baseball, and with it's likely to be the final season for the oakland a's at the coliseum, we'll tell you what a's fans are planning on today's opening day. the news at noon starts now. >> this is ktvu fox two news at noon. >> good afternoon and thank you for joining us. i'm andre senior. >> i'm gasia mikaelian a rally this morning outside an oakland laundromat to support a 65 year-old woman who was attacked by two women while working there. ktvu crime reporter henry lee live outside the business to bring us the latest henry. >> yeah, this attack was caught on video, and those who showed up today say they are upset that just one of the alleged attackers was just cited and released only by oakland police. they say more needs to be done to protect oakland's small businesses. now, the victim in this case, 64 year old 65 year old ruth wild, was attacked by two women while working at woody's laundromat on park boulevard in oakland. wild says she told one of the women they had arrived too late to start their laundry on march 16th. they left with their clothes and

drove off, but they came back 40 minutes later and began yelling at wild, saying they were missing some of their clothes. they demanded she check the laundromat surveillance video, but wild does not have access to the video. the woman in blue grabs her and pushes her against the machines. a few minutes later, the woman in yellow makes a punching motion, then hits her, knocking her to the ground. the woman in blue then grabs her once again, drags her, and pushes her. oakland police arrived, but ended up only sighting the woman in blue. no one of is physically arrested and that's frustrating to wild laundromat owner robert ma and those who showed up today to support them. >> oakland police department that, for everybody that you have to think of the victim and you have to do something about it to put criminals away and i'm afraid i want to go to work, but i'm afraid. but you got to change it. so victims have rights. >> every day we are being reminded of how bad it is on tv.

we are living in a dystopian society. this is a dereliction of duty, of our leaders. that's right. yes. the worst is the attack on our aging population. >> now, wild has not been back to work since the attack. afraid that these women who she's never seen before will come back. now, oakland police have not said whether they're going to take a second look at this case. either way, it will be up to the alameda county da's office to determine whether any charges are filed against one or both of the women live in oakland. henry lee ktvu, fox two news. henry. >> thank you. new at noon. disgraced former windsor mayor dominic foppoli, who is accused of multiple by multiple women of sexual assault, will not face state charges. the state attorney general's office is suspending its criminal investigation into foppoli. the decision comes nearly three years after more than a dozen women accused him of sexually assaulting them. the ag's office reviewed the investigation done by the sonoma county sheriff's office, as well as conducted its

own investigation, and says there is not enough evidence to warrant filing charges on the cases, not barred by the statute of limitations. however, its investigation remains open. the co-founder of cryptocurrency ftx , sam bankman-fried, has been sentenced now to 25 years in federal prison for fraud. the judge announcing that the sentence reflects the, quote, risk bankman-fried could do something similar in the future. the bay area man was once hailed as a cryptocurrency mogul who had tom brady and steph curry endorsed his services, but a jury found the 32 year old guilty of two counts of fraud and five counts of conspiracy. prosecutors accused him of swindling billions of dollars from investors. the investigation into this week's deadly bridge collapse in baltimore continues. officials say four people now are being. are being sought. the bodies of four people are being sought right now, and they're going to do that after the debris from the wreckage is removed. connor

hansen has the latest developments from maryland. >> emergency crews are pausing search efforts and moving into a salvage operation as they try to find more victims from tuesday's bridge collapse. now, the focus will be on removing debris and reopening that channel. divers recovering the bodies of 35 year old alejandro hernandez fuentes and 26 year old darlene roniel castillo cabrera on wednesday. the two construction workers were on baltimore's francis scott key bridge when it collapsed tuesday morning after being struck by a ship. crews are now clearing debris to recover more victims. we're now moving from a recovery mode to a salvage operation. the national transportation safety board says the ship's first sign of distress came less than three minutes before the collision, when the vessel's harbor pilot called for tugboats in the area to respond. within a minute, police officers on both ends of the bridge were ordered to stop. traffic. officials estimate the entire investigation into this crash could take up to two

