of more rain coming in. kyle was going to tell us all about it. back to you just a >> yes, we're going out to highlight with a live look here at the golden gate bridge looking out towards where theresa was just reporting from the rain still coming down a lot. and kyla also area where theresa was reporting from the usually see a lot of flooding. is that an issue in other parts of the bay area? that's right. it is those low lying spots that you get. you see you see that ponding on the roads. you maybe see some of the commuter lots that tend to get a little flooded if they're underneath bridges and that type of thing. >> we are under a flood advisory for portions of the bay area until about 4.15, the santa cruz mountains until 5.15, this afternoon. just because we're starting to see some of that. you can see it's all along the peninsula and then it's also up into marion county. so definitely be careful if you see any of that out there and you likely will, because check out all of this heavy rain rolling in over the santa cruz mountains and then into the south bay. now you can see some of the intensity of this coming down at 1.0, 3, 4, inches an hour in spots taken san jose right now. you see some of that red pop up in the map. that means heavy

downpours for them. also, sonny bill, seeing some showers as well. woodside into the east bay. we go where we're starting to see the showers now in oakland and richmond is over to conquer too. it is lighter up in the north bay right now with the exception of around mount saint helene and and just had a shower that just rolled through there. but the point is all of these roads are going to be wet right? they wanted to point out is check this out. that snow folks up in elevation. if you get north of clear lake there to some of the mountain inc areas starting to see some cold roll in with some of this too. you feel that cold as well with this low pressure system. that's while the snow making is happening right now in the sierra to so they are in the thick of it. we also have wind out there. we are under a wind advisory can see right now. san francisco at 24 miles per hour. we'll continue with that until the early morning hours. obviously, not just us, but you can see a good portion of california under those wind advisory, the central coast under with high wind warning. so again, this goes to the early morning hours throughout tonight into tomorrow. there is a break coming. i've got

all of the details are going to like i'm coming up in your seven-day forecast. thank you. we're going to take a live look here at sfo because a united flight that took off from there last night headed to paris was forced to divert to denver. united airlines confirming the flight had an issue with one of its engines. the plane did not declare an emergency landing and did land safety plea. the plane was a boeing 7, 7, 7, 2, 100 united said it was working with customers to help them find other flight options. today. and the faa announced plans last week to increase oversight in a statement to kron 4. the agency says. >> due to recent safety events, the faa is increasing oversight of united airlines to ensure that it is complying with safety regulations, identifying hazards and mitigating risk and effectively managing safety. and not to the south bay where san jose police say they were caught in the crossfire during a welfare check this morning. the shooting forcing road closures in the area ross avenue and the avenue live for

us right there right now is kron 4 charles clifford. he has the very latest. >> well, here in south san jose, the police department had several blocks of les avenue closed down for hours following an early morning shootout with a suspect just before 5 friday morning. san jose police department officers were called to a home here along lake avenue near ross avenue to perform of wellness. check. according to police when the officers arrived on scene, they found an adult male standing outside holding a gun. the officer tried to negotiate with him, but police say he fired at least one round at the officers and they fired back. police say no one was injured during that exchange of gunfire after continuing to negotiate with a man for about 90 minutes. he finally surrendered peacefully to police around 6.30, was taken into custody as a result of the shooting. the san jose police department closed off several blocks along lake avenue. spent the morning gathering evidence talking with neighbors this point. it's unclear why this man was standing out in the street holding a gun. we also don't know his identity or the

identity of the officers who were involved in this incident. but for now in the south bay, charles clifford kron, 4 news. new developments right now out of sunnyvale after the city's department of public safety shot and killed a man. >> sunnyvale police provided an explanation as to what happened last saturday, according to the department of public safety officers were called to a mobile home park vienna drive. this was 5.30, on saturday night. they say a caller told a 9-1-1 dispatcher that a man was walking around naked, carrying a knife. officers arrived. they found 19 year-old manuel perez beccera wearing just a sweater and carrying a kitchen knife and also holding a cell phone. so officers started follow him, commanding him to drop the knife. we also learned that he was the person who had called police and was still on the line with that 9-1-1, dispatcher, the dispatcher then realized the person they were talking to had the knife and also tried to get him to put it down.

