>> now it to rain touching down across the bay area today. what you need to know heading into the weekend. plus, it has happened again. a united flight taking off from san francisco, only end up making an unscheduled landing after an equipment issue. and more than 400 new highway cameras will be installed in the east bay when these new security measures will start kron. 4 news 2 starts now. news station. >> his use it to. >> thank you for joining us here on kron. 4 news at 2 o'clock today. i'm just involvement. our top story is that the rain has. going to check in now with. our

meteorologist kyla grogan. this picture here kind of gives us an idea. kai love side today it is blustery. that's our mount tam cam. it is. and it's coming down at a pretty heavy clip right now in san francisco. certainly if you are out and about, you know, you might be looking for some shelter, definitely grab that umbrella. we do have a flood advisory right now. that does include, as you can see, a good portion of peninsula and also marin county that goes for 4.15, this afternoon. and it's because we're concerned about minor flooding in those low lying and poor drainage areas. so if you see any ponding, just be aware of this, if you know where those low lying areas are, you want to avoid them again. we're in the thick of it right now. you can see those. we take a live look at stormtracker 4. the heavier showers rolling in over the santa cruz mountains. you see that oranges and yellows. and as we zoom in here, you start to get a sense of just how heavy this is coming down. you can see 1.3, 4 inches per hour in some spots rate. so that's just going to be a few spots. but it certainly sending that energy into the peninsula and

the south bay. so spots like mountain view, san jose right now getting up some of those heavier showers. san mateo, we've got some coming down. and also, i mentioned in san francisco to some of that is pushing up to the north and even to the east. so parts of samara fell heading towards richmond. we're all going to kind of get in on this as we go through the afternoon. this is the thick of it now wanted to show you this really quickly because, you know, we're also getting cold air with this system. if you look towards clear lake and you look up into areas that where there's a little elevation, they've got some snowflakes falling on some of the peaks right now. so all of this is because of the low pressure system sitting right off the coast. you can see that counter clockwise circulation driving all that moisture in not just rain for us, but snow for the sierra. that is also happening. and we've got wind that's kicking up. so we are under a wind advisory. you can see we've got about 20 miles per hour. hey, we're that's my highest number right now. but notice it's a bit of a southeasterly flow. that is the indication of that storm pushing all of that energy towards us. so the whole state really is involved in this.

you can see the wind advisories or warnings as we look at the central coast. but for here in the bay area, it's a wind advisory, meaning we could see gusts up to 45 miles per hour. that is going to go through the early morning hours of saturday. so between now and then just be aware of that, be mindful of if you're going to be heading across any of the bridges, you're going to feel that obviously also very wet roads out there. and a quick look at some of the totals we've gotten so far over half an inch of marin civic center just under and santa rosa, half moon bay, 3 tense two-tenths of san francisco. much. listen, oakland and san jose. but i can tell you that rain is coming down right now and we're going to be adding to that. i'll be back in a little bit. we'll talk about when this finally wraps all right. we're going to take a live look here at sfo, a united flight that took off from there last night headed to paris was a force to divert to denver. denver. united airlines confirming the flight had an issue with one of its engines. the plane did not declare an emergency and then landed safely. the plane was a boeing 7, 7, 7, 200 united said it is working with

customers to find other flight options. today. and the faa announced plans last week to increase oversight in a statement to kron 4. the agency says due to recent safety events, the faa is increasing oversight of united airlines to ensure that it is complying with safety regulations. >> identifying hazards and mitigating risks. effectively managing safety. new at to a cease-fire protest in front of the uss harvey milk. that newly named naval ship sailed into the bay last night. the ship honor san francisco's naval veteran, an lgbtq activist harvey milk. protesters say the ship will be sent to the middle east kron four's rob next. we'll have more on the story for us throughout the day here on kron. 4. and now head to the south bay. and that is where san jose police say they were caught in the crossfire during a welfare check this morning. the shooting forcing road

