan now to start removing the debris that is blocking the ships from the baltimore harbor. the port handles more cars and farm equipment than any other port in the country. >> tonight, nurses say there is a community at risk. coming up at 1030, their frustration and rally over cutbacks at a south bay trauma center. >> plus, i'm here to work with the citizens of oakland, a long awaited introduction today, oakland formally welcomed a new police chief to the city. >> his priorities and outlook after the break. >> and it is a park with some of the best views in san francisco, but many are not familiar with

a restaurant employee with a hatchet. this is a picture of that weapon. police say it happened around 1215 last friday afternoon at a restaurant near mission and warm springs. witnesses say 35 year old evan sagastume hit an employee before stealing food and then running away. officers arrested him a short time later for assault with a deadly weapon. the employee suffered minor injuries. >> a seventh prison guard has been sentenced for his role in the sex abuse scandal at the women's federal correctional institution in dublin. a federal judge sentenced former correctional officer nakia nunley to six years in prison. in september, nunley pleaded guilty to four counts of sexual abuse, five counts of abuse of sexual contact, and one count of making false statements to investigators. >> i think the judge really put it perfectly in the silent range. this has been going on for so long. i have sat through a lot of these. spoken to a lot

of women at the facility who've been abused and it's horrific. >> earlier this month, the fbi raided the prison, though no criminal charges have yet to be filed. as a result of that operation, the assistant u.s. attorney will interview candidates next month. also for a special master to oversee the prison. after more than one year without a police chief, the city of oakland was finally introduced to the man who will lead the department, ktvu henry lee spoke with incoming chief floyd mitchell about his priorities for the city. >> it is my honor to introduce to you our new top police officer, chief floyd mitchell. >> incoming oakland police chief floyd mitchell filling the void in leadership after more than a year without a top cop. a former police chief in texas, mitchell says he has much to learn and a lot to give. >> i will work tirelessly to earn the trust and respect and confidence of my police department members, oakland's

and what we all do and say matters. >> city council members trevor reed and nikki fortunato bass say they like what they're seeing in the new chief. >> i think he said a lot of things that we want to hear. he's going to be proactive. he's going to be responsive. he's going to have deep community engagement, and he's going to be a guardian of what is the best interest of this city. >> i'm absolutely optimistic. you know, we have learned about his efforts around crime reduction, about community led community involved policing. >> the new chief says he has a lot planned for his first 100 days, including meeting with a lot of the stakeholders from the rank and file to the monitor to business owners and the citizens who have been waiting more than a year for oakland police to get a new leader in oakland. henry lee ktvu, fox two news. >> all right, back now to our weather and a look at some of the snow coming down in the sierra tonight. if you can see it there in the screen. this is video taken from along interstate 80 cisco grove.

that's about 5600ft. caltrans says chain control is in effect on parts of 80 as well as 50. >> our chief meteorologist, bill martin is back with us now. bill, the spring storm also bringing rain to all of us here in the bay area. yeah, a heavy rain in the north bay, heavy mist around here. >> i've got this live camera behind me on the golden gate bridge and you can see it. it's not well, it's not raining real hard, but it's misting to beat the band. i mean, if you can look at the sidewalk, you can see the heavy just heavy kind of mist. light showers coming down that's slowing. traffic on the bridge is slowing. traffic around the bay area and the mountains. we've got a winter storm warning that stays in effect through tomorrow morning. this system is kind of doing its thing right now. this is the heaviest rain we're probably going to see from it. if you're in the next three hours. and then it kind of winds down into the morning hours. the commute might be slightly wet. you kind of see this line indicating right here, this line kind of indicating some kind of a frontal band or some kind of a boundary of the heaviest rain. and this whole area is moving off to the east, right now.

we've got showers pretty heavy out in this area, out towards the vallejo area and napa that's coming down. that's 10th of an inch, 2/10 of an inch an hour. and then the santa cruz mountains, as usual, getting some heavy rain. we've seen up to a half inch of rain in the marin county watershed. it's winding down the next three hours. there'll be a few scattered sprinkles overnight, maybe a little bit in the morning, but overall, this is the main event for this system. but with un with kind of unsettled weather throughout the evening and then into tomorrow morning. so when i come back, there's another one coming in again, not the same kind of system, a different system, but it's not going to be a direct hit either. this is kind of a glancing blow. the next one will be kind of a glancing blow. two that's on friday. so we'll take a look at that as well. i'll see you back here. >> all right bill, thank you. tomorrow is opening day for the major league baseball season. the giants are out there on the road in san diego. the a's open up at the coliseum tomorrow night, and the a's organized, though still planning to move to las vegas and frustrate. a's fans are preparing to stage an