>> this >> is the parts off >> so as you'll see here now, officers get out of the car and in efforts to convince him to drop the knife. they were talking to him, but he starts to approach one of the officers and that's when a shot is fired. will pause the video there for you. medical crews were on site shortly after they attempted lifesaving measures. but but carol would later die from his injuries. this is still an ongoing investigation and the 2 officers involved in the shooting are on administrative leave. san francisco police detained 2 people in connection to a shooting that killed one person near union square. the shooting happened last night around 9.30, in the plaza right outside of the powell street bart station right off market. police say they're trying to figure out what led up to the shooting. we'll keep following the story. provide you more updates as soon as they become available. today. there was a

ribbon cutting in front of oracle park. the sfmta teamed up with supervisor matt dorsey and the san francisco giants to build a 3rd street quick build projects. they were also joined by the giants mascot, lou seal. so now there is a new to a bike path that they say was going to enhance safety. also access for walking, biking and scooters all around 3rd street between town stunned and the lefty o'toole bridge. there's also more bike parking. >> a ceasefire protest happening in front of u.s. and harvey milk. this is a newly named naval ship. it's called the uss harvey. go sorry. he said it wrong in top there. uss harvey milk. it sailed into the bay last night. the ship honors san francisco naval veteran, an lgbtq activist harvey milk. protesters say the ship is going to be sent to the middle

all right. this is some dash camera video showing us a bullet shattering the passenger side window of a vehicle in the middle of the afternoon. this is in hayward. >> the chp released this video of the freeway shooting. it happened wednesday on 8.80, south of alvarado. niles road. they say the driver only suffered minor injuries from that shattered glass and the shooter has been found and arrested. new this afternoon, governor gavin newsom announced a plan to install hundreds of cameras in the east bay to improve safety kron. 4 said to all reports the cameras will be placed in oakland on freeways. >> oakland city councilmember dan kalb has been advocating for more surveillance cameras in neighborhoods bugged by crime and supports the governor's new plan. type of pushing for freeway on-ramps and along our business commercial, our commercial business corridors. >> those are some of the places that we need those cameras, but there are other places as well over the coming

months. governor gavin newsom says 480 high-tech surveillance cameras will be installed in the east bay to combat crime and violence. 290 are slated for surface streets crimes. in a statement, oakland mayor sheng thao says, quote, this new camera network will help us stop crime and hold more suspects accountable. but not everyone supports the governor's plan. the anti police terror project

says considering the city and state's large budget deficits, the money used for the cameras could be better served. tackling homelessness and helping people land living wage jobs, co-founder cat brooks also says in the statement, quote, the cameras are most likely to be deployed in low-income neighborhoods were largely black and brown. people will be impacted. oakland is supposed to be a sanctuary city yet. we don't know who the data collected will be shared with. we should not be invading anybody's privacy. it's very important that all the cameras are installed >> on the public right away, not into people's living rooms. i'm quite sure that is the case. the governor's office says the camera footage will not be disclosed to 3rd parties beyond state law enforcement. philippe djegal all kron. 4 news. >> a concord man who tossed a pipe bomb at police last october has been convicted. danielle garcia was charged with throwing multiple pipe bombs fall in a high-speed chase with san francisco

police garcia was convicted on multiple counts, including detonating an explosive device with intent to injure. he faces up to 14 years in state prison set to be sentenced in april. police raided an illegal drug lab and east bay home. this week, the lab was discovered tuesday at a home on shasta daisy drive right next to liberty high school in brentwood. authorities say the lab was being used to make the psychedelic drug dmt. in addition to the drugs, investigators say they also found a possible explosive device. and some of stored in containers. police have arrested. 29 year-old jonathan mccarthy. they're also looking for 2 others who they believe helped him run this operation. us toward oakland is suspected of selling cannabis and tobacco products to minors. so police some of the items that they say were being sold, including magic mushrooms, marijuana and a variety of thc, product, thc, products and firearms. police say the store also did not have valid

