details just coming in in the last hour. 480 surveillance cameras on city streets and along highways in oakland from interstate 580, in downtown to the beleaguered hegenberger corridor. the governor made the announcement in a 32nd video he released on social media this morning. it was a prerecorded video near hegenberger avenue, so we did not have a chance to ask him any specific questions about this plan he just announced. but his office said that the california highway patrol and the oakland police have signed a contract together with a company called flock safety. flock safety is the same company behind the license plate reader cameras that already exist in many other bay area communities like piedmont, san leandro and now berkeley. the cameras that are being installed in oakland, though, will do more than just track license plates, according to the governor's office. they will also be able to identify the make and model of vehicles and other features specific to the car, like roof racks and bumper stickers. the cameras can track the vehicles in real time, and that video will be stored for 28 days after the broad strategy, not just a

>> even next weekend, sal looks like another system dropping in. wow. that's that beat. i mean, into april, you're like, okay, but we have not had, i think, the longest stretch we've had of dry weather going back to december was seven days. that's almost unheard of for us now. we have i was telling garcia yesterday, we have not had a lot of rain. we're on near average, but we've had a lot of number of days of. rain, even if it's only a 10th of an inch or a quarter of an inch. all right. our system is beginning to make its move really impressive for the end of march. the only caveat, i would say is the upper low and the surface low, which are bottoming out here. it probably by this evening might just be a little too far offshore. now, if they move a little bit closer, then all bets are off. but it's going to be close. call either way, we're going to get wind and rain out of this. and i think some thunderstorms will pop up already. some lightning strikes off the mendocino coast and the line is beginning to form here,

coming in on parts of the santa cruz coast on the peninsula as well. and boy, this is happening fast. so we're you know, this is you're we're getting the prefrontal and then we'll get the front. the low will be the key on all this. but thunderstorms with hail wind advisory as well. santa cruz mountains, mount tamalpais, marin county i think will get the most rain out of this. they're in the favorable setup for this kind of a pattern, but pretty dynamic and vigorous system for this time of year. but santa cruz, you can see over two inches being forecast between now and late late saturday, early sunday. wind advisory starts at 11 a.m. friday goes through 5 a.m. saturday. should start to see some breaks saturday afternoon, but i do. i do think we'll continue to have some activity taking us well into the weekend here. strong southeast wind beginning to show itself, lines forming here, so we'll get some moderate heavy rain. then we'll pick up this whole scenario later this afternoon. tonight, as the system continues to get stronger before it starts to slide down the coast. this will be probably a bigger deal for central california and also southern california, because they could get some excessive rainfall down there. winter storm warning starts takes us into sunday morning as well. rain. wind. thunderstorms. cloudy. cool morning light to

moderate rain, but rain and wind will continue to pop up throughout the day with really cool lows. so can you give us some nice weather? yes, but probably not until early next week. >> i just distinctly remember feeling really left out. i actually have this memory of feeling a little bit resentful that i couldn't be a part of this eclipse in some way. >> well, astronomers are making sure people who can't see the solar eclipse next month will still be able to experience it in their own way. we'll tell you what we mean after the break. >> a quick run out to our newsroom. now we'll bring us andre senior. as you look ahead to the next hours of mornings on two. >> well, an east bay woman following her father's footsteps will tell you about the bay area's barrier breaking first female drag racer. and while that type of racing is legal, the next one is not. when you join us on the nine, a nine year old leading police on a chase, tearing through the streets of a northern california city and

you know, today is good friday. all right. well, the stock markets are closed today in observance of good friday, but there are still some fresh economic news. this morning. >> pam cook is back in the studio with that. and good news about the quarter just wrapping up in dollars and cents. >> yes, very good news. as the quarter wrapped up in march here, the s&p 500 at a new record high just posted the best quarter since before the pandemic. when the markets opened back up on monday, investors will have some new economic data to digest. this morning's report shows the key inflation rate, the one the fed watches, rose 2.8% in february that matches expectations, consumer spending and personal income are up as well. now. the biden administration issued the first government wide policy on the use of artificial intelligence by federal agencies under the new regulations, federal agencies must now publish a list of the ai systems they're using. each agency must also name an ai chief. some republican in congress say the white house approach is an

