>> good afternoon. >> i'm gasia mikaelian i'm andre senior. >> thanks for joining us. we begin with our weather. don't forget to bring your umbrella if you're headed out the door. this is what it looked like in san francisco just a short time ago. lots of hoods up and umbrellas out. and that's really going to be the story for the rest of the day. and tomorrow as well. ktvu meteorologist rosemary oroczo joining us now with just how long we expect this rain to stick around. hey, rosemary. >> yes, andre and garcia is very widespread at this point. and do expect it to stick around at least through the better part of today before we break away to scattered showers for much of the weekend. in addition to the rain, we're talking about wind, the risk of thunderstorms, and in the sierra snow. here's a look over the golden gate bridge, where you can see the overcast sky. you can see the roadways are slick at this point, turning over to storm tracker two, where again, most of the bay area, not the entire bay area. now seeing that rain and as we look offshore where the core of the storm is, you may even pick up on the

lightning strikes there indicating the unstable air that is going to be moving our direction. right now, it looks like we have some moderate rain falling over areas of the north bay near novato, as well as sausalito and shifting over towards the san francisco. we've got some steady rain there along the san francisco area, as well as down along the coastline. light showers reported in the inner east bay, and it looks like a mix of light rain and mainly dry weather over towards livermore, we head to the sierra, where snow levels right now look to be right about 4000 4500ft. so we are expecting some accumulation all the way down to about pollock pines over the weekend. and there is a winter storm warning already in place. so for folks that haven't headed up, not a good weekend to do so. you can see this advisory goes until 5:00 in the afternoon on sunday. meanwhile for us, a wind advisory also into play and this will last until the overnight hours doesn't expire until tomorrow morning. and i'm already seeing some of those

winds in our hills reach 40mph right now. mount diablo reporting 33. i'll have a better look at the current conditions, what we can expect moving forward and for your holiday weekend. >> coming up, rosemary, thank you. a vast network of new cameras is coming to oakland and the east bay. governor gavin newsom announced the city and chp signed a contract with the company that will mount and manage nearly 500 cameras across our region. ktvu is ali rasmus joins us live to explain what we know so far about this plan. >> ali, and we are learning as the morning goes on. andre, the governor made the announcement on social media earlier this morning in a 32nd prerecorded video that he shot near hagenburg road. we just confirmed with the representative from the company that makes these cameras, called flock safety, that these nearly 500 new devices coming to oakland in the east bay are license plate readers that can take a picture of every vehicle that drives by. we did not have a chance to ask the governor about this plan. he made the announcement on x that the california highway patrol and the oakland police have signed a contract with the company, called flock safety, to set up a

network of 480 security cameras, which will aid and support the efforts of law enforcement to focus on stolen vehicles. >> this is proven technology where privacy is foundational. >> flock is the same company behind the license plate reader cameras that already exist in many bay area cities. the cameras being installed under the governor's plan include 290 on oakland city streets and 190 cameras along highways in oakland and the east bay. in a statement released by the governor's office, oakland's mayor applauded the move, saying, quote, this new camera network will help us stop crime and hold more suspects accountable. end quote. the cameras will be able to identify the make and model of each car going by, as well as track vehicles in real time. the video will be stored for 28 days. >> the biggest unknown question is whose rules are we playing? >> by? brian hofer is chair of the city of oakland's privacy commission. he's concerned the state and chp guardrails for privacy won't align with oakland's. >> there's no transparency. there's no annual reporting

obligation like an oakland controlled system. my opinion is in the minority that people are acting based on fear, and also an unproven, misguided belief that these cameras are going to solve all our problems. >> we're working with a lot of the merchants in fruitvale and they are they are really struggling to hold on right now. and you know, 95% of them cite public safety issues. >> chris iglesias is the ceo of the unity council and says while he also worries about privacy, he says residents and small businesses are imploring government leaders to try something if it could help address some of the immediate, you know, public safety issues around stolen vehicles and that kind of thing, i think, you know, hopefully it'll have it'll have an impact. as for when this network of cameras goes up, we haven't received a direct answer from the governor's office yet. but iglesias from the unity council says representatives from newsom's office told him that the first new license plate

readers will go up in the next 30 days, and the bulk of them will be in operation by this summer. garcia >> ali. thank you. state regulators are proposing a change in how power companies in california calculate rates. currently, bills are tied to how much power a household uses. the new proposal would make a portion of that bill a fixed charge. for most people, that would be $24.15 a month. low income households would pay less . regulators say the goal is to provide some relief to people who use a lot of electricity in the summer, amid high temperatures. a live look now at sfo as a united airlines flight from san francisco to paris was diverted to denver last night after the crew reported an issue with one of the engines. according to united, the flight landed safely in denver and the airline is working to find other flight options for the passengers. there were 273 passengers and 12 crew members on board this afternoon. >> san francisco police, still searching for more people who may have been involved in a deadly shooting at the powell