licenses to sell these items. police did not name the business. only saying it was located on macarthur boulevard just north of 30th avenue and they did not say whether or not the store has been shut down. here's what it looks like outside right now in walnut creek. will that commute well? but the rain is coming down fast. we pilot here to go over one of going to stop. yes, we'll talk about that. you know, have to tell you, i wince every spring say last night you did. and was it an amazing e-street band and they're still in they have another show on sunday. so i feel a little bad that they're getting the rain. all i know. we're so happy. you're here at such a good time. it was so fun. should have invited them to come on the show. come on down will get them. hey, they want to come on the show. i make it but we do have the rain for them and for the rest of us. >> through the weekend. but it is going to be the heaviest right now that we're seeing. so if you're dealing with that downpour right now, likely that this is going to be the worst of it. we're going to

have some scattered showers at some point as well. but today's going kind, the heaviest most consistent showers. it's also keeping us very cool. and i do mean cool. 48 degrees in san francisco. that's chilly santa rosa. 48 degrees. but look at oakland. we're 51. you get to 51 in concord. you know, we're just low 50's across the rest of the bay area and compared to 24 hours ago, we're 10 degrees cooler, 13 degrees cooler in nevado. that is, you know, you notice that that is part and parcel of this low pressure system going by us and not only going to have the rain chance of a thunderstorm tonight as but we've got the chilly temperatures. now. the good news is that overnight lows are going to get that much cooler. so there's the upside. i guess there's a low pressure system. you can see that counter clockwise circulation dragging all of that moisture in bringing us rain, bringing the sierra some snow right now. adding to that snow pack and boy, oh, boy, are we getting some rain totals down in the south bay? san jose right now still with heavy showers there. you can see how it's moved a little bit up. 101 also headed over

to the east bay towards fremont to all of these highways are going to pat ponding on the roads will be pounding on the dashboard. but ponding on the roads. you can see san ramon as well. 6.80, is going have a lot of that water out there, too. so just be very careful. lightning up a little bit in the north bay. you can see here nevado just some light showers. and as we zoom out a little bit more as we get towards santa rosa, not bad, right? so the north bay is actually going to catch the brakes a little bit earlier because the system will ultimately dropped to the south marginal flood-risk across the whole bay area. and then we do have part of the area that is under a little bit of a flood advisory along parts of marion county and the peninsula until about 4.15, today. let's take you through the night. it is going to lighten up a little bit compared to right now, but we still have these hit or miss showers. some of them could be thunderstorm cells taking you now into your saturday morning. and you can see how this just spins things and as it makes its exit, right. so that means that we still have that chance of a cell popping out throughout the day saturday and even into sunday. it's like waves goodbye to us and just throws a few showers our way. just in case on

sunday. so that is our easter sunday. obviously, you know, we should be a lot better than we are today, but still a chance out there. this is the rain we still have left to pick up. and we've already gotten, you know, a pretty significant total so far. and this my friends is your seven-day forecast. so my friends from bruce springsteen and the e street band. you got to hang around for monday and tuesday because we're about to show off a little here with some 70's and some sunshine. when you think justine, i think they should. there's a sticker a should stay. we should just swap tuesday's weather with sunday. yes, i agree. done. the largest crane on the eastern seaboard has arrived in baltimore to assist with the cleanup after that tragic bridge collapse earlier this week, a ship could be seen carry at least one of the 2 large cranes heading into the baltimore harbor. this was from this morning. maryland's governor says the crane can lift up to 1000 tons. it will be used to clear the channel. so the search for bodies can resume and the shipping route could be reopened. commercial crab season will be ending

april 8th for most of the california coastline because of an increase in humpback whales, fishing will be prohibited from the sonoma mendocino county line to the u.s. mexico border restrictions will be in place to limit the amount of fishing north of the sonoma and mendocino county lines. >> still ahead, employers in oakland partnering up in order to protect workers from crime in the city. the extra safety measures they have just put in place. but first, a highly contagious respiratory infection is spreading rapidly among high school students. we have the warning from health officials.