closures in the area ross avenue and we avenue kron 4 s charles clifford has the latest. >> well, here in south san jose, the police department had several blocks of les avenue closed down for hours following an early morning shootout with a suspect just before 5 friday morning. san jose police department officers were called to a home here along lake avenue near ross avenue to perform of wellness. check. according to police when the officers arrived on scene, they found an adult male standing outside holding a gun. the officer tried to negotiate with him, but police say he fired at least one round at the officers and they fired back. police say no one was injured during that exchange of gunfire after continuing to negotiate with a man for about 90 minutes. he finally surrendered peacefully to police around 6.30, was taken into custody as a result of the shooting. the san jose police department closed off several blocks along lake avenue. spent the morning gathering evidence talking with neighbors. now at this point, it's unclear why this man was standing out in the street holding a gun. we also don't know his identity or the

identity of the officers who are involved in this incident. but for now in the south bay, charles clifford kron, 4 news. >> san francisco police have detained 2 people in connection to a shooting that killed one person near union square. the shooting happened last night 9.30, in the powell street bart station plaza. police say they are investigating a concord man who tossed a pipe bomb at police last october has now been convicted danielle garcia was charged with throwing multiple pipe bombs fall on a high-speed chase with san francisco police garcia was convicted on multiple counts, including detonating an explosive device with intent to injure. he now faces up to 14 years in state prison sentencing is set for april. police raided a drug lab at an east bay home this week. that lab was discovered tuesday. the home on shasta daisy drive right next to liberty high schooin brentwood. authorities say the lab was being used to make psychedelic drugs of the one that's called dmt. in addition to the drugs,

investigators say they also found a possible explosive compound stored in containers. police have arrested a 29 year-old named jonathan mccarthy and they're looking for 2 other people. they believed help him operate. this drug lab. us toward oakland is suspected selling cannabis and tobacco products to minors. police released some of the items that they say were being sold, including magic mushrooms, marijuana in a variety of thc products and firearms. police say the store also did not have a valid license to sell those items. police did not name the business only saying that's located on macarthur boulevard just north of 30th avenue. they did not say whether or not the store's going to be shut down. so the sfmta teamed up with supervisor matt dorsey in the san francisco giants to build safer streets near the ballpark. today. they came together for the unveiling of the 3rd street. quick build the project. it's supposed to make walking biking and using scooters around the 3rd street

putting those positive messages in front of the kids and and reminding them that really, you know, all you can do is to your best and we all want kids to just be the best person that they can be. >> so congrats to peanut louie harper on being named our winner for our remarkable women search. rain is drenching the bay area once again wrecking havoc for someone making a lot of other people kind of happy about it. it's a big weekend, though, for families as there's easter festivities going on comes possibly. so the storm may impact some of those plans also could create some hazardous driving conditions. kron four's terisa stasio out in the thick of it for us today. she joins us now live from marin county with a look at the rain. how's it going out there to sir. i 2 words, wet and cold. that storm hit the north bay is certainly not a lot of fun. from my perspective. >> but you can take a look behind me. you can say as far

everywhere, people and it's also keeping us awfully cool right now. san francisco, just 47 degrees. same story in santa rosa. >> this is usually the heat of the day. and you sure can't call that the heat of anything. but we're in the 50's and other spots out there. rain cooled air. that's what we're sensing getting that cooler air rushing in behind this system. so santa rosa, you're 11 degrees cooler than you were this time yesterday. you're going to feel tonight. we are going to see this rain continue. we're not quite wrapped up with it. frankly, we've got a chance of it all through the weekend, but we do have a chance of thunderstorms to between tonight and tomorrow to add to the fun temperatures will be relatively mild. tonight, though. 44 to 48 degrees. if there's an upside, we don't get too terribly cold but we have that low pressure system ultimately it is going to track to the south. and when it does that, it will pull away from us and bring more rain to the central and southern coast in california. obviously, we're not there yet. we're in the thick of what will be the heaviest showers that we will experience with this system. they're rolling in over the santa cruz mountains. you see all that orange and yellow right there. they're rolling right into parts of the south

