>> right now on the kron 4 morning news 1000 showed up to the a's home opener. but instead of going inside the coliseum, many chose to stay outside and protest the team's move to las vegas. bart police made nearly twice as many arrest last year as they did the year before. we're going to take a look at how they were able to do that. plus, businesses in oakland are joining forces and spending big money to increase safety for their employees. >> from the area's local news station, you're watching the kron. 4 morning news at 6. >> good morning. and happy friday to you that you're thinking of us not make a good anyway. i'm darya james us on this friday before easter. we've got a lot of people depending on the forecast and it's going to be a little wet before we get to hour and look at that. i already saw the golden gate bridge outbound

traffic already huge. i think .t's a big getaway weekend, it totally as yeah. i think some people might have a little bit of a longer weekend and because so many people are going to be on the roads, just make sure to travel safe because today our heaviest impact of rainfall on its way for us. even though we're not too bad out there right now, rainfall is going to increase here very, very shortly. we're looking outside at this view of downtown san francisco and also a view out towards the east bay hills, which are both looking fairly dry at this moment. but it's not going to stay that way. all the energy that you're seeing off shore right there, this very well formed low-pressure system is already resulting in offshore lightning that you're seeing showing up right here off the coast of mendocino county, that heavy rainfall is going to work its way our direction within the next hour or 2 where we're sitting right now. rainfall is still pretty light for most areas. just a few sprinkles out there and most spots, nothing that's holding you up just yet. but we'll get there with winds are also going to increase with 30 to

partnering up to protect their employees from the rising crime in the city crowd michael thomas is live in oakland to explain what they're doing. michael. >> yeah, good morning, everyone. this private 10 million dollar plan. it's really being put together because the employees of this for major companies are falling victim of these crimes when they're heading to lunch or even going to and from work. so take a look. we've got video up on your screen when it comes to the fort major companies involved, it's going to be blue shield of california. clorox kaiser permanente and pg and e they're all pitching in to split the bill for added public safety in this conversation. be an earlier this year when crime force the companies to hire private security guards to escort employees to and from bart stations parking garages in nearby businesses to grab lunch crime statistics show right now robberies are up 34% from last year with the majority happening at gunpoint. the new plans will add in complement existing efforts from both mayor sheng thao and oakland pd and according to blue shelter

website, the plans include creating an uptown and downtown safe zone that will partner with opd, improve, visible and responsive security funding for the oakland uptown downtown community benefit district ambassador program allows people to be escorted to and from local downtown destinations by calling or asking the ambassadors who are on the streets better wearing yellow. lastly, employees will get safety training in subsidize transportation to and from work, which includes nearby parking lots in local businesses. mayor sheng thao did release a statement saying in part, quote, i'm so grateful for the deep partnership of our 4 largest employers and see this as an example of a strong public private partnership that plot their engagement as choose civic leaders to improve conditions for everyone. i know we will be successful in quickly bringing safety growth in vibrancy back to our streets. now, these plans are set to roll out within the next few weeks and set to last throughout this year. you know, those ambassadors that we talk about it, something that we saw last month the

berkeley university, also adding those to those as we get more details as to what more plans they have or if those crime statistics go down, we'll keep you updated. that's very latest live in oakland and michael thomas story edging. so send it back to michael, thank you. out of the violence in oakland continues. one person has died after being shot in oakland around 4 o'clock in the afternoon yesterday. >> louvain avenue not too far from the oakland airport. police have not yet identified the victim and we don't have any info on who may have done it. time now is 604. in san francisco. police have detained 2 people for a shooting that killed one person near union square. this happened last night around 9.30, in an area of the bart station there off of market street. police are trying to figure out right now what led up to the shooting will continue to follow that one as well. >> we'll take this dash camera footage. captures there. it is. bullets shattering the

passenger side window of a vehicle in the middle of the afternoon in hayward, chp released this video of the freeway shooting that happened wednesday was on just south of el dorado. niles road. they say the driver only suffered minor injuries from shattered glass. the shooter was found and arrested. >> 605. and for your health this morning, there's a warning about increase in hooping cough cases in marin county, especially in teenagers with kron four's will tran up in mill valley right now with what we need to know will. >> well, here's what you need to know if you have a child that's 2 months or younger, be very careful. i'm infinite pius high school. this seems to be ground 0 when it comes to hoping cough cases in marin county. 65 of the 113 cases in this county. well, they're from the high school. here's what you need to know. according to health experts, they believe it's cyclical. so about 3 to 5 years ago,

