now on the kron 4 morning news bart police made nearly twice as many arrests last year as they did the year before. we'll take a look at why they were able there how they really do that. plus, businesses in oakland are joining forces now in spending some pretty big money to increase safety for their employees. and we're tracking the storm making its way across the bay area. heavy wind gusts expected throughout the day and a lot of rain. >> from the area's local news station. you're watching the

kron. 4 morning news at 7. >> morning to you. and good friday and i'm james yet we've got a live look here at sfo behind us where things for the most part are dry. but that will be the case later today. no pa and when is the rain rolling and john yapp, it's only increasing today. so we've already seen some light sprinkles here and they're really over the next few minutes. the north bay will start to see more and more of it. >> the rest of us in the bay area gun to be looking at it towards the very end of the morning. late morning, the site today, san jose not looking bad right now. we're definitely looking at a lot of cloud cover overhead in a few light sprinkles here. and there this is your well formed system. you can see that rotation right there offshore just to the west of us. and we're already seeing some offshore lightning just northwest of the bay area. as for the bay itself. yeah, it's relatively quiet, particularly in the san francisco right now. you are seeing a bit of a low in rain. we are seeing a few light sprinkles here and there across the east bay really just some heavy mist.

still light sprinkles at this time. santa rosa through petaluma looking at a few light showers right in there. it's nothing that is causing us any issues just yet. but you can see in future cast that really just minutes away from now areas of western marion county will start to see more and more of it. will see by 08:00am some pockets of really heavy rain right bilena spay right here. definitely looking at some good stuff coming down again. sonoma and marin counties. by the time we reach 09:30am, this morning. good coverage for the north bay. and then here's 01:00pm today and you see how that rainfall just kicks up more and more into the early afternoon. winds are also going to pick up along with it 30, 40 mile per hour gusts regularly along the coast. peak gusts could exceed 50 miles per hour today. so watch for any sort of down trees, little debris on roadways as well as maybe even a few power outages. 40's to 50's for our current temps. honestly not much different later on today with highs in the mid 50's

shield of california. clorox kaiser permanente and pg and e all pitching in to split the bill for added public safety in downtown oakland. this conversation begin earlier this year when crime force the companies to hire private security guards to escort its employees to and from bart stations parking garages in nearby businesses in crime. statistics currently show that robberies are up. 34% over the last year with majority happening at gunpoint. the new plans will add and complement existing efforts from both mayor sheng thao and oakland police. according to blue shield website, the plans include creating an uptown and downtown safe zone. it will essentially partner with opd to improve visible and responsive security funding for oakland, uptown downtown community benefit district ambassador program, which essentially allows people to be escorted from one local downtown place to another by calling, are asking these ambassadors on the streets and they're listed in yellow shirts. lastly, employees will

get safety training and subsidize transportation to and from work, which includes nearby parking garages and also local businesses. this is a statement up on your screen. this is from mayor sheng thao saying in part, quote, i'm so grateful for the deep partnership of our 4 largest employers and see this as an example of strong public private partnership. i applaud their engagement as true civic leaders to improve conditions for everyone. i know we will be successful in quickly bringing safety growth in vibrancy back to our streets. now, these plans are set to roll out over the next few weeks and essentially last throughout the rest of 2024, when it comes to those ambassador programs, they currently already have some investor programs here in downtown oakland. i've seen them myself. there's phone numbers listed around where you can call and have escort. you other places we've seen places like over uc berkeley. they hire them as well to do it for students there. so as to if it will actually bring the crime rate down, only time will tell. and as we get more

details as to what other initiatives they plan on doing with these 10 million dollars over the next year. we'll keep you updated. that's a very latest reporting live in oakland and michael thomas story. james, we'll send it back to you. all right. thank you. and in oakland, the crime violence continuing now, one person >> was shot and killed in oakland around 4 o'clock in the afternoon yesterday on louvain avenue not too far away from the oakland airport. police have not yet identified the victim and we don't have any info on arrests. time now is 705. and san francisco police have detained 2 people for a shooting that killed a person near union square. this happened just last night around 9.30. the shooting was near the bart station off of market street. police are still trying to piece together exactly what happened 705, is the time and other news. james. yeah. take a look at this. dash camera footage captures the moment the bullets shattered the passenger side window of this vehicle. >> in the middle the afternoon in hayward now the chp released a video of that freeway shooting, which was