years. meanwhile, ship traffic into and out of the port of baltimore is suspended. maryland officials say about 140,000 jobs are related to port activities, raising concerns we could potentially see a significant economic impact between 100 and $200 million of value that that comes through that port every day. >> and about $2 million in wages that are at stake every day. and that's one of the areas we're most concerned about. >> the ntsb says it's interviewing two harbor pilots who were on board the ship when it crashed in baltimore county. conner hanson ktvu, fox two news, a west point cadet from pleasanton, has died in an accidental drowning. >> 21 year old haven morris died on monday while on spring break in florida. officials with the us military academy say that police in fort lauderdale do not suspect foul play. morris, tactical officer at west point, described him as a bright young man with a determination to succeed in all he did. the speed

limit around schools could drop lower than the current 25 miles. an hour if a new bill becomes law. the person behind it represents the south bay community, where a child was killed while walking to school. ktvu allie rasmus explains the proposal and brings us reaction. >> the safer school zones bill would cap speed limits around schools to no more than 20mph. >> i'm all for it, actually. in the school zone. >> lorna wilson has been a crossing guard at castlemont elementary in campbell for more than a decade. >> we get bursts of rush hour and i'll tell you that a lot of times it's the same drivers doing the same things. >> reporter she thinks a slower speed limit might help. i love it, i hopefully drivers would, would adhere to that. south bay assembly member mark berman's bill would also mandate signs go up around schools that list the specific times those slower speeds would apply. >> the kind of generic times are 7 a.m. to 10 a.m. and 2 p.m. to 5 p.m, but with the ability for

communities to change those times, he says, that will help with enforcement instead of it being some arbitrary standard or subjective standard of when children are present. it's clear times parents support the idea. >> it makes sense. it makes sense, especially around schools . makes sense because some people just zoom through. we are determined that jacob's death not be in vain, and this is one more step in the right direction . >> in september 2022, eight year old jacob villanueva, a third grader at castlemont elementary, was struck and killed while in the crosswalk on his way to school. a homemade memorial marks the spot where it happened. after that tragedy, the city and the school district made changes to the intersections around castlemont elementary, adding these pylons and moving the stop line several feet away from the crosswalks. >> traffic violence is the number one cause of death for california's school age children. it's not disease, it's not guns. it's not drowning. it's getting hit by a car policy

makers joined school board members and local leaders outside castlemont elementary this morning, with the hope that these safer school zones act will help change that tragic reality. >> a state assembly committee will decide whether to move the bill forward at its meeting next month in campbell. allie rasmus, ktvu, fox two news. >> today marks likely the final opening day for the a's in oakland. large protests are likely as fans want to ensure their frustrations over the team's move are felt. and now organizers of the protests say they're worried about public safety. ktvu bailey o'carroll spoke to organizers ahead of the big day. >> it's the beginning of the end of an era at the oakland coliseum, with the a's set to move to las vegas. this evening's game between the oakland a's and the cleveland guardians will likely mark the last opening day that the a's play at the ballpark, and it's exactly where thousands of fans are expected to boycott. >> we're hoping to get 15, 20,000 people in that parking lot, and it's going to be a huge, huge party. and basically

it's an opportunity for people that weren't going to give their money to fisher anyways, to have an opportunity to come together, celebrate as fans, we got tons of activities, planned. there's going to be food, there's going to be games, there's tons of giveaways. >> instead of spending money on tickets, which organizers say a's owner john fisher will use to help pay for the team's relocation. instead, they're hoping to send a clear message to fisher by having more fans outside the stadium than in it. >> we just want to let mlb know that we're here, we're ready. we've got money to spend on on a on our season tickets, when they get a new owner, when they get somebody who wants to invest in the team, in the roster, in a stadium. >> in a statement, oakland mayor shang tao said oakland sports fans are the best in the world. i'm proud of the a's fans efforts to demonstrate to the baseball world that professional baseball belongs in oakland. some organizers and fans are planning on showing up as early as noon, even though the team is opening the parking lot much later than normal. just two hours before first pitch.