approximately 4 years ago to be exact. we were in the midst of the pandemic. so a lot of people are staying home. so they did not expose each other to hoping cough. well, you've fast forward to now. they're back in school and in the vaccines, maybe not as powerful as they once were as the kids age. well, that makes them more prone to come down, hoping cough cases. and that's why the school they're not mandating masks. but they say if you feel safer, wearing masks by all means go to campus with it sitting in class with your mask. so you, you know, can prevent yourself and getting hoping cough, we've got a chance to talk to health experts. here are some of the dangers of the cough. >> the latest generation of vaccine tends to wane after several years. and so we see it as a cohort effec every few years. the last time we would have expected to see this was about 4 years ago. but around that time was when schools are closed at learning went virtual and that when people did congregate, they did so with masks. so we

didn't see that, which is which is terrific. but i think we were due for it and we're sort of seeing it now. this seems to be something that happens every few years. >> so it is cyclical and it's not surprising to them. and jane's get this. so we have about 113 cases in marin county, as i mentioned so far last year, 11 cases. so he's right on point with that. why is it so dangerous for babies? 2 months or younger? because before their 2 months or older, they cannot be vaccinated. so if you have an older sibling and all of a sudden they expose that baby to hoping cough it could be fatal to babies and toddlers not so bad to high school kids if you have a runny nose and you have hoping cough, of course, go to the hospital. see your doctor after that. you're supposed to stay home for 5 days. and if you don't want to go to the doctor and just want to ride it out,

they're suggesting that you stay home for 21 days. but the good news is for high school kids and adults. it's not fatal. >> back to you, ok? thanks for all that info will okay. 608, is the time and police raided illegal drug lab in the east bay home this week. >> they arrested one person, although investigators are still searching for 2 more that they think we're running the place. so this lab was discovered tuesday at a home on shasta daisy drive right next to liberty high school out. and brent, what authorities say the lab was being used to make the psychedelic drug dmt. investigators say they also found a possible explosive compound that wared in containers. so in the end, they did arrest a person identified as jonathan mccarthy, but they're still searching for maxwell. hayworth and daniel >> time now 609. and you know, this skyrocketing pga bills. it is a problem bay area wide and those high costs are now forcing an east bay movie theater to have to cut back.

>> costa gotten so bad that the rent a theater will have to close 2 days a week around for dan thorn has more. when it's dark. the theater usually has its iconic marquee lit up and drivers from highway. 24 can see it. but that was not the case. thursday night. >> as one of the cost-cutting measures, the owners of the orinda theater, a taking and now they're also closing the theater on mondays and tuesdays after getting a more than $6,000 energy bill from pg and e. the historic movie theater in orinda is making difficult decisions over ever increasing energy bills. the orinda theater will no longer have showings on the silver screen on mondays and tuesdays. you know, obviously like to be open 7 days a week, but >> if you know, we can be opened and have lost every day. you theater owner derek xem racks as it was this $6200 charge from pg any that's forcing them to cut back. the bill was 2 grand higher than what they usually see. and it came as a shock may peak the

>> and we're back 6.14, is a time and here are 4 things to know. the brunt county coroner has identified the man who died after his car caught fire and crashed in the battle on sunday. they say that fieri to gun. was driving south on one sunday when his car went off freeway right near the potro ramp or on ramp. jury convicted a man on several charges throwing pipe bombs at police during a chase from san francisco to the east bay last police say the chase started after the man punched parishioner at saint peter and paul church. the man was also arrested for allegedly cutting down telephone wires and disrupting internet access for residents enrichment. att estimates the damage to the

