area, bringing widespread rain and strong winds. good afternoon. i'm elizabeth cook in for ryan today. it is a first alert weather day as this active system moves in, bringing a chance of thunderstorms. on totoday, beyos is a look at the driving conditions on the bay bridge, getting into san francisco. earlier today, very soggy outside. let's take a live look outside right now. the heaviest wave of rain has yet to arrive. meteorologist jessica burch is tracking the wet weather for us. >> let's start along the coast as we head out the door. it was a lot lighter but we are starting to see that rain really ramp up in the communities close to san francisco, all along the peninsula and making its way into the santa clara valley where, by the way, we were seeing reports of a little bit of that snow and that mixed precipitation up into high elevations, closer to mt. hamilton. as we wake up and head out the door this morning, like i said, pretty calm. it is looking a lot more active. we are seeing light to moderate rain widespread throughout the bay area from san francisco

down along that highway. moderate pockets of rain are expected to fall moving in from offshore. we are expecting some thunderstorm activity into the next couple of hours. the storm is starting to ramp up. we will continue to watch all of this yellow showing moderate to heavy rain slowly move off into the east. let's take a look at what that is showing us. as that happens, thunderstorm activity as possible from the coast all the way off into our inland areas with heavy rain at times, the potential for hail and thunder and lightning as well. this storm will continue to move into the east all the way until our commute time home around 5:00. we will see unsettled weather backing it up. into the evening, you will need that umbrella because we are seeing on and off showers lingering overnight tonight, early morning hours tomorrow in this same storm is the one that will be impacting southern california right around the corner for easter sunday. stay with us for a first alert weather updates on this storm. you can find us on air,

online at www.kpix.com and streaming on the free cbs news app . other stories we are following today. sunnyvale police have released new video of the moment an officer shot and killed a man that was carrying a knife. on saturday, police responded to a report of a man walking around, partially naked, carrying the knife at a mobile home park. police revealed 19-year-old emmanuel perez called 911 on himself. they say the dispatcher later realized it was the man on the line and then tried to de-escalate the situation while officers were responding. police dashcam video shows an officer and a patrol car and danced the officer on foot following him, giving multiple commands to drop the knife. the officer on foot started backing away and his body camera video shows the moment he fired twice as bukhara walked toward him with the knife. warning, this video may be disturbing.

>> i am going to shoot if you don't stop! stop right there! >> the suspect was pronounced dead at the hospital. he had no criminal record. the two officers involved are on routinely while the santa clara county das office investigates this. authorities are investigating a shootout involving a police officer. this was at ross and lee avenue. officers say they were responding to a welfare check when a man with a gun fired at officers and they fired back. police say the man eventually surrendered. no one was hurt. the east bay will get hundreds of new crime-fighting cameras. governor newsom announced chp has a new contract with a company called flock safety to install about 480 high-tech cameras. that includes 290 on oakland city streets and 190 on state highways in the east bay. a major piece of equipment has arrived at the site of the

francis scott key bridge collapse in baltimore. natalie brand reports that officials warned the process to remove the mangled mess will take some time. >> the largest crane on the eastern seaboard arrived friday at the site of the key bridge collapse in baltimore to begin the monumental task of lifting debris from the water. >> pictures don't do it justice. you are looking at a vessel that weighs nearly 95,000 tons. >> general scott spellman, in charge of the team working to clear a 700 foot span of the channel says the powerful crane can only lift about 1000 tons so the wreckage will have to be cut up first. >> the piece that you see above the water hereunder front of the vessel weighs anywhere from 3000 to 4000 tons . it will at least get cut safely into four pieces. >> officials say there is 12 to 18 inches of clearance between the ships in the bottom of the channel, meaning all the debris must be removed before the port can fully reopen. >> we need to clear the channel and open vessel traffic to the

port because the health of the maryland economy in the national economy depends on it. >> maryland governor wes moore said wednesday the missing worker presumed dead remain the first priority. >> it is our obligation to bring closure to his family. >> >> [ speaking in a global language ] >> moises diaz was scheduled to fill potholes on the night of the collapse but his shift changed. he says his friend julio survived the collapse climbing out of his truck as it was sinking. as the ntsb investigation continues, the coast guard says 14 containers with hazardous materials on board the cargo ship were damaged but the soap and perfume inside do not pose a threat to the public. it is a historic site on

the san francisco bay as the us naval ship named after gay rights trailblazer harvey milk is dock in our waters. moments ago, a ceremony was held honoring the usns harvey milk and its namesake in the san francisco. >> the u.s. navy ship harvey milk , we celebrate this community that we did not used to celebrate before and it is a very important message for the globe to hear. >> that is harvey milk's nephew, stuart. not only was harvey milk a champion for lgbtq rights here in california, but he also served in the navy during the korean war. his career as a navy officer ended with an other than honorable discharge. now, getting a naval ship named after him is a true testament to the weight of his legacy. later on this afternoon, the ship is hosting a national be at war veterans day commemoration. we met up with one bay area vietnam veteran and asked him how this moment is historic in more ways than