some people do have the day off. markets are closed, and it is going to be a very nice drive all over the bay area. don't go too fast. you know, chp doesn't take time off, but, it's cold out there. oh my goodness. you know, steve and i talk about that. this could be one of those weekends where i stay inside and light my fire and sit by the fireplace because, boy, this is supposedly spring, but it's cold. in fact, let's without further ado, let's bring steve back in here to talk about the weather. because you and i have been talking about this all morning. it's march is going out like a lion, not only that, sal. >> i plan on being home at 5 to 1, no doubt about it. >> there you go. >> thank you. sir. i'm trying to contain my enthusiasm. you get too excited when there's. i know, i know, but this is a big system for the end of march, and sal is absolutely spot on. it is cold out there. rain has started already, and some of the forecast projections really
7:53 am
deepen this system even more. which means what stronger? the only only bugaboo would be? it might stay a little bit too far offshore being the surface low and the upper low, which is right there. it will be close enough that we have to mention it, but that's the only fly in the ointment i could see is that it might just stay a bit too far offshore, for in order for it to be what we consider a home run. but boy, it's close. all the ingredients are there. rain is moving onshore. many of you probably already have some by now. and sal's right. it's cold out there. look at that beginning to slice into the san mateo coast peninsula. santa cruz, santa cruz mountain, san jose area. our good friend john borelli just sent me a message on twitter, said cold rain down here. that's true. that's why it's going to be unseasonably strong system for friday and saturday for the end of march. it is going out like a big, cold, roaring lion. thunderstorms possible with hail. i think marin county, santa cruz mountains will get the most rain out of this. after everything's said and done, we should actually start to see a few breaks by saturday as the low starts to go down the coast.
7:54 am
but i don't, you know, i just keep an eye on things here going all the way, even into sunday afternoon evening. but marin county and santa cruz area looks to be the brunt of what would be the heaviest rain wind will be picking up here. wind advisory starts at 11:00, goes through 5 a.m. you know, i try not to hype anything. no hyperbole as i say, but this is a pretty good looking system for us for the end of march. and it's more of a winter like, not a spring system. but, you know, we're just we're just early into spring technically, but you can see the system moving onshore. the front still has a ways to go that low continues to wrap up. and now again, see how far off it is though it needs to move a little bit more to the east. and that's kind of that's kind of the fine line there. will it move far enough east to give us more activity. but winter storm where this is more of a rain and wind system than i think it is snow system, but wind going up 15 to 80 might be a bigger issue today than snow by tonight and tomorrow. rain, wind, possible thunderstorms here 50 on the high. really cool day for us here, the good news is, though, i think by the time we get to early next week, we'll be back

8:18 am
haven't had. you said something earlier, steve, that, i perked up. we haven't had high pressure for, for a long time. an extended period of high pressure . >> that is correct. based on. i looked at this about a week ago. i think the longest dry stretch we've had going back to december was seven days. now. again, even if you only pick up a point oh one or a .02. and i was mentioning this to garcia yesterday, most locations are only around 100% or so, a little bit below, a little bit above that. but the number of days of rain has been unbelievable because we haven't gone past seven dry days, which is, as you know, unheard of for us during december, january, february and even into march. that trend has continued, and i do think april is going to stay active as well. the trend is your friend and believe me, the trend is if you don't like it, unfortunately it's here. that's a strong system, unseasonably deep system, heaviest rainfall. i think will be marin county, south marin county and down towards santa cruz mountains. just looks to be there. set up for this as much better than
8:19 am
other locations. the key kind of this though going forward though is its wind and rain. but the upper low, while impressive, might be just a bit too far offshore for us to say hit a home run with this system. but rain is moving south to north, some right there through marin county and get some bursts of moderate rain. same thing on the san mateo bridge on the hayward side. you can see that there kind of moving through santa cruz, santa cruz mountains as well. so we're on our way to this system giving us rain, wind, surface wind is out of the south or southeast. not too crazy yet, but it is picking up sfo, palo alto, san jose, all southeast, hayward, southeast and in the hills starting to crank up as well. all southeast. that's front direction. so wind advisory starts at 11 a.m, goes through 5 a.m. tomorrow. this could be a bigger wind deal than it would be a rain deal, but as far as the heaviest rain areas that have a southwest facing, you know, hills, santa cruz mountains, mount tamalpais probably will get the most amount of rain after everything is said. and done. anyway, you look at it, the system continues to deepen. that's pretty impressive for us at the end of