bay like san jose rolling up the peninsula. certainly seeing some of that at half. moon bay, san francisco's been seeing some moderate to heavier showers and now it's also moved into parts of marion county. so we are under this marginal flood-risk. in fact, we do have for areas in parts of marin county and the peninsula. we do have a flood advisory until 4.15, this afternoon, meaning this is when the heavier showers are coming down. this is what we have. the biggest concerns here. we go through future cast and show you how this plays out tonight. 5 o'clock. you do see things lightning up a little bit, but we're just not done with this. unfortunately, we get into our saturday and we start with the scattered showers. now i was talking to a friend. you guys know i sometimes on live in the bay. jacob, he is officiating a wedding tomorrow at the coast and said what about 5 o'clock tomorrow? and my advice was it's not going to be great. you might get away with clouds. you're probably going to get a shower out there. so just be prepared to go inside even on sunday. you see this is sunday morning. we get some nice clearing, but there's a little back into the system as it spins away from us. and it

tosses a few showers our way. so we can't rule out the possibility of a stray shower or 2. even on sunday before this is done. these are the totals that we're looking out for between now and sunday nights all told we're looking at picking up between about an inch, an inch and a half of rain. and i want to show climatology because we're winding the month down and i take san francisco as an example here, data dropped out on me and that have to everyone, unfortunately. but we had 21 below average days, temperature wise. we had 6 above. actually had 0 normal, which i kind of found fascinating as far as rain is concerned, normal would be 2.8, 9 inches and in san francisco so far we've gotten so we've had a pretty significant rain month here. obviously the rain still with us. quick look at your extended forecast. i have good news. after all that if you're ready for it, monday's sunshine inland, 70's tuesday, even warmer than that. and of course, nice and dry. well, today, bart is running slower because of all the rain. so expect a slower commute tonight. and this weekend,

bart posted on x. also, i watch your step because the stairways and platforms are slick. >> we have some new developments right now out of sunnyvale after the city's department of public safety shot and killed a man in a press conference this morning. sunnyvale police provided some more explanations as to what happened last saturday, according to the department of public safety officers were called to a mobile home park in vienna drive around 5.30, saturday night. a caller told a 9-1-1 dispatcher that a man was walking around naked, carrying a knife. officers arrived. then to find a 19 year-old manuel perez. but kara, wearing jost a sweater and carrying a kitchen knife and holding a cell phone officers followed him, commanding him to drop the knife. but he was only able to hear he was not the only one to hear those commands as it turned out. he was the one who called police and was still on the line with the 9-1-1 dispatcher, the dispatcher realized the person they were talking to was also the one with the knife and they said they also tried to get him to

drop it. nice. >> this is the parts off the ice. >> so as you'll see here, officers got out of the current efforts to convince him to drop the knife. but as he approaches one officer, shot is fired. medical crews are on site shortly after they attempted lifesaving measures. but the cairo would die from his injuries. this is still an open investigation. the 2 officers involved in the shooting on administrative leave. and take a look at this. dash cam video captures a bullet shattering the passenger side window of a vehicle in the middle of the afternoon. hayward, the chp released this video of the freeway shooting that happened wednesday on be south all miles road. they say the driver only suffered minor injuries from all that shattered glass. officers do have arrested the shooter. and

new this afternoon, governor gavin newsom has announced a plan to install hundreds of cameras in the east bay to improve safety called for swift. all reports the cameras will be placed in oakland and on freeways. >> over the coming months, governor gavin newsom says 480 high-tech surveillance cameras will be installed in the east bay to combat crime and violence. 290 are slated for surface streets in the city of oakland and another 190 along state freeways in the area. the first cameras to hit the streets are expected to be online within the next 30 days. we have a serious crime problem not all neighborhoods, but many neighborhoods. >> and it goes up and down. we need to do the best we can to investigate a are this. but the most serious crimes that happened in our city. oakland city councilmember dan cole has been pushing for the cameras and supports the governor's plan. >> he also wants the city to establish a grant program for businesses that cannot afford to buy cameras so they can

purchase and install them outside. the front entrance facing streets, investigate crimes. you have to have evidence. you have to have lead to have to have information. >> and a high-tech surveillance cameras can be one of the sources that get us information to help successfully investigate crimes and hold people accountable. who perpetrate crime to the governor's office says the california highway patrol has a contract with flock safety to install the network of cameras. and they are supposed to improve identifying vehicles and license plates associated with crimes. >> in a statement, oakland mayor sheng thao says, quote, this new camera network will help us stop crime and hold more suspects accountable. but not everyone supports the governor's plan. the anti police terror project says considering the city and state's large budget deficits, the money used for the cameras could be better served. tackling homelessness and helping people land living wage jobs, co-founder cat