again wednesday on 8.80, just south of el dorado. niles road. they say the driver luckily only suffered minor injuries from that flying glass. the shooter. you saw a clip a moment ago. there he is. police arrested him and he's now in custody. for your health this morning. health officials are warning about an increase in hooping cough cases up in marin county, especially when teenagers kron four's will. tran is live now in mill valley with what you need to know will. >> here's what you need to know if you have a baby 2 months or younger, you have to seriously protect that child because it still too young to be vaccinated against whooping cough. this school right behind me. tell month televise high school seems to be the epicenter when it comes to cases. 65 of the 113 cases in marin county come from this high school health experts are still investigating why it's happening here. more than other places. but in the

meantime, they're telling students if you want to feel safer by all means wear a mask on campus and in class. it is not mandated, but it is up to you. how much is the explosion? well, last year, marin county had about 11 cases. and so far we're looking at 113 cases and it looks like probably will go up and up. and the reason being those vaccines? well, when the kids were a lot younger and high school, right when they were by 5 or 4 years old, they got vaccinated. they are getting to the age now where that vaccine is not as strong. so it's not a surprise to health experts that high school kids are coming down with whooping cough. here are the symptoms behind that cough. >> one of the most contagious the infections that can afflict children and adults who has severe parents a coughing to the point just violent productive cop, violent, dry coughing or coughing to the point of

addition to the drugs, investigators say they also found a possible explosive compound stored in containers. police arrested. 29 year-old jonathan mccarthy and they're looking for 2 others who they believe helped him run that operation. time now 07:00:09am. >> everybody knows that pg e bills have really been going up. and now the high costs are actually forcing. >> movie fear to cut back days of operations that in the east bay costs got so high that the are in the theater now has to shut down a couple days a week. kron four's dan thorn has the story. when it's dark, the theater usually has its iconic marquee lit up and drivers from highway. 24 can see it. but that was not the case. thursday night. >> as one of the cost-cutting measures, the owners of the orinda theater, a taking and now they're also closing the theater on mondays and tuesdays after getting a more than $6,000 energy bill from pg and e. the historic movie theater in orinda is making difficult decisions over ever

increasing energy bills. the orinda theater will no longer have showings on the silver screen on mondays and tuesdays. you know, obviously you like to be open 7 days a week, but >> if you know, we can be opened and have lost every day. you theater owner derek xem racks as it was this $6200 charge from pg any that's forcing them to cut back. the bill was 2 grand higher than what they usually see. and it came as a shock may peak the 5,000 dead of winter. >> yeah, never $6,000 in 15 years since i've been doing year in the theater opened in 1941, and place classic films and new releases. its large theater can seat up to 750 people. and during chilly evenings, heat is required to keep the audience comfortable zimmer acts as the enormous jump in utilities is forcing them to not only close the curtains. 2 days a week, but also cut back on powering up their iconic marquee. no shining sign is a disappointing site for locals. the marquee is

francisco right now. a lot of cloud cover and we've seen some light sprinkle so far. let me zoom in on the bay area and what you are seeing out theirs actually pretty quiet conditions up and down thep coast. not a lot of rain there. we are seeing some lighter showers around antioch, into solano county. really nothing that's hardly even getting the roadways wet yet. which is good news. first of all, your commute. sliders. rain will tell you and we are holding off on the heaviest of rainfall until after the commute. really? you can see marine county, especially towards the coast and coastal sonoma county will be the first to get in touch with some heavier areas of rainfall. we'll continue to see rainfall, intensity becoming a little bit more and becoming more widespread towards noontime and into the early afternoon. our greatest hit of the strongest of winds and also the heaviest of rain, too. we'll continue to see that into the mid afternoon after that rainfall becomes a bit more spotty, but pockets of heavy rain and thunderstorm activity. we'll be seen overnight tonight leading into