march. so wind and rain, rain, wind, whatever you want to call it with wind, i think for the sierra, then snow. but winter storm warning is out. that will take him. i think it's cold air doesn't really arrive until late tonight. tomorrow? that's probably their best bet for snow coming down. rain, winds, thunderstorms here. light to moderate rain. both wind and rain should pick up though later on the low starts to slide south tomorrow morning and there will be a bigger impact for, i think, central and southern california rain wise. then for us 50s. unseasonably cool for us. possibility of thunderstorms on saturday. sunday morning looks okay. we should get some clouds late, but then early next week. there it is. we do it for you. low 70s steve. >> thank you. 819 a celebrity sighting throughout northern california earlier this year. we now know when leonardo dicaprio's new movie is set to hit the big screen. >> detroit host city for the nfl draft this year. getting help from a couple of falcons. and we're not talking about the atlanta falcons, how these big birds are helping the city prepare for a f od of tourists

our bay area weather, i know a lot of us can just, you know, pop open a weather app and look at the numbers. but steve calls it the way you tell the story of the rain and wind that's moving in in the coming hours. really frankly, helps us plan our weekend. >> well it's arrived. garcia. thank you. but that's true. this is this system for us this time of year is not one we see too often. and already showing up here have been some numerous lightning strikes. so that is a definite possibility as we go throughout the day into tomorrow would be some thunderstorms forms. initially what we're getting is this is the warm front sector, but the light rain has already started. some of the forecast projects have kind of trimmed back amounts on rain. still think marin county, mount tamalpais, the santa cruz mountains will get the bulk of this heaviest rain by tonight into saturday. you can see i mean, there's some pretty decent amounts being shown, but other locations look at livermore, fremont, concord, not so much. now i you know, it just depends on the path of the low. but we'll still see some activity into sunday. but some areas will get good rain. others probably like we didn't get much. and that's just kind of the pattern this is showing us. but the wind
8:40 am
will be a factor for all here. rain is moving north now along marin county up towards petaluma as well. pretty close. san pablo bay and moving up towards sonoma county. the line offshore, though, has been moving along in the peninsula and then there's more to come here. not only that, but you can get some brief downpours out of this system. but really it's the front. it's the wind that's starting to pick up here. nothing too crazy yet. wind advisory doesn't start until 11 mountain view though up to 16mph. stronger up in the hills though. mount diablo now due south 31. i mean, i know it's not roaring, but it's expected to really ramp up as we get towards this evening when the deepest part of this system will be at its strongest here. so wind advisory starts at 11 a.m. and then goes through 5 a.m. saturday. again, this looks maybe could be more of a wind event than it will be a rain event, but i would think mount tamalpais and santa cruz mountains probably in line for the heaviest rain because they're set up. you get what's the southwest wind? a strong low level jet stream. by that i mean around 5000ft. you can be up at 50, 60mph. that takes any available moisture lifts it,
8:41 am
cools it, condenses it. and that's why those areas would be in line for the most rain. sometimes, though, you can get what's called a shadowing effect. shadowing effects. when you get a southeast wind doing this. i've seen this before. it kind of takes the moisture out before it reaches areas, say like concord or livermore. so if you if you if you're an also ran on the rainfall, it's because a you're probably a little too far east and also because you had some of that shadowing effect. winter storm warning out for the mountains. first it will be wind, then snow later tonight into tomorrow. so rain, wind, cloudy, thunderstorms. other than that, it's a beautiful friday. cloudy, cool morning light to moderate rain. occasionally that rain and wind will be cranked up here by this afternoon, especially this evening. really cold salads mentioned this. our temps are well below average here with 50s. we'll get some breaks on saturday. more rain, possible thunderstorms. i think sunday mornings. all right. sunday evening clouded up but early next week look at that. just like we draw it up in meteorology. 101 sunny and warmer. >> artificial intelligence is taking to the skies. coming up

8:52 am
lifting north some areas only sprinkles. others have had a pretty good little rain already, especially as you go areas south and these lines coming in can produce some brief, moderate and heavy rain. but again, we're just getting started on this system. the only thing i would add is that the wind is really going to crank up here this afternoon. this evening, as the surface low and the upper low get closer to us, they may stay just far enough offshore where we don't take the bulk of this, but it'll be close enough here. strong winds here. so wind advisory starts at 11. if you have a barometer at home some of you do. don't laugh. some of you do it should drop off the table if it isn't already. there's projections maybe around 2930 or 2929 if all comes together here in inches. so i think mount tamalpais, santa cruz mountains, you look like the most favorable areas to get the heaviest rain between now and when we meet again. and our system, that's impressive for the no doubt about it, for the end of march, we don't usually see systems of this nature here. rain and wind. for your friday winter storm warning in the mountains. so snow will be on the go again, especially tonight, overnight into saturday. >> steve. major league baseball