the first government wide regulations. caroline shively has the details from washington, d.c. >> the use of artificial intelligence is overflowing from teaching machines how to make better beer to transforming the us military and the entire federal government, which increased ai contracts by almost 1,200% over just a year ending last august. so now the white house is unveiling three new requirements for federal agencies. they now must publish a list of the ai systems they're using, verify there is no danger to the public, and name an ai chief for each agency. >> the american people have a right to know that when and how their government is using ai. >> the private sector has already felt the shady side of artificial intelligence, with stars like taylor swift and kelly clarkson having their likenesses used to hawk diet supplements and fake giveaways. while other artists have had their voices copied. >> i heard a demo a while back, i said. i don't even remember writing that song. they went, you didn't! >> but now some republicans in

congress say the white house approach is an overreach and could put the us behind other countries in the race to lead the world in ai. >> unnecessary new laws could stifle ai innovation, slowing the arrival of life enhancing and life saving breakthroughs. not to mention, we don't want china on our heels. >> the treasury department has also released a report that says banks are struggling to fend off ai powered scammers trying to get to americans money in washington. caroline shively, ktvu, fox two news a winter weather advisory is in effect for the greater lake tahoe area. >> light snow all day yesterday caused low visibility for drivers heading up the mountain passes. chain controls are currently in effect on both highway 50 and interstate 80. keep that in mind if you plan to drive up. high winds might also hit the sierra, so do expect some delays, even road closures. mountain resorts are touting great spring conditions in tahoe. there's heavy snow in the forecast for friday and saturday. hope you're with us. earlier this morning on the nine when we spoke with tucker nord from boreal mountain, he says. right now the snowpack is about average for the date.

>> this season. we are, like i said, average snowfall to date, which is great to see. it makes it available for people to drive up the roads to get here, which is great. >> nord also said that for skiers and boarders who can't make it up this weekend, boreal has said its closing date for april 14th. and andre, you know i like a bargain. they have a $25 lift ticket day next friday. not tomorrow, but a week from tomorrow. it's cheap. that's like nothing. yeah that's like nothing compared to what they normally cost. if you're free, that's a good day to go up on that. >> all right, speaking of which, let's check in with berta gonzalez. now she is here tracking the conditions up in the mountains. now >> yes. and how about if we go ahead and take a bird's eye view of the greater lake tahoe area? how about this time around? we're keying in on tahoe keys and look at just how gorgeous it is. you see the billowing clouds in the distance there over the ridge of the greater lake tahoe area. those clouds are squeezing out some snow around the blue canyon area, but so far, nearly a foot of snow has accumulated in homewood, palisades and kirkwood, with both eight inches

of snow and sugar bowl rounds, the pack at nine full inches and yes, more snow is coming. let's go ahead and take a look at the current conditions. blue canyon with the snowfall 33 degrees. it's also 33. you saw that bright sunshine and the great lake tahoe area. it's 36 degrees in truckee. and the bottom line is, if you're heading there, you better go now, okay. because we do have some light snow developing on friday. breezy to windy conditions, additional snowfall and this will be heavier snow with the wind as well. on saturday in the high sierra, we're talking about a foot of snow anticipated in the higher elevations above 7000ft. now we are talking about some wind gusts. yes, we've seen them today. so far. today we do have that wind advisory that goes into effect for tomorrow. right now, picking up some hit and miss scattered showers north of the golden gate bridge. also some light rain showers around the santa clara valley. this is just some spotty backwash that's all associated with that front that plowed through the bay area

in the overnight hours and for the morning commute. right now, our current air temperatures mid 50s tri valley. it is 58 degrees at sfo. it is now 60. in san jose. the winds are relatively under ten miles per hour, but these winds will be picking up later today out of the southwest and increasing 5 to 15mph. and yes, that wind advisory goes into effect for our friday at 11 a.m. now, it does encompass the peninsula, the santa cruz mountains backing all the way into monterey bay, the highest elevations of the east bay as well. it is void of the north bay, but i wouldn't rule out those breezy to windy conditions there as well. in fact, you could see that wind advisory be issued for the north bay beginning with tomorrow. the national weather service is the one that issues these watches, advisories and warnings, so we'll have to keep you posted. here's our storm tracker. and the radar beams are up and they're sweeping the bay area. and again this is our futurecast. and you see it is a dry evening commute. however beginning with tomorrow