tomorrow. here's a bit of good news for tomorrow. we're getting closer to your saturday. so we've got your forecast with a bit more certainty actually fairly calm around noontime. this is going to be good if you want to get outside for your saturday for a little bit. we'll see some afternoon thunderstorms, mostly building in the late afternoon in mostly for the south bay. so this is actually boding well for any saturday plans. you may have sunday itself will come along with some drying skies. good news for those easter egg hunts. you may see a brief evening shower on sunday night, but sunday itself will be the calmest day of the weekend. rainfall this weekend. well, over an inch for most areas, some further inland spots could see lighter amounts. and those winds definitely goinr to be something you're noticing today, especially at the coast and in the east bay hills gusts as high 50 plus miles per hour this afternoon. the gusts of wind up in the sierras going to be the biggest problem. actually, a winter storm warning goes into effect at 11:00am today. still looking at that multiple feet of snowfall at the very crest of the sierra that compounded

back at 7. 25 and in the south bay, san jose firefighters have a pretty cool new facility to help them prepare for emergency scenarios. the department unveiled this training facility which is located on center road yesterday morning. our cameras, obviously where they're the building has office space and training grounds to replicate what it would be like at the scene of a real fire. in fact, they've got a 6 story building to that's designed to train firefighters on how to handle a high-rise fire. well, a new digital mobile radio system in sonoma county will make communication easier during disaster and recovery events. the county's department of public infrastructure partnered with neighborhood

>> 07:29am getting it out on the bay that today. it's really windy up tomorrow. i was a little nervous about that. don't do it today for john. good morning. yeah. brave souls out there today of the bay. i would not do it for a second today on same a little closer to home. i know some people are going to try to venture up to the sierra in which case bring the chains and bring the patients because there is a strong possibility of some delays. it's the wind in the sierra. that's actually going to be the biggest issue. what we have here in the bay area's also quite the windy forecast and a wet forecast for the day today. your view outside from the east bay hills is not looking too bad yet. you can see the comma shape of this system, though, a very well formed low-pressure spending immediately to our west. that is just going to work its way our direction through the day today. we've actually already seen some lightning strikes offshore of sonoma and mendocino counties up in the north bay. we've seen some light showers so far. i'm looking at right around inverness up to bodega bay. some areas of light rainfall right now. that's about the most active area between santa

rosa and petaluma. few light showers too, really calm into the rest of marin and san francisco as well as some light sprinkles here and there up and down the east bay shoreline. really, the heaviest of rainfall is going to get here early afternoon. we'll see the north bay receiving some pockets of heavy rainfall late this morning. mostly light to moderate for the rest of us. and then we work just past the noon hour. yellow, orange and red. you know what that means? those heavier bands and along with those heavier areas of rain earlier this afternoon, our strongest of winds to that's when we could see gusts of wind around 40 to 50 miles per hour today. even stronger mountaintops up from the sierra to those hillsides in the bay. temperatures are in the 40's to 50's right now. it's a brisk, breezy start bundle up keep those rain jackets close at hand today into the afternoon. we're not going to be much warmer. only reaching the mid 50's at the highest rate all right, john, thank you for that. we'll get a look at a are bridges right now. is still very light here.