that we're going to be seeing all day long today. rainfalls only going to increase as we make our way through the late morning into. >> afternoon and all time it out hour by hour golden gate bridge looking fine right now. it's also going to be very windy at the coastline, too. so the rain is only half of it. all that energy offshore. there's your center of this low pressure area sitting just to the west of us showers now currently moving into mostly the north bay. but we are seeing some light sprinkles here and there for the rest of the bay area that very light green indicating nothing more than just really some misty few drops of water here. and there futurecast shows exactly what we've got around the corner as we make our way into the 7 o'clock hour. rainfall really begins to pick up initially for the north bay. then for the rest of us and rolling through the rest of the morning will continue to see areas of rainfall increasing right around noontime into the early afternoon afternoon hours itself brings our most widespread, heavy rainfall, yellow, orange and red, indicating those downpours with spotty showers continuing

into our overnight hours tonight as well as into tomorrow. tomorrow is going to be interesting. you'll see time's of dry skies, but watch for some thunderstorm development. also possible as we do work our way into your saturday. good news for sunday. for those easter egg hunts things. look to be nice and dry for a daytime hours. actually tapping into some sunshine could see a few sprinkles up in the mountains. but rainfall looks to be staying off until we see a couple of overnight showers sunday night leading into monday morning. rainfall totals over the weekend going to amount to over an inch for most areas. so we've definitely got a round of rain ahead of us and also some very strong winds accompanying it with high wind advisories at the coast inland east bay, upper elevations in coastal areas, particularly affected by those stronger wind gusts. a winter storm warning taking effect 11:00am this morning in the sierra nevada. we are going to be looking at anywhere between one to even 2 feet of it at those higher

17 either the space aliens or down to 37. 22 minute ride. arias is back to you. >> thank you very much. rain is 6.19. is the time. and former windsor mayor dominic foppoli will not face criminal charges after all from the state attorney general's office, the decision comes 3 years after multiple women accused him of sexually assaulting them. poli resigned as mayor back in 2021. and said the encounters were consensual. in a statement, state attorney general rob bonta's office says that it reviewed the investigation done by the sonoma county sheriff's office and it did its own additional investigation. and at this time, the office does not have enough evidence to warrant filing charges in this case. bonta's office added the investigation remains open that anyone with additional evidence should come forward. time now, 6.20, in the north bay, one man has died in a bicycle crash in which happened around 9 o'clock wednesday night. >> there was a car headed down wine country avenue. and there

was a bicyclist on the ground between do history, an emperor away. so the bicyclist was found had already been hit police are now looking for the vehicle involved. >> a new digital mobile radio system in sonoma county is going make communication easier. they say in disasters and in recovery, the department of public infrastructure partnered with the neighborhood, auxiliary communications services and they are training users. they are able handle 500 handheld radios. some of the radios are going to be installed in department cars. others are going to be given to officers funding for this comes from the pg and e settlement funds from 2017 and the sonoma county fires that happened there. >> before your money this morning as people get ready to celebrate easter, we're seeing egg prices tick, upwards fact, getting up to near historic highs worldwide. and that's causing concern for consumers. disease outbreaks, lower supply and increased farming

>> 6.24, is the time in the south bay, san jose. firefighters have some new digs to help prepare crews for emergency scenario. so check it out. the department unveiled a new training facility located on center road. they were out there yesterday morning. our cameras were tracking them. this building has office space and training grounds that replicates what it's like to be at the scene of a real fire. there also is a 6 story

see what we do have on our way that heaviest of rainfall still sitting offshore and does work its way in over the next hour into the next 2 hours and are right in the middle of the morning commute. good news is rain will tell you is we're probably not going to see that bad of a commute today. but regardless, slow yourself down as you're getting out there, rain stays with us well into the afternoon temperatures. it will be cool and winds will be strong. that is going make for a brisk feel today. 30, 40, even 50 miles per hour gust paired with those 40's and 50's means. go ahead. bundle up. don't forget the rain jacket. obviously napa and conquered in the upper 40's, berkeley and oakland. each ride at 50 degrees later on today will be staying in those 50's with mid-fifties at the warmest right right on the even that you're iraq very light start. >> lot of holiday travel. a lot of holidays staying home to rest. 9 min iran into the city. the meter lights not on san mateo bridge just short of 13 minutes. a 80 to 101, or it was a old bridge around 9 minutes. no accidents, no

hazards. golden gate bridge. nice and clear. 20 minute and look at your highways across the bay. lot of green. maybe you are at the limit. make an excellent time darya. james, back to you. thank you. reyna 6.31. and bar police have stepped up their safety measures. >> they are seeing a really big difference, especially a bart station. that's what they say. in fact, they released new data showing the effectiveness of that safe and clean plan. that's what they're calling it proper. theresa stasi takes a closer look. >> bart police chief kevin franklin saying that he's applauding this new data saying that it is a reflection of the hard work that our police officers have been doing to try make the system safer. take a look at this. you need to see these pictures. this is an example of some of the illegal guns confiscated during arrests in total. bart police say officers took and 49 illegal handguns that is up from 40 in 2022, it's the most guns bar police have ever recovered in a year. bart officers making