morning's commute, official sunrise is at 658 and we're going to see the rain beginning in the north bay, sweeping across the golden gate bridge into the peninsula and gradually traversing to the eastern portion of our bay area. here is your friday, about this time tomorrow, you see the more vigorous and heaviest precipitation offshore, pounding the santa cruz mountains and the monterey bay area by friday afternoon. so please keep that in mind. if you have any traveling plans for your easter weekend. it's going to be a wet friday afternoon hit and miss scattered showers by the evening commute as all this traverses on over to the sacramento valley and lifts up towards the greater lake tahoe area. but this is a cut off low, so it's just spinning its wheels. it doesn't have any support. it doesn't have that jet stream to push it and move it out of the area. and that's why we've got to say spotty showers on saturday, blustery conditions as well as the core just meanders off the immediate coast. and then as we forge ahead towards your sunrise services on easter sunday, it looks wet to the north. but this

were flooded and destroyed, and those living here had to evacuate to shelters, hotels and to live with friends or family. >> moved out, lost my car. lost your car? yeah. basically, this is the main thing. just the car, miss cosa. >> ya. she lost all of her clothes and all of her personal belongings when we were evacuating. >> our street was like a river already. and so we had to leave behind our animals. and then when we got home three weeks later, there had been water under our house for 2 or 3 weeks. so the water started seeping under the floors. >> many residents say they were able to get short terms, help for housing and other immediate living assistance from federal and state programs, but now monterey county is managing $20 million worth of direct financial aid to both businesses and residents. businesses could receive up to $100,000 to help with rebuilding, and any individual household could receive up to $15,000 in cash assistance.

>> so we're encouraging all of the residents in pajaro who are living and were evacuated on the 10th of march to come and apply. >> the money comes from the state, which approved special legislation to help with the recovery. in pajaro, supervisor glenn church represents pajaro and says the rebuilding process has brought the community together in a way he never thought possible. church feels the community could come back even better than before. >> there's been multiple floods and there's, you know, it's always been like, put a band-aid on it and move on, this thing this time is different. the residents here are more organized. >> back at the assistance line, the rina muhammad says any cash assistance will be a huge help. >> how much will it help you? >> oh, it'd be so amazing. >> it would be so amazing. >> so many people came here to register on this first day. they were given numbers and many will have to come back later in order to officially register for the program. reporting in pajaro, i'm mark sayer, ktvu, fox two news, caltrain is retiring a part of its history in order to make way for the future.

>> caltrain moved 32 older generation passenger cars from its san jose and san francisco rail yards to a sonoma-marin area rail transit facility in petaluma. these rail cars debuted back in 1985 and were taken out of service last year. this retirement clears space for caltrans, new electrification project and new rail cars in september, some women taking to social media saying they got pregnant even though they were on birth control while using medications such as ozempic or wegovy to lose weight. >> they're being called ozempic babies. some healthcare professionals say they have seen cases in which oral contraceptives fail in women using the weight loss drugs. they say those medications slow down stomach emptying and affect how food and medications are absorbed. >> it can affect the absorption of a pill because it affects digestion. there isn't a directly labeled, warning for that, so we haven't seen any direct evidence of that. but it is a concern for oral medications. any of them, including birth control, women

while working at a laundromat. a rally happened this morning outside woodies laundromat on park boulevard. 65 year old ruth wilde was attacked two weeks ago there by two women. was caught on surveillance video. the women were angry. laundromat customers. they knocked wilde to the ground and dragged her. police responded, cited one of the women, but made no arrests. wilde has not been back to work since the attack and is afraid the women will return. >> you have to think of the victim and you have to do something about it to put criminals away and i'm afraid i want to go to work, but i'm afraid. but you got to change it. so victims have rights. >> oakland police have not said whether they'll take a second look at this case. either way, it will be up to the alameda county da's office to determine if either or both women will be

charged with a crime. >> an investigation continues in pacifica, where police shot and killed a woman. it happened yesterday morning just before 8 a.m, outside of an apartment complex on francisco boulevard, just west of highway one. officials were called to the scene after a man said his mother had just shot him. when police arrived. they say the woman was driving away and pointed a gun at them. that's when the officers opened fire and the woman was killed. people who lived nearby were shocked by what happened, they tell us. >> i've lived here since 1974, and, i've not seen anything like this. >> it's horrible. i i feel for her family. i pray for her family. >> authorities have not told us what led to the mother shooting her son. they also haven't released their identities. the sun reportedly being treated at a hospital. >> oakland's new police chief is now in the city. the mayor is promising a positive impact once he's on the job. >> he's not flashy, but he will roll up his sleeves and do the