brooks also says in the statement, quote, the cameras are most likely to be deployed in low-income neighborhoods were largely black and brown. people will be impacted. oakland is supposed to be a sanctuary city yet. we don't know who the data collected will be shared with. these cameras will be on the public right away. >> they're not going to be shining into people's private homes. the governor's office says the cameras will retain recordings for 28 days and the footage will not be disclosed to 3rd parties beyond state law enforcement. philippe djegal all kron. 4 news. >> now to the latest in baltimore as we have this new video now of the boat and the wreckage, the governor of maryland said a large crane which can lift up to 1000 tons. we'll begin clearing the bridge from the water. he says he's grateful to the biden administration for approving 60 million dollars in immediate aid to maryland and that it will be a long road to recovery. the crash happened on tuesday after a cargo ship

the day, the rain. we're going to continue to track it right now. kron four's gayle ong live for us in half moon bay with a look at the conditions. they're still coming down. go. >> you know, we're seeing a break in the rain for now, but you can probably see my jacket is soaked just a moment ago that 5 minutes ago the rain was coming down hard. i right

here to half moon bay around 12, 30 and we saw some light rain. but as the afternoon went on, we start to see it pick up around 1 o'clock it was not letting up until just about 5 minutes ago. right now the winds are starting to pick up here around half moon so far. i did see some ponding on the freeways as i was making my way out here. so i would be surprised if what some ponding right now as that we will continue to probably see more rain throughout the people are just out and about, you know, they're doing their errands and some even have to work just like me outside. >> i mean, we have to work in that but there's rain or whatever it is. you know, i got work out. >> i can about tonight, rain what we need a lot of event, one of the like that summer. >> a lot of optimism about the weather people are looking forward next week or with more

dry conditions. but as you can see right now, just a break in the rain. i see a little bit of clearing, but i will be content will be continuing to follow follow conditions out here. check back with you in an hour this live picture may look different. but yes, i'm getting soaked out here and thankful for this break for now. but we'll see how things look when i check back with you guys 3.30, just a >> gayle, thank you. we'll talk to you then. going to talk about the snow right now as well. this is look here at palisades right now. the snow is coming down. it's piling up because of the storm. kyle is tracking that for us. so how many >> theater inches do think you're going to get? well, you know, we're going to get probably at the peaks up to 2, 2, and a half inches. this is the picture of yosemite that we looked at yesterday where you could see half dome right there. but you can't see it today and notice the snow is higher, right? because we've got the snow coming down tahoe. also in the thick of it right now, you can see there 33 degrees, prime snowmaking temperatures there in south lake tahoe. snow coming down. their snow coming down in truckee. you get the idea. so

what i want to come part to you is that if you're watching heading up to the wanting to head up to the sierra today, you've missed your opportunity. we now have heavy snow, as you can see, that is falling along 50 and also along 80. and it is not my advice to get on the roads. now you've got to wait, but show you where you might have an opportunity to go up. so stand. stand by. all right. let's talk about this. we've got watches and warnings all over the state for this winter storm. i know it's late march, but this is a full-blown winter storm with all of the components. so we're talking 8 to 20 inches of new snow. as i mentioned, 2 to 2 and a half feet up at the peaks. we'll have wind gusting up to about 40 miles per hour means travel is going to be difficult. this goes until 05:00pm on sunday. that's when this is up for. so the reasons i do not recommend getting on the road is, you know, it's obvious, right? it's going to be incredibly difficult travel. we're talking about chain controls. and i think delays as the biggest thing, you know, how long that drive takes? and you know how long that drive takes if you get stuck on a snowy road. so i don't recommend through 05:00pm sunday. but if