opening day boycott outside the coliseum. it's being organized by the fan group last dive bar in today on the four, we spoke with brian johansen from last dive bar, and he wants fans to skip the game and instead protest and tailgate in parking lot b. >> we're hoping to get 15 to 20,000 people in that parking lot, and it's going to be a huge, huge party. and basically it's an opportunity for people that weren't going to give their money to fisher anyways, to have an opportunity to come together, celebrate his fans. we got tons of activities, planned. there's going to be food, there's going to be games, there's tons of giveaways. >> now, johansen says the protests will also kick off what's being called the summer of boycott. the a's, though, will reportedly not open that parking lot until 5:00 tomorrow night, just a couple of hours before the game. the powerball jackpot, now $935 million after tonight's drawing goes without a big winner, tonight's numbers were 37, 46, 57, 60, 66 and eight. >> the powerball jackpot has been growing now for three

to critical services that will soon be cut at regional medical center. the nurses say trauma, stroke and heart attack patients will lose life saving services, leaving that community at serious risk. ktvu south bay reporter lamonica peters live now in san jose at regional medical center with more from today's rally. lamonica >> julie regional medical center announced back in february that it would cut some of its comprehensive services. but the nurses here say that that move would put a strain on a community that already struggles to get critical medical care. we're basically on guard dog.

>> what do we do? stand up. fight back. >> on wednesday afternoon, in the drizzling rain, dozens of nurses from regional medical center in san jose say they're rallying on behalf of their patients. >> the reason that we're out here today is to raise awareness in this community, because i don't think people really understand what's going on, come august 12th, the hospital is going to be doing away with comprehensive trauma services, comprehensive stroke services, and also stemi, which is a heart attack. >> regional medical center says it's downsizing the trauma center due to the lower number of patients in need of those services, higher demand for resources and regulatory requirements for the centers that are not sustainable. >> the only thing we want to happen is for them to keep it because we already have it. >> the california nurses association says hca healthcare, the parent company of regional medical center, is putting profit over patients and making it harder for a mainly latino east san jose population to

receive vital health care. regional medical center released this statement saying in part, we will continue evaluating, treating and or stabilizing stroke and serious heart attack patients should patients need a higher level of care. we would transport to other local facilities. the regional medical center also says it will use $10 million to expand its emergency department, with an additional 20 beds. still, nurses say not having those critical services readily available may put patients lives at risk. >> you cannot schedule heart attacks. you can't schedule accidents, so you have to have it when you need it. >> a lot of times they will not seek out health care because they can't afford it. so when they do come to this hospital, they are very sick. >> now the regional medical center also said that these changes will happen in phases starting august 12th. and the nurses say that despite that

deadline, they'll continue advocating for their patients. julie. all right. >> lamonica peters reporting live tonight for us. thanks, lamonica. well, santa clara county could take over an east san jose school district as it faces dire financial problems. the county's office of education is reviewing almanor union school district's various financial reports in order to address its projected $20 million budget deficit. trustees acknowledge school closures are imminent. some district board members say they need more time to come up with a plan, and that the extra oversight is not needed. the district serves about 8000 students across 22 schools. now to monterey county, more than 13 months after a levee breach flooded, the farming community of pajaro, residents lined up for the first day of an expanded recovery financial aid program. >> as ktvu is, mark sayer reports. people tell us this relief is desperately needed when the levee holding back the pajaro river burst in march of

2023, nearly the entire town was wiped out. >> homes and cars were flooded and destroyed, and those living here had to evacuate to shelters, hotels and to live with friends or family. >> moved out, lost my car. lost your car? yeah basically, this is the main thing. just the car? >> yeah. >> she lost all of her clothes and all of her personal belongings when we were evacuating, our street was like a river already, and so we had to leave behind our animals. >> and then when we got home three weeks later, there had been water under our house for 2 or 3 weeks. so the water started seeping under the floors. >> many residents say they were able to get short terms, help for housing and other immediate living assistance from federal and state programs, but now monterey county is managing $20 million worth of direct financial aid to both businesses and residents. businesses could receive up to $100,000 to help with rebuilding, and any individual household could

receive up to $15,000 in cash assistance. >> so we're encouraging all of the residents in pajaro who are living and were evacuated on the 10th of march to come and apply the money comes from the state, which approved special legislation to help with the recovery. >> in pajaro, supervisor glenn church represents pajaro and says the rebuilding process has brought the community together in a way he never thought possible. church feels the community could come back even better than before, for there's been multiple floods and there's, you know, it's always been like put a band-aid on it and move on, this thing this time is different. the residents here are more organized. >> back at the assistance line, the rina muhammad says any cash assistance will be a huge help. >> how much will it help you? >> oh, it'd be so amazing. >> it would be so amazing. so many people came here to register on this first day. >> they were given numbers and many will have to come back later in order to officially register for the program. reporting in pajaro i'm mark sayer, ktv fox two news. >> a west point cadet from