real work, that real, impactful work to ensure our our community's success. >> before coming to oakland, floyd mitchell was police chief of lubbock, texas. >> i'm just going to say my experience in just trying to collaborate and build strong relationships with everyone involved, the adage that everyone has a seat at the table and what we all do and say matters. >> chief mitchell says he's committed to continuing reforms within opd, as that department appears close to emerging from federal oversight, but absolutely optimistic. >> you know, we have learned about his efforts around crime reduction, about community led, community involved policing. the new chief says he has a lot planned for his first 100 days, including meeting with key stakeholders such as the federal monitor oversight, overseeing reforms, rank and file command staff and citizens and business owners in oakland. >> he's set to start on the job in late april or early may.

>> a seventh prison guard has been sentenced for his role in the sex abuse scandal at the women's federal correctional institution in dublin. a federal judge sentencing, sentencing former correctional officer nakia nunnelly to six years in prison. in september, nunnelly pleaded guilty to several counts of sex abuse involving inmates at the prison. >> i think the judge really put it perfectly and the silent rage this has been going on for so long. i have sat through a lot of these. spoken to a lot of women at the facility who've been abused and it's horrific. >> earlier this month, the fbi raided the prison. no criminal charges have been filed as a result of that operation. the assistant u.s. attorney will interview candidates next month to oversee the prison. a new fence was installed in san francisco's tenderloin by a nonprofit group in an area known for being the site of an illegal drug market. the new aluminum fence is located at the entrance of an apartment community. the hope is that the fencing will keep drug dealers and users away. some say the fence is a

step in the right direction, but others doubt it will help clean up the area. they will do the drugs right in front of you like it's just dangerous. >> you. it's already bad at daytime. you do not want to be down here at night time. it's like not going to stop them because it's like we've been in san francisco for so long. they're going to find another spot, another way to sell their stuff. >> i hope this works and keeps it clean and helps the neighborhood. >> well, just last week, san francisco police cited 30 drug dealers in the tenderloin seized over $11,000 in cash and more than 3100g of narcotics. sources tell us the group does have a permit from the city to allow the fence on the public sidewalk . residents wonder why the city hasn't led the way to curb crime and drug use. >> two people were arrested at a starbucks inside a santa clara target store on charges of stealing stanley cups. 26 year old kevin torres cruz is accused of jumping over the counter of the starbucks, grabbing a box full of limited edition stanley cups and trying to run out of the store. 24 year-old hazel dominguez. vera is accused of trying to grab a bag containing

a limited edition stanley cup out of the hands of a customer. both were arrested tuesday and booked into the santa clara county main jail. an emotional reunion now between a family and vacaville police officer. three years ago, the officer found three brothers in horrific living conditions. now they're together as part of a loving family. ktvu amber lee tells us the family invited the police officer to be part of an adoption ceremony. >> james lancaster is starting a new chapter with his sons. he and his wife may, recently adopted three biological brothers they fostered. >> we're hunter sent all in. >> three years ago, vacaville police received a call from the boys biological mother, who reported that one of her sons went missing from her apartment. officer isaac stevens, a rookie at the time, decided to do a welfare check. he went to the apartment and described it as being filthy. >> i was shocked to believe that kids were living in conditions like this. >> stevens tells me the boys,

the bay area's literary pioneer. she gained fame. >> she gained fame as california's first poet laureate. jana katsuyama shows us how ina coolbrith broke many conventions of her time, and how she is still celebrated today. >> just past the mason street cable car line, halfway up san francisco's russian hill is a park where occasional tourists and neighborhood dog walkers take in the spectacular views. the park bears the name of a once famous san francisco woman who many people now don't know. okay >> that is. no, i have no idea. please, i know cobra. no idea. >> ina coolbrith was a literary legend in her day. a poet whose life reads like an epic novel, a pioneer who became california first poet laureate. >> it was bestowed on her in 1915 during the pan pacific international exhibition, which was a really big deal. >> christopher pollock is san francisco's park historian.