you must, let me show you where the one opportunity is a case. we're going to go through this afternoon and this evening. the snow is cranking. the temperatures are dropping. then we're going to get to saturday morning and you see because this is a counter clockwise circulation and the system is going to drag to the south. we've got a little window here saturday morning that things are going to calm down, but it's back in once we get into the afternoon. so if you want to go early tomorrow morning, that would be a real only opportunity. i still think it's going to be tough going for you. then we get into sunday. you can see just a few chances of some snow. but time we get later into the day and that expires at 5 o'clock. the winter storm warning you'll be looking good. here are the snow totals. i mention it's cold system. so once again, we've got a little up there around upper lake. you can see looking out for a few inches of snow. and, you know, again, that's going to be a nice fit for the sierra. it's good news for the resorts here trying to stay open longer and enjoy the skiing a little bit more. and the simple truth of the matter is, once this storm is over, you're taking a live look, by the way, a diamond peak or had some folks out here before. but they have now got inside, probably because it's not too pleasant to be outside at the

moment. once this is over monday is sunny and gorgeous. and they'll have just had some incredible snow south next week. is your spring breakers, your vacation or you just get monday and tuesday off. that's going to be some really nice skiing out there. meanwhile, back in the bay, we've got the rain coming down. you see folks that their umbrellas and their jackets out there. i may be back in just a little bit going to track this rain for you and take a leather look at your seven-day forecast. thank you. and we'll start now in the east bay where the 4 largest employers in oakland are partnering up to protect workers from crime in the city. kron 4 s michael thomas explains how this new partnership is going to work. that's private. 10 million dollar plan to essentially bring more public safety to downtown streets in oakland is being put together because employees of these 4 large companies. >> have been victims of crimes when heading to lunch or even just walking to and from work. the for larger employers that are splitting this hefty 10 million dollar bill include blue shield of california. clorox kaiser permanente in pg

and e earlier this year. crime force the companies to hire private security guards to escort employees to and from bart stations parking garages and nearby businesses. campaign manager randy in downtown oakland says having more security is myself, my i more >> you know? >> i see some resident evil crime statistics show robberies are up. 34 1% from last year with majority happening at gunpoint. >> the new plans will adding complement existing efforts from both mayor sheng thao and oakland police ramey tells me those efforts have been noticed in the recent weeks and have helped with business for last 2 years. >> need suffering. damage. from >> crime. according to blue shield website, the plans include creating an uptown and downtown safe zone. that will partner with opd to improve visible and responsive security funding for oakland, uptown downtown community

benefit district ambassador program which allow people to be escorted to and from local downtown destinations by calling or asking ambassadors in the street. employees will also get safety training in subsidized transportation. mayor thao did put out a statement saying in part, quote, i'm so grateful for the deep partnership of our 4 largest employers and see this as an example of a strong public private partnership. i applaud their engagement is true. civic leaders to improve conditions for everyone. i know we will be successful in bringing back safety growth in vibrancy. back to our streets. these public safety plans are set to roll out over the next few weeks and last throughout the rest of this year as we get more details as to what exactly they're goint to be. adding an addition, we'll keep you updated. that's the very latest here in oakland, michael thomas kron. 4 news. in the north bay. now person died in a boat crash yesterday afternoon in the area of point raise in marin county. >> the county fire department says someone crashed into the rocky shoreline near chimney rock. the victim's identity is being withheld until their family is notified. soaring pg

e bills are forcing an east bay movie theater to cut back on showtime's the orinda theater has decided to close 2 days a week because the bills have just gotten so high. last month. the theater owner says it's pg e bill was more than $6200, which is around to grant more than normal here in the theater opened up in 1941. place, classic films, a new releases on the big screen. it's a large theater can seat up to 750 people on during chilly evenings. heat is required to keep the audience comfortable. the owner says the enormous jump and utilities is forcing them to cmose the curtains on mondays and tuesdays. >> obviously like to be open 7 days a week, but if you know, we can't be open and have lost every day, you know, to today's out of the week, you know, you'd be, you know, pretty. pretty much in the last. >> the monday and tuesday closures will begin in april and it could be temporary. but

thing, which is what most american do, which is filed their taxes on time. americans have until april 15th to file their taxes unless they ask for an extension reporting in washington. i'm basil, john. >> time is running out for some people in california to receive unclaimed tax refunds. the irs says more than 94 million dollars is available for people who did not file returns in 2020. they possibly didn't file these returns mainly because they earn so little and their jobs. and so they were not required to fill out a 10, 40 form. but in order to get the money owed, they do have to file a return. the average refund can be about $8835. the unclaimed money goes to the u.s. treasury after more than 3 years. happening tomorrow, the next powerball jackpot drawing. it is worth an estimated 935 million dollars. the cash value is about 450 million. but people with winning tickets are not the