>> health officials in marin county are issuing a warning as a highly contagious respiratory tract infection, known as whooping cough is on the rise since december. the county has seen almost 100 cases. many coming from teenagers. high school students in mill valley tell us teachers are doing their part and sending out notices. but now it's up to the 6 students to stay home. >> i'm a little bit has people. >> it's kind of increasing around >> and i don't know how about to but this right now, i think everyone should just stay home copper sort of. the cdc warning parents to make sure their kids are up to date on all of their vaccines. and the fda is warning people with a fresh tattoo to avoid certain pain relief. creams. the

regulators going after the makers of several over-the-counter pain relief creams that contain potentially unsafe levels of light. a cane. the agency says the ingredient in those screams could cause irregular heartbeat, breathing difficulties, even seizures. and it can also cause injury when applied to irritated or broken skin, especially when it's covered with plastic wrap. the fda says stick with products with less than 4%. biden kane and avoid wrapping skin treated with that cream. since the beginning of the year, there have been a total of 64 musial cases that have been reported in 17 states, including california. measles is very contagious. and so bay area health authorities are urging residents to get vaccinated if they have not already. also watch out for symptoms if they are returning from international travel. 90% of the cases that the cdc has identified nationally are are are coming in are imported from travelers from from other

lake tahoe that snow coming down there. 34 in truckee at least the winds not too bad. so that's some good news. we've got winter storm warnings and advisories all across the state. this is a big, robust snow storm. there's nothing spring-like about this, folks. we're getting 8 to 20 inches of snow. >> 2 to 2 and a half feet up at the peaks were talking about gusty wind, all of it. so this is why i do not recommend getting on the road. i'm going to show you where we're going to be a little slow down this weekend, but it's not tonight. timing here is that that warning is up until 05:00pm on sunday. so that would be your best bet is not to go up until 05:00pm sunday. but if you must, let me show you why you be better off getting up tomorrow morning to do this, right? because here's tonight. heavy snow all through the night. that's 10 o'clock tonight. now, tomorrow morning, we do get a little moment. a little moment of a break. it's still going to be difficult going and you better get there before but that to me, if you haven't got up and you really really need to go up there, that's when you should do it. because tonight's just going to be hot mess. okay. here is sunday, though. you see a little bit of a kind of

up. i changed locations since i last. i knew this is a venice beach empty parking lot. but just about 10 minutes ago, people to take advantage of that break in the rain. i saw them walking their dogs taking their afternoon walk along the beach. but now weather has changed, you know, just about an hour drive south of where i'm standing. there's a special marina warning statement issued. so there's a chance of some hail out there, strong winds and maybe even water spout that we have been seeing that in recent weeks. what i can tell you, the situation out here. >> we just have cloudy skies. that rain is starting to come down and now i'm starting to feel the winds pick up as that sea breeze usually picks up this time of the day. but now it's all about the winds so far better. just keeping an eye out on the conditions. as i know, other parts of the bay area, the rain is coming down. start to get another round out here. still getting. so it just stayed back to you. gayle, thank you. >> and now to the east bay where the 4 largest employers oakland partnering up now to

protect workers from crime in the city. kron 4 michael thomas explains how this new partnership is going to work. >> this private 10 million dollar plan to essentially bring more public safety to downtown streets in oakland is being put together because employees of these 4 large companies have been victims of crimes when heading to lunch or even just walking to and from work. the for larger employers that are splitting this hefty 10 million dollar bill include blue shield of california. clorox kaiser permanente in pg and e earlier this year. crime force the companies to hire private security guards to escort employees to and from bart stations parking garages and nearby businesses. campaign manager randy in downtown oakland says having more security is myself, my i more >> you know? >> i see some resident evil crime statistics show robberies are up. 34 1% from last year with majority happening at gunpoint. >> the new plans will adding complement existing efforts

