desperate and dangerous. donald trump has less than 24 hours to pay his multimillion dollar bond. there is growing concern over where the auto crack -- autocratic-loving former president will get the dough. it is not the only reason he is a national security threat. former national security adviser former u.n. ambassador susan rice is here to discuss this and more. abortion pill access. this up in court will hear arguments is weak on mifepristone, which is used in more than half abortions in the united states. reproductive freedom for all. i will be joined to discuss how the court could rule on the first major reproductive rights case since it overturned roe. stretching a third-party threat. the presidential candidates who want one but could have a dramatic impact on the election.

the report also revealed that the majority of that money came from china with saudi arabia and qatar and others contributing smaller amounts. today, we are not talking about foreign leaders staying in a gaudy hotel trying to curry favor with president trump. we are now talking about a wannabe future president trump in desperate need of money to pay a gargantuan fraud penalty to keep his empire in tact. and former president trump lawyer and fixer michael cohen perfectly slept like this is a huge problem. >> it is not about the money. it is not about whether he can or cannot. it is how does he get the money? what if hypothetically comes from my foreign entity? what if it comes from vladimir putin or viktor orban? they could certainly make the payment for him. the united states' national security is on the line because donald will be indebted to a

where he is required to take money from an individual or entity foreign or domestic that he is then therefore beholden to. his financial interests, as has been the case ever since we've had to experienced donald trump, would be foremost in his mind above the national interest. he consistently puts his personal interests and political interests, financial interests ahead of the interest of the american people. as michael cullen said, if there were a situation where he had to take money from a foreign entity of a quantity as large as we are talking here, more than half $1 billion. that would be a great concern. that is one of the many ways that we need to be careful and concerned about donald trump as a threat to our national security.

>> you have several lashes -- national city concerned about trump which are interrelated. which is the foundational concern? his cozying up to autocrats like victor or bond and put two or openly saying to putin about nato, do whatever the hell you want if nations do not pay more for their defense? >> they are linked and of paramount concern. the fact that donald trump has said recently that as far as he's concerned putin can do whatever the hell he wants to nato and attack nato countries . it gives him no concern. it is fundamentally contrary to our national security interests . nato is most effective alliance in global history. 1 billion people on both sides of the atlantic fall under its security umbrella. the only time nato has invoked article 5, the collective defense provision is when we were attacked on 9/11.

we are directly tied up in the security of nato and our partners there. when donald trump says vladimir putin, his dictator friend can have at nato and he does not care, only to be very concerned. >> ambassador, does the fight over funding for ukraine and trump's influence on capitol hill feed into your concern? >> absolutely . the fact that ukraine, which has briefly and boldly fought for over two years , holding off a completely unprovoked aggression by russia and is waiting, waiting, waiting desperately for the united states to join with our european partners and provide the military and financial support that ukraine so badly needs. it is an outrage. we should be supporting ukraine. we are not doing the fighting. europeans are not doing the fighting. ukrainians are doing the fighting.

this is a battle for the future of europe and the future of democracy. vladimir putin has been perfectly clear. if he were able to succeed in ukraine and if that were the case, his intent is to keep rolling into nato countries and other parts of europe. this is not his first foray into other sovereign countries. he did in georgia, crimea and now he is doing in the rest of ukraine. he has promised to take the effort further if we let him do so. donald trump's urging of republicans in congress to block ukraine a is a direct favor to vladimir putin and it underscores why we need to be so concerned about trump potentially returned to the white house. >> the baltic states and poland are especially concerned about what happens in ukraine. ambassador, in your last interview as national security

adviser under president obama, i asked you what would be the number one thing your success would had to worry about. you tell me, what makes you think there is only one. what do you think the dangers facing the united states are that would be is estimated by a second trump presidency? >> we have talked about europe, ukraine and the future of nato and therefore, our national security. we need to be very concerned about two's relationship with china. he has a history of accepting money from the chinese communist party. he has delivered very ambiguous signals to china. we need to worry about the security of taiwan in that event. and our allies throughout asia. trump's message is very clear . he does not believe in alliances . he does not believe in bedrock relationships which have been the foundation of our national security and global

security. he wants to pull the underpinnings out of our alliances in europe our alliances in asia. that is a gift to two people on the planet. the president of russia and china. >> once donald trump is the official republican presidential nominee at the convention in july, he will get access to classified intelligence briefings while he is awaiting trial in federal court on multiple felony charges for violating the espionage act for his handling and mishandling of classified material. should he be able to get those classified briefings while waiting- not even trial. while he stands indicted on violations of the espionage act? >> this is a very serious question. the intelligence community and the leadership will need to take careful stock. this is an

unprecedented situation. never have we had a presidential nominee, much less a former president of the united states, indicted for the mishandling of classified information and efforts to obstruct and cover up mishandling. it is extremely serious. therefore, one needs to be very careful about what information is in his hands until he is president of united states. outcome i am confident we will not experience . in the meantime, we will have the question of whether he would get a handful of classified briefings, as has been traditionally the case for the nominee of the opposing party or party out of office. in the case of no incumbent, both nominees. these are not daily briefings like he received as the president of the united states or even as president-elect. these would be one to three briefings on subjects the

this week he signed an executive order to increase funding opportunities for biomedical research and strengthen data standards biden also announced 20 new commitments by federal agencies, which includes $200 million for the national institutes of health and in an effort to, termite close gaps in women's health research. access to the drug in states that do not restrict reproductive rights. joining me now is mini timmaraju, president of reproductive freedom for all . welcome to the sunday show. the plaintiffs in this case are anti-abortion doctors who argue in the lower courts that the drug mifepristone is not safe to be on the market. mifepristone is 97 point four -- 97.4 effective with low complication rates. this is not about the science, is it? >> no, and it never has been. the other interesting fact about the doctors that filed the case, not one of them is a prescriber of mifepristone. none of them are abortion providers. it is everything from a dentist to a family physician. it is a really wild case. it is why it has been clearly a political tactic to institute a backdoor national abortion ban by undercutting fda authority to authorize mifepristone.