street bart station. it happened around 930 last night at hillsdale plaza. police found one person who had been shot. they were declared dead at the scene. the victim's name has not been released. police tell us they did locate a firearm, but sfpd says no arrests have been made yet. >> as far as danger, we are still looking for possible suspects. again, this is an ongoing investigation. >> and do you have anybody that you've taken into custody or taken in for questioning? >> we do have two individuals detained at this point. we don't know what their involvement is. so we're still figuring that out . >> and despite that shooting, both bart and muni were still running. however, the entrance to the powell street station from that plaza was sealed off due to the police investigation. news details being released about a police involved shooting in sunnyvale. a 19 year old man wearing no clothes and holding a knife was, we are learning from police was shot and killed by officers. ktvu tori gaines, live from sunnyvale, with the latest developments in this case, tori. >> andre, we're here outside of the sunnyvale department of public safety. we're learning

more about the 911 call that was placed reporting that man with a knife on saturday. police later learning the man was calling 911 on himself. the sunnyvale department of public safety says officers were called to the plaza del rey mobile home park saturday on the report of a man with a knife. >> i want to clarify too. it wasn't until late into the phone that the dispatcher was able to put the information together that the subject indeed was a reporting party for the man on the call, later identified by family and police as 19 year old emmanuel perez. >> his family says perez struggled with his mental health and police knew this. police confirming they had been to perez's home on two other occasions. the family says one was to take perez to the hospital for a mental health crisis. police shared body and dash cam video that they edited together from the shooting. we want to warn you some viewers

may find this video disturbing. drop the knife. >> i'm not going to give you any more stuff. >> stop! i'm telling you, stop right now. i'm going to shoot you if you don't stop. stop right there. >> officer kevin lemos, who has been with the police force for three and a half years, was the one who fired the fatal shots. i want to be clear. we are only showing you 30s or less of the body cam footage that lasted several minutes. the full video will be released by police later today, with the chief saying he can't comment further due to the investigation for now, perez's family says they are grieving the loss of such a young life. i spoke with a family member who says they are not medical or law enforcement experts, and they are awaiting the results of the police investigation before they form opinions. now coming up later today, i will have a full statement from perez's family who says they're truly at a loss

for words while processing this difficult, difficult loss for them in sunnyvale. tori gaines ktvu, fox two news tori thank you. >> san jose police arrested one person following a gun battle with officers. police were called to the area of ross and lee avenues foa welfare check near d'aw park, east of south bascom avenue. officers arrived and found a man holding a gun outside of a home. they tried negotiating with him, but he red least one shot at them. police then returned fire. we're told no one was hit, but the man eventually surrendered just before 630 this morning on this good friday in vatican city, pope francis led a passion of the lord's service at saint peter's basilica. >> this was the. >> of course, today's service commemorates the last hours of jesus's life and his crucifixion. the pope is 87 years old, was brought in by wheelchair due to inflamed knee ligaments that started in 2022, just this year, the pope also fought off flu and bronchitis.

gossett died last night in santa monica. a cause of death was not given. gossett broke racial and cultural barriers, as his other productions included the story of satchel paige, the josephine baker story, and the color purple. louis gossett jr was 87. >> crews are moving to reopen the port of baltimore as quickly as possible. just days after that, cargo ship slammed into the keys bridge, causing it to collapse. fox's caroline shively has the latest. on friday, crews prepared to remove debris from the water surrounding what is left of the collapsed francis scott key bridge in baltimore, so they can continue the search for four missing workers to clear the channel. >> they're using the largest crane on the east coast capable of lifting 1000 tons, getting the port of baltimore running again at full speed is a priority given all the jobs that are associated with it. >> all the small businesses, all the other businesses. >> the transportation department has approved $60 million in federal emergency funding to

clear the key bridge. president biden says his plan is for the federal government to foot the entire bill. but that's up to congress. the cleanup and rebuild is estimated to cost at least $400 million, and possibly up to a billion. >> we want to be clear that this is just a down payment. the $60 million. it is not the final payment. >> the timetable could be 18 months to several years. >> this work will not take hours . this work will not take days. this work will not just take weeks. we have a very long road ahead of us, securing congressional funding for the rebuild could take months. >> both the house and senate are in recess all next week in washington. caroline shively ktvu, fox two news. >> new at noon a celebration in san francisco a few hours ago aboard the us naval ship named after civil rights leader harvey milk. it's the first navy ship to be named after an openly gay person, and one of six named after civil rights pioneers harvey milk served in the navy