from both mayor sheng thao and oakland police ramey tells me those efforts have been noticed in the recent weeks and have helped with business last 3 years. >> need to suffering. damage. from >> crime. according to blue shield website, the plans include creating an uptown and downtown safe zone. that will partner with opd to improve visible and responsive security funding for oakland, uptown downtown community benefit district ambassador program which allow people to be escorted to and from local downtown destinations by calling or asking ambassadors in the street. employees will also get safety training in subsidized transportation. mayor thao did put out a statement saying in part, quote, i'm so grateful for the deep partnership of our 4 largest employers and see this as an example of a strong public private partnership. i applaud their engagement is true. civic leaders to improve conditions for everyone. i know we will be successful in bringing back safety growth in vibrancy. back to our streets.

these public safety plans are set to roll out over the next few weeks and last throughout the rest of this year as we get more details as to what exactly they're going to be. adding an addition, we'll keep you updated. that's the very latest here in oakland, michael thomas kron. 4 news soaring pg e bills are forcing an east bay movie theater to cut back on show times they're in defeat or has decided to close. >> 2 days a week because the bills have gotten so high last month. the theater owner says it's pg e bill was more than $6200 which is around to grant more than usual in the theater opened up in 1941, it plays classic films and new releases on the big screen. it's a very large theater can seat up to 750 people enduring chilly evenings. heat is required to keep the audience comfortable. the owner says that the enormous jump and utilities is forcing them to close the curtains on mondays and tuesdays. >> obviously, you like to be open 7 days a week, but if it, you know, we can be opened and have lost every day, you to

today's out of the week, you know, you'd be, you know, pretty. pretty much in the last >> the monday and tuesday closures will begin in april. it could just be temporary. the owner says they're going to re evaluate this in the future. and now to the latest on the presidential race because today the focus of the campaigns is on fundraising. former president trump holding a big money fundraiser at his mar-a-lago estate in florida next week. the event is being hosted by hedge fund founder and they're aiming to raise 33 million dollars. the trump campaign is hoping to tap president biden's star-studded event from last night. former presidents clinton and obama were on-hand there at radio city music hall in new york that gallup raked in 26 million dollars for the biden campaign. biden says he's not only ready to take on the former president on the campaign trail, but also on the links. >> can voters trust a presidential candidate was not

after the supreme court struck down a federal student loan forgiveness program that was designed to use the deaths of more than 40 million borrowers. the biden administration is now just one step away from finalizing a rule to replace it. our washington, d.c., correspondent raquel martin has the story. >> the biden administration says it's inching closer to a second attempt to launch a widespread student loan forgiveness program. we're looking to move it this year. i'm looking being as aggressive as possible u.s. education secretary miguel cardona says the administration is moving ahead with a new plan. it would help borrowers not already covered by smaller existing forgiveness programs. we're going through a negotiated rulemaking process, which slower than the process that we took the first time. groups like the naacp are happy to hear progress a major concern when it comes to homeownership when it comes to building family generation. well, but who exactly stands to benefit remains unclear. the

department of education's website says that the rule under review will include borrowers whose ballots is exceed what they originally borrowed >> or who first entered repayment long ago outlined think about what specific or if the noise as the naacp is pushing. the administration not to leave anyone hanging. talked about pell grant recipient talk about parent plus bars. we've talked about actual people who impacted by these rules. but adam kissel with the conservative heritage foundation doubts the new plan will make it far. maybe as many as a dozen states. we'll sue the education department such large-scale forgiveness. >> just is not within what congress authorized cardona disagrees and is confident the new rule will hold up in court in washington. raquel martin. >> we're seeing prices soar to near historic levels. and this is now causing some concerns for consumers. disease outbreaks, lower supply and increased farming costs are leading to elevated prices for