the biden campaign is stepping up its efforts to shore up support in the latino community. during a recent campaign stop in phoenix, the president told latino voters, " i need you back . " pointed out they are the reason he defeated donald trump in 2020 . a new campaign ad highlights trump's racist rhetoric against the crucial voting lock. >> this is a guy who called latinos criminals, drug dealers and rapists. now he says they are poisoning the blood of our country. what the winds is he talking about? the reason we are as good as we are is because we are the most diverse country in the world . >> what the winds is he talking about ? while hosting the 11th hour this week, i was surprised when msnbc could do better maria kumar said her biggest

fear was not that the tune of that latino voters would choose trump over biden, rather her fear is that we choose at third party candidate. reuters reported early scenarios show a third-party candidate is likely to take more votes from joe biden from donald trump. keep in mind, the most prominent third-party candidate robert f kennedy jr. is officially on the ballot in just one state, utah. and claims to have qualified in three others, according to his campaign. other third-party candidates like cornel west and jill stein are expected to garner some votes for no labels focusing on putting together a unity ticket. no labels says that ticket will be on the ballot in 18 states. they have yet to field candidates for said unity ticket . joining me now is maria teresa kumar, president and ceo of voter latino and msnbc could. and cornell belcher, msnbc clinical analyst.

thank you for coming back to the sunday show. i invoked your name. why are you so concerned that latino voters would go for a third- party choice? or, could go for a third-party choice. >> first of all, i wish i was on set with both of you. you both look so dapper, as always. in all seriousness, we are in the business of not understanding polls for the sake of the polls, but how are people's behavior shaping up? one of the things we are learning is latinos do not quite understand the totality of what biden's agenda has done for them. they are susceptible, especially younger voters onto to an instagram. the idea that if you do not like either candidate, perhaps to third- party. let's be clear, a vote to third- party is basically a de facto vote for donald trump. look at how latinos favor donald trump. they simply do not. they recognize it is not just rhetoric, but his policies and his dangerous rhetoric that transmitted to real consequences when it came to

the el paso massacre. and family separation. the reason we saw biden go into arizona and we will see him go deep into bentivegna talking to latinas as well, is that he recommends is that now that he is on the eve of election, he has to demonstrate with receipts what he has done for the community. one of the things i am looking for is not just student loan forgiveness. it is not just lowering the cost of insulin. they will start looking at how is the president talking about immigration reform as it relates to their loved ones? those individuals that have been here for 10 to 20 years, who are essential workers, farm workers and doctor recipients, will he start organizing their need to be safeguarded in the american fabric? >> when requested to you before go to cornell belcher. do you think that we just showed at the top of the segment - do you think it will help blunt the potential threat of

third-party candidates? >> i would encourage the president to talk more about what he has delivered for the latino community and the american public. they need to recognize the reason we are at one of the highest employment rates that we have experienced most recently and why we have lower student loans and in many cases forgiven, is because of the policies they voted for that he passed. he also has to talk about a clear vision. why does he need to be in office for four more years? i encourage him to really embrace the idea of providing pathways to citizenship for undocumented individuals that have been here for decades, who have been paying taxes for decades. the news cycle has forgotten about these immigrants. they are the ones that if you remember, are the reason the gang of eight came together in the first place. it is time for young people to hear from the president why he is going to safeguard their loved ones. that in place in arizona, where

obama's performance in 2016 was almost directly in line with the percentage of young voters who were voting third-party. they are looking for the offramp. again, which i think donald trump is going to get? he will get between 47 and 48%. the difference is biden pulling back together the coalition that maria was talking about. the totality of his agenda is interesting. she is spot on. and hearing the same thing from folks and young voters and african american voters. they do not know what joe biden has been doing for them. their frustrated and cynical. they are not voting for donald trump and they are looking for and that offramp. third-party candidates are the offramp. >> in the focus groups, you hear frustration. does anyone say, do you know about this? do you know about this? >> it is funny. i should invite some of these folks. we might do some next week. what you say when you get them a list-joe biden did executive

if speaker johnson put a ukraine bill on the floor. it has been a redline for her for many other conservatives. what is notable is she is doing this before mike johnson has decided what to do about ukraine aid. his aides are suggesting they will explore different paths with regard to ukraine, israel and taiwan when they get back from the two week recess in april. she is literally firing a warning shot saying i do not even think about it. that will be in the back of his mind when he considers what to do here. we do not even know what he will do yet. >> if you read punch bowl news you know that speaker johnson is a person who holds whatever decision he will make very close. ntg is not the only conservative, who you alluded to, who doesn't like the ukraine bill. congress chip roy also does not like it. here's what he said on cnn. >> look, i think speaker johnson-i have been public about this. he made a mistake when he walked away from the bike bipartisan group that could put