>> she lived just a block away, down, down the hill to the south. >> he says coolbrith's friends were some of the most well-known writers of the west. bret hart, joaquin miller, mark twain is another person that she got to know over time. >> so she she really gets to know the cream of the crop of the poetry and literary set in san francisco. >> but ina coolbrith also had a secret in her past. alida george wrote a biography about coolbrith, who was born josephine smith, the niece of joseph smith, who founded the mormon church. >> she was very feisty and she stood up to people and she said, what she thought. >> and george found examples of her feistiness at just 15 years old, in a letter to her cousin about polygamy. >> is it right for a girl of 15 or even 16 to marry a man of 50 or 60 to be taken into his harem and enjoy the pleasure of being

his favorite sultana for an hour and then thrown aside? this is of god, is it? no. never, never, never. >> for ina did marry at age 19, but after losing a child and divorcing her husband in 1851, she took her mother's maiden name and found solace and joy in writing about nature and san francisco. in one poem about the california poppy, she wrote her golden glory thou of hills and plains, lifting exultant every kingly cup brimmed with the golden vintage of the sun. evie groch, president of the ina coolbrith circle, says those poems still inspire. >> i saw her as a trailblazer. there is a universalism about her messages anticipating death and loneliness and loss, and yet not losing hope. at the same time, many of coolbrith's manuscripts were lost in san francisco's 1906 earthquake and

fire, but at oakland's main library, the ina coolbrith collection preserves the photos, newspaper clippings, and poems that did survive of her poems in the overland monthly literary magazine. >> now sit on the shelves. another chapter of her pioneering life, she was oakland's first librarian and for 20 years she mentored oakland's youth, including a young boy named jack london. >> she had an influence on jack london's life as a dora duncan, all of these people had oakland ties, and so i think that's her, her lasting legacy that legacy lives throughout the bay area in quiet corners in berkeley, there is an ina coolbrith path with a marker at the stairs up to grizzly peak in oakland. >> her bronze statue stands with other humanitarian heroes at a park on 13th street and in san francisco. so there is a special place in ina coolbrith's park with a plaque called poet's corner, where visitors can sit

mostly cloudy across the santa clara valley. we do have a shower over the gilroy area right now, and a hit or miss scattered shower anywhere around san bruno backing through all the way into colma. temperature wise into the 50s, across the board 55 and throughout the tri valley. it is now 60 apiece in fairfield, fremont and in san jose. san francisco, now sporting 60 degrees, the winds are relatively slight. under ten miles per hour will be picking up later today out of the southwest, 10 to 15mph. but it is tomorrow when the winds rotate to the southeast, and we do have a wind advisory going into effect. some of these winds up to 25. so anything loose in your backyard, it's going to go down the street. just keep that in mind. and we could potentially see wind gusts up to 45mph. it's all that blue highlighted area. not sure why the national weather service has not issued it north of the golden gate bridge, but that still could come. it still could happen. this is a cut off low. so these are difficult to forecast actually. and when you have a cut off low, what this means is the area of low pressure is cut off from the jet stream that guides storms along

a particular path. so therefore this system has no support to kick it out of here. so as we go through our futurecast, it's incoming system looks like it wants to start providing some rain showers north of the golden gate bridge by at least 8:00 in the morning. drifting into the peninsula, then gradually marching towards the east bay. the more ominous situation with the moderate to heavy downpours and the potential of an isolated thunderstorm, is still well offshore. it will interfere with your friday afternoon plans also into the early evening, and then a bit of a break until your saturday morning hit and miss. scattered showers again and gusty winds and you see that low just meanders off the coast. and that's why we have to say just a slight outside chance of a shower for your easter sunday. but for the most part, we enter a dry and warmer period for your monday. about 7/10 of an inch of rain expected around the half moon bay area. meanwhile today we're talking about 50s at the beaches. high 50s, vallejo, benicia, martinez, american canyon tonight into the 40s with the rain developing after midnight. and your extended forecast does call for the wind