mill valley with what we need to know. the channel, pius high school for whatever reason and they're still investigating why they are seeing such a huge surge in hoping cough. >> at this location, the kids are inside the classrooms as we speak. many of them probably have their masks on. they're not mandated to wear masks. but if it makes you feel safe for the school says by all means and here's the reason why. and marin county, they have 113 cases whooping cough. 65 of them are at this school just to give you perspective last year, marin county had 11 cases. so they are seeing a huge spike in cases. this seems to be cyclical that every 3 or 4 years they see an uptick in cases because those kids well, those childhood vaccines, they're getting to the age where those vaccines are starting to wear off. so it's no surprise that they're it's seen hoping cough, but it doesn't mean the kids and

their parents are not a little bit concerned. >> it's kind of increasing around here. and i don't know how about to but this right now, i think everyone should just stay for >> they sent out a lot e-mails and teachers have been a fun experience that will kick off is going around the school. are you a little concerned at all? yes, because the school has a lot of students. and when classes has 32 kids, which has a high chance of me getting whooping cough. >> here's what you need to know. some of the symptoms include a runny nose. and of course, severe coughing. the good news is among their age group and adults. it's not fatal, but possibly fatal. 2 babies, 2 months or younger. and the reason why is before 2 months they're not vaccinated. and if you have children and some of them being 2 months or younger, make sure that you protect those kids have a little bit of distance. the good news is it is very treatable. if you want to go

to the doctors. well, after you get your drugs, you should stay home for 5 days. and if you don't want to take drugs on this and stay home, it's 21 days to be home before you return to school. >> all right. let's talk more about that rain with a wide look here. looking out toward the golden gate bridge and the north bay. it's still coming down in some parts going to track the storm press for today and also tomorrow to yeah, you know, it's interesting about this system because it's that low pressure system traveling to the south. normally the north bay kind of hangs on to things they clear last not this time north bay is going to clear. first look at san jose right now how dark it is there. you've got some heavy showers coming down. not that it's pleasant anywhere right now in the bay area. certainly not a pet mount tam, but i'm going to show you what's happeninp with the radar in just a second year. i want to point out we do a flood advisory through about 4.15, today. they did just extended for the santa cruz aountains. now until about 5.15, we've got a lot of heavy rain coming down there. and

really it's just about minor flooding in low lying areas. so just be careful. you can see it's along the peninsula down into santa cruz mountains and up into marin county as well. all the areas that you see there in green. meanwhile, at the airport, we've also got some issues because they have some runway construction. and when we get weather like this between that and the runway construction, they have runways that they can use right when they're trying to get planes in and out. so arrivals right now are 91 minute delay. everyone else looking good to the wind you can see right now is still pretty blustery out their 2021 miles per hour will continue with that as we go throughout the night. here is the radar. you can see our big all low pressure system here dragging all that moisture towards us. and as i mentioned, those heavier showers now rolling in right over the santa cruz mountains and that translates all of that energy to spots like san jose getting some heavy downpours right now, which is why you see that it's so dark there. but listen, if you're in east palo alto, if you're in sunnyvale, you're feeling this to certainly right along the highways. and now it's kind of pushing over into the east bay, too. so all the way from concord down to

danville, starting to see some of those showers a little bit later in the north bay. interesting right that we get lighter showers in the north bay. that's not usually the case. but again, as this drops to the south, north bay is actually going to get their clearing before everybody else show you this of future just rolls down the coast and of course, raise lots of rain and snow on its way. by the time we get to sunday, they're going to start to get some clearing. and there's a very big pattern change in our weather coming. did she say a change? yes, she did. but before we get there, we've got lots of rain to pick up a look at southern california looking at over 2 inches of rain in santa barbara and los angeles. i lived in southern california that kind of rain coming down that quickly can cause some serious problems. so we think about that. we'll also be thinking about easter, which is on sunday. we do have a shower chance, but we should start to get some clearing on that day and then an absolutely gorgeous start and a nice warm start to next week. looks good. well, this solar eclipse is fast approaching, but there are some things you need to know if you want to see it and take pictures of it. rich demuro has the story.