in a close look at one of the bay area's literary pioneers, she gained fame as california's first poet laureate. tonight, ktvu jana katsuyama shows us how ina coolbrith broke with many conventions of her time and how she celebrated today. >> just past the mason street cable car line, halfway up san francisco's russian hill is a park where occasional tourists and neighborhood dog walkers take in the spectacular views. the park bears the name of a

once famous san francisco woman who many people now don't know. okay, that is. >> no, i have no idea. please, ina coolbrith. no idea. >> ina coolbrith was a literary legend in her day. a poet whose life reads like an epic novel. a pioneer who became california's first poet laureate. >> it was bestowed on her in 1915, during the pan pacific international exhibition, which was a really big deal. >> christopher pollack is san francisco's park historian. she lived just a block away, down, down the hill to the south. he says coolbrith's friends were some of the most well-known writers of the west bret harte, joaquin miller, mark twain is another person that she got to know over time. >> so she she really gets to know the cream of the crop of the poetry and literary set in san francisco. but ina coolbrith also had a secret in her past.

>> alida george wrote a biography about coolbrith, who was born joseph ina smith, the niece of joseph smith, who founded the mormon church. >> she was very feisty and she stood up to people and she said what she thought. >> and george found examples of her feistiness. at just 15 years old, in a letter to her cousin about polygamy. >> is it right for a girl of 15 or even 16 to marry a man of 50 or 60 to be taken into his harem and enjoy the pleasure of being his favorite sultana for an hour, and then thrown aside? this is of god, is it? no, never . never, never. >> ina did marry at age 19, but after losing a child and divorcing her husband in 1851, she took her mother's maiden name and found solace and joy in writing about nature and san francisco. in one poem about the california poppy, she wrote her

golden glory thou of hills and plains lifting exultant every kingly cup brimmed with the golden vintage of the sun. evie groch, president of the ina coolbrith circle, says those poems still inspire. >> i saw her as a trailblazer. there is a universalism about her messages anticipating death and loneliness and loss, and yet not losing hope at the same time. >> many of coolbrith's manuscripts were lost in san francisco's 1906 earthquake and fire, but at oakland's main library, the ina coolbrith collection preserves the photos, newspaper clippings, and poems that did survive her poems in the overland monthly literary magazine now sit on the shelves. another chapter of her pioneering life, she was oakland's first librarian, and for 20 years she mentored oakland's youth, including a young boy named jack london. >> she had an influence on jack london's life, isadora duncan.

all of these people had oakland ties, and so i think that's her, her lasting legacy. >> that legacy lives throughout the bay area, in quiet corners in berkeley. there is an ina coolbrith path with a marker at the stairs up to grizzly peak in oakland. her bronze statue stands with other humanitarian heroes at a park on 13th street and in san francisco, there is a special place in ina coolbrith's park with a plaque called poet's corner, where visitors can sit and contemplate life and love and the natural beauty that inspired one of california's pioneers as jana katsuyama ktvu fox two news. >> we have some wet weather outside right now. it will kind of translate into the overnight hours, into the early morning, and then should fade away fairly quickly. there will be a few scattered showers on the morning commute, but most of it should be out of the area. the heavier stuff which is occurring now,

these are the temperatures from today. it was cooler today than yesterday by a good five degrees. it's wet out there on the roads. it's still coming down. yeah, you can still see it coming down on the golden gate bridge. just really heavy mist. depends where you are. but we've seen over a half inch of rain in parts of the north bay. quarter inch for some of the heavier spots in the marin watershed and the coastal hills of pacifica, and then in the regular san jose and the valley livermore valley, just a 10th of an inch or under. so it's been pretty light, as you see the radar right now, you can see the heaviest rain is moving out through the area. that is it. that's the line that once that clears out, the main event will be over. it is the main event for this particular weather system. this system, as i mentioned before, is pretty powerful way up here where it's grinding away and creating big winds, big surf and big rain. and we're just on the southern end, so we're seeing less dynamics, which is pretty typical for this time of year. as the jet stream starts to recede to the north, there's the line and it's moving out. and as

it moves out, we start to dry out a little bit. there'll be some more scattered showers probably in the morning hours. let's take a look at the model. here we are now. here we are tomorrow morning. right. tomorrow afternoon. maybe a sprinkle, but probably not. and then here we are friday morning. this is the system now dropping down. and the dynamics the most powerful part of this storm is going to be kind of south of us. and we're going to be kind of in this sector that's not so great. so you see it spinning it through. so that is at about friday night at around 6:00. so friday morning dawns pretty dry. and then it ends up pretty wet by friday afternoon. and then saturday morning and then saturday afternoon. so it's just scattered showers. saturday doesn't look half bad quite frankly, compared to where what it looked like a couple of days ago. so right now i think your best day on the weekends clearly going to be sunday. but i think saturday you're going to get stuff in, and then on friday it's going to be kind of the