hallandale plaza near plaza and market streets at about 9:30 last night. they found a person with gunshot wounds who died at the scene. no word on what led up to the shooting. so far, no arrests have been made. b.a.r.t. has announced a huge spike in arrests on its trains systemwide. the agency says it saw 62% more arrests last year compared to 2022. it comes as b.a.r.t. has deployed more officers on trains to address safety concerns among riders. most of the arrests were for disturbing others and other code of conduct violations. after 10 weeks at sea, bay area travelers are getting ready to pull their traps. the commercial dungeness season will end on april 8 to protect migrating whales. it started late this year in mid-january for the same reason. during march madness, many of us will take advantage of the food deals and freebies offered by restaurants but what

are you going to do with the empty chip bags and pizza boxes? on this afternoon's project earth report, some real trash talking is in order. we spoke to a top team for advice. >> it is lunchtime at glenwood elementary in san rafael . tucked into the lunch bag and boxes -- >> cheese and tortilla rolls. >> chicken noodle soup. >> cucumber and radish salad with pistachio nuts. >> before students head back to class, a trip to the recycling bin. these kids know what goes where, that is thanks in part to the school's green team. >> the green team is a group of really dedicated kids who care about the environment and they are trying to help our whole school learn how to sort. >> there is a lot of waste. about 2 billion tons generated each year around the world. not only that but 40% of all the food we bring home ends up in a landfill and that landfill mix is helping to fuel climate

change by creating a potent greenhouse gas. >> it creates methane. methane is a greenhouse gas that can lead to pollution to our environment. >> 15% of greenhouse gases come from landfills and organic waste like food or soiled paper. if it is not composted, it rots and produces metadata and that is contributing to more extreme weather events -- >> like droughts and wildfires. >> more than 55% of americans are confused by recycling, that includes seasoned news veterans. bound inside the kpix been, soiled paper towels and cups thrown into landfill, a fruit salad sealed in a ziploc , dumped into compost, and an un-emptied cup of soup tossed into recycling. we asked the green team for help. >> organic food in the compost,

soft plastic in the trash. >> what does not go into recycling? >> food waste, candy wrappers, chip bags. >> what does not go into compost? >> plastic bags and wrappers and straws. >> finally, what does not go into landfills? >> banana peels or soiled papers. >> what about this? at kpix in the landfill been, a sealed plastic bag containing an aluminum can, sardines, news -- use paper towels and a plastic fork. >> it is gross. i think that it is definitely not the best choice to do. >> this is the type of thing where people are just too lazy to do it. >> bottom line, the green team insists that sorting is simple. >> always follow the stickers or the instructions when it comes to trash. >> that is the best kind of trash talking. >> better check ourselves before we throw things out. let s take a live look

outside. pretty soggy outside. gray clouds definitely bringing the raindrops. let's check back in with meteorologist jessica burch. >> it is an active day for us, indeed. besides the fact that you can see all the raindrops behind me on our rooftop cam, it is active out there. we are dealing with some light to moderate rain in the east bay. it is picking up along our coastline and so are the winds. it is snowing up in the sierra and raining up in the bay. this is a good signature of the huge area of low pressure making its way into california. you can see some light to moderate rain starting to fall into the santa clara valley. the bulk of the storm is starting to pick up . the next couple of hours, it slowly moves into the east. an area of san francisco will start catching a break as we start seeing the same storm system move off to the east

bay. the showers are still apparent down into the santa clara valley and it starts to lighten up off into the east bay overnight tonight with that unsettled weather still swirling in from the south into the early morning hours tomorrow. an area of low pressure sitting just off shore and goes into southern california. that same storm system is bringing in some gusty winds. you can see the center of that storm really well sitting just off shore of san francisco. the winds are going to get gusty into our early morning hours tomorrow, just like what we have now along the coastline. 30 miles per hour winds along the coast and we will see it ramp up a smidge more into the next couple of hours and then it slowly starts to die down into the afternoon hours tomorrow. that is when the wind advisory will expire, tomorrow morning, just around 5:00 a.m. we are left with some breezier conditions into the afternoon hours. here are our daytime highs. a cool system moving and so we are talking about 50s in the forecast. if you don't

the first black man to win a supporting actor oscar has died at 87. he won an academy award for his performance in an officer and a gentleman. he also won an emmy in his role for the miniseries roots. his family did not reveal a cause of death but he announced he had prostate cancer before his death. beyoncé is out with a new album paying homage to country music and some under sung black country musicians. take a