>> helping it's going to stay that way. but as john mentioned, as the rain starts fall down this morning, you might see some things start to slow down a bit. 9 minutes into the city, san mateo bridge somewhere around 14 80 to 101, like getting on and off a bridge. 8 minutes along richmond, sandra fell bridge and the golden gate bridge. 37 of tolls just short of 20 minutes reasons. back to you in 7.31, thank you. right now we want to focus on bart now because barr police believe the safety measures that they've been doing at their stations have made a big difference. yeah, they're seeing the results, in fact, have some new data to share. and kron four's theresa walks us through it. >> or not? no, i think we're going to do that story a little bit later that are okay. right now. we want to move on to what's going on in oakland. and the latest is there is a store in oakland that they think was selling cannabis and tobacco products to minors. yeah, they really some of the items that were being sold. you see it here on the screen and include everything from psychedelic mushrooms to marijuana. a

variety of thc products, too. and firearms. you see that there in the foreground. police say the store also did not have a valid license to sell these items. now police did name the business. they only said it was located on macarthur boulevard just north of 30th avenue. they did not say whether the store was shut down. take a look at what else was found. and this was from a smoke shop in the seminary neighborhood of oakland. police seized all of this stuff last month from a shop. cannabis crystal meth flavored tobacco. they say that nobody was arrested in that case, though 7.32 is the time and a san francisco mayoral candidate is calling for a fentanyl state of emergency. and we're talking about former mayor mark farrell. he also wants more california national guard members to close open air drug markets in the city. in addition, he says his plan would expand access to treatment for those suffering from addiction. mayor london breed's campaign doesn't think much of his ideas.

>> and here's what she said. it was a long statement. but in part, the gist is that she's equating what he's doing to sort of like a military takeover. as you can see here and where it would be. and here she says baghdad by the bay. so she's talking about how he would take this approach and she her approach is more of a behind the scenes governing. that is not so radical >> 7.33 is the time right now. other news in the east that yeah, police have identified the suspects who they say are responsible for this else to tobacco shop smashed in that then led them on a chase that ended with a wrong-way crash and the death of an innocent driver on 5.80. so this all happened earlier this month. surveillance video here that we finally get to see shows that white pickup truck smashing into the front of the shop. the 2 men get out and start rummaging around the store. police say in the video is patrick sheckells and from oakland and andrea huberty from san francisco. and when

police arrived, they chase the suspects who eventually got into the westbound lanes of 5.80, the wrong way right up there near the bay bridge. and that resulted in the truck crashing into 2 other vehicles. one of the drivers in those vehicles died at the scene. sareeta police department says it is working right now with the chp to pursue criminal charges and 7.34 and too many kids are getting hit and killed by cars in california. bay area lawmaker wants to change that especially around schools. we have kron four's dan kerman with the story. >> across the nation, school speed zones vary. but california is one of a handful where they can be as high as 25 miles per hour. we're doing everything we can to get more and more students to walk and bike and roll the school. but we need to create a safe environment for them to be able to do that. and it doesn't matter where you live in california. >> every student deserves that. that right to safety at a news conference thursday outside councilman elementary school in campbell. but low park state assemblyman marc berman introduced new

legislation which would drop california school zone. speed limits to 20 miles per hour or less. the bill would also replace the when children are present coffee at with specific times. no longer will. we asked drivers to take their eyes off the road and search for whether there's a child president because after our bill. >> drivers will know whether you're in shasta county or san diego county, the before and after school. you need to slow down. it was a year and a half ago in september of 2022, when 8 year-old jacob be a new wave, councilman elementary school 3rd grader died after being hit by a car while walking to school. we are determined that jacobs death not be in vain. and this is one more step in the right direction. the safer school zones act also requires improve safety planning within a half-mile of schools. backers of the bill say by creating similar standards around all california schools, drivers are more likely to comply if the bill passes the legislature and signed by the

governor takes effect january first of 2025. >> but it would be phased in over a period of years. dan kerman kron, 4 news. >> it's 7.36, and on the peninsula. san mateo county is out with new renderings of an affordable housing project that they want to put up in moss beach. be a big one. 71 be one to 3 bedroom home spread across 16 different buildings and a quarter of the units would be reserved for farm workers and other low-income residents and all of the units would be rented a household that make it less than they bathe in areas. median income. >> it's exciting. it's great to put roofs over people's heads on the coast. there is not enough affordable housing and even with this development, it's really exciting that work. we're we're doing it. we're still deficit. so we need to keep moving forward with projects that we have in the pipeline.