726 arrests and 2023 compare that with 448 in 2022, the department says that is a 62% increase in arrests. bart police chief kevin franklin saying, quote, since we started deploying more patrol officers to ride trains. we have seen an impact and our writers are telling us that they notice the difference. we spoke with riders and they shared their thoughts. takes a bite a monday to friday. >> in the morning and they come back at this time in early afternoon have noticed this more. staff for the safety. i really appreciate that. >> plus, when those 2 trains are cleaner. i have i have not had a problem and park itself. >> barnes says a quarterly performance review showed riders who reported seeing bar police on their trip reached a record high of 20%. again, the chief saying that the increase

safety is mostly due to getting more officers into the department and that they continue to try and have a robust recruitment. here. an orinda theresa kron, 4 news 6.30, >> store in oakland that is suspected of selling cannabis and tobacco products to minors. and take a look at some of the items that were being sold as a police showed us that psychedelic mushrooms for sale, marijuana variety of thc products and guns. police say the store also did not have a valid license to sell these items. police have not named the oakland business that these came from. they just say it's located on macarthur boulevard just north of 30th avenue and they haven't said whether the story was shut down or not. it's 6.33. and all of that comes after police found these items at a smoke shop last month in the seminary neighborhood of oakland. and you can see here all bunch pot, crystal meth flavored tobacco. nobody was

arrested in this case. >> well, speaking of drugs, we have a san francisco mayoral candidate now calling for a fentanyl state of emergency and more armed cash, california national guard's officers is what they want and they want to close down open air drug markets. former mayor mark farrell says that his plan would expand access to treatment as well for those suffering from addiction. mayor london breed's campaign responded with this. quote in march farrell, san francisco army national guard troops will fence off the tenderloin and create the green zone. chilly, creating a baghdad by the bay. >> residents and commuters want a leader that will meaningfully address the fentanyl crisis, not humvees in ar fifteen's while farrell plays g i joe mayor breed continues to do the heavy lifting gov governing behind the scenes, end quote. >> 6.35 is the time in the east bay. police have

identified the suspects who they say are responsible for this elsa tobacco shops mash. and you can see the damage here that then led them on a chase that ended with a w ong-way crash and the death of an innocent driver. this happened earlier this month and surveillance video shows white pickup here smashing into the front of that shop. 2 men then start rummaging around the store. police say that's patrick shekels from oakland and andre albert ii from san francisco. when officers arrived, they chase the suspects who eventually got onto the westbound lanes of 5.80, near the bay bridge toll plaza going the wrong way. moments later, that truck investigators say shekels was driving, crashed into 2 other cars. one of the drivers died at the scene. the austrian police department says it's working right now with the chp to pursue criminal charges. time now 6.36, and the number of children dying in california from being hit by a car is increasing its big concern. it is. yeah. now bay area legislator wants to make

that less likely to happen especially around schools. kron four's dan kerman reports. >> across the nation, school speed zones vary. but california is one of a handful where they can be as high as 25 miles per hour. we're doing everything we can to get more and more students to walk and bike and roll the school. >> but we need to create a safe environment for them to be able to do that. and it doesn't matter where you live in california, every student deserves that. that right to safety at a news conference thursday outside councilman elementary school in campbell. but low park state assemblyman marc berman introduced new legislation which would drop california school zone. speed limits to 20 miles per hour or less. the bill would also replace the when children are present coffee at with specific times. no longer will. we asked drivers to take their eyes off the road and search for whether there's a child president because after our bill. >> drivers will know whether you're in shasta county or san diego county, the before and after school. you need to slow down. it was a year and a half