before coming to san francisco, achieving the rank of lieutenant junior grade. he later became the first openly gay elected official in california. congresswoman nancy pelosi. mayor london breed and military officials reflected on what the name means for the navy. >> though harvey milk distinguished himself as a naval officer and fortunately, like so many others who served our nation in uniform, he had to hide a very important part of himself as he served. and for far too long, sailors like lieutenant milk were forced into shadows. or worse yet, forced out of the navy. >> today, the official said, the navy is stronger because of the service of the lgbtq members. the usns harvey milk is a part of a class of ships that will provide fuel and cargo to navy warships. >> new at noon spring break travel is expected to hit its peak next week. the federal aviation administration is forecasting april 4th to be the busiest day of the season. figure is estimating some 50,600 flights on that day alone, just

under 49,000 expected the following friday. most of the travelers are heading back from their spring break vacations. some, though, are traveling to see the great north american eclipse that happens on april 8th. >> no spring break weather behind us now it is raining coming down outside in some parts of the bay area. rosemary oroczo here now with a look at your forecast. >> yeah, we can't even call it spring showers. andre gasia i mean, this is like a winter storm as we are looking at snow in the sierra. snow levels between 4 and 5000ft. here's a look outside our doors at the golden gate bridge. there. it's a dark one, a stormy one for today. for most of the afternoon, do expect the heavier part of the rain as well as the wind. and we talked about the risk of thunderstorms. back to storm tracker two, where it is widespread at this point, from the north bay through the central bay and the south bay, the rain is going to continue to fall. center of the storm, still off our coastline, will continue to shift towards a southern california. but again, we've got some lightning strikes embedded in here. so unstable air, the risk of brief downpours, hail,

thunder and lightning will be with us for at least for the first part of the weekend. and we've got pockets of moderate rain reporting over areas of novato, san francisco down towards the santa cruz mountains. right now, the inner east bay, we'll call for mostly cloudy skies for you and just maybe a little bit of drizzle and a few scattered showers that we can't really see here on the radar. the sierra again, now seeing a good amount of snow. and the advisory for travel is under way. it doesn't expire until sunday afternoon. and for us, a wind advisory for the coastline, for our hills and for areas of the inner east bay right now, checking in on those winds. it's a breezy one for most. we have 28mph reported at atlas peak. we have 38mph reported at middle peak, and as we look over towards mount diablo, 35mph reported there, how about a closer to the surface? we've got oakland at the airport reporting a wind gusts to 36 shifting towards sfo. a wind gusts to 30mph. palo

alto mountain view, san jose, hayward 25 to 35mph. so a breezy one out there. the rain could be hitting you from the side. the umbrella might not work this afternoon. here's a look at the future cast when it comes to rainfall amounts between now and tomorrow morning. likely to see anywhere from half inch to about an inch and a half. even more for the santa cruz mountains, as we do expect some of that upslope to create the wetter weather in the sierra. we will continue with the good amount of snow, and i'll show you those projections in just a moment. but into sunday morning it continues rouz with some of the santa cruz mountain areas expected to receive anywhere from 2 to 3in by the end of the weekend. meanwhile for the sierra, here's a look towards the end of the weekend. one, two, maybe even close to three feet of snow and pollock pines down to about 4000ft, likely to pick up a few inches as well. i'll have a look at the timeline and what we can expect for the weekend and beyond. coming up in

group says the majority of oakland's 120 public schools are failing to help black and brown students get into college. >> we got to stop hiding behind inflated graduation numbers and inflated grades because we're doing the children of oakland a disservice. at a rally, the group announced a resolution called raise the bar that it coauthored with two school board members. >> it calls on the oakland unified school district board of education and the city council to set goals to improve proficiency rates substantially for black and brown students over the next ten years. >> we need to go from incremental to a rocket type of acceleration of our curriculum. >> supporters say the resolution is a way to try to ensure that resources are devoted to, and focused on educating parents and students about college eligibility. >> if you don't hit those requirements, then what opportunities do you have? >> this parent says she wants to make sure her son, who's in the fourth grade, is on track to get

bridge from oakland, we'll turn to our meteorologist, rosemary oroczo. i think a lot of parents are getting notifications of canceled baseball game, canceled swim meet, canceled mountain bike ride. this is a stay inside kind of back half of the day.

>> it really is gasia andre. and, you know, sometimes the kids will continue to play sports even in the wet weather, but they will wind and they will. and the risk of thunderstorms, which makes it of course, hazardous. if you do experience a thunderstorm, as you know, take shelter, get inside. here's a look outside our doors where we have a, you know, a tough view of san francisco. from this vantage point. we've got a lot of gray sky out there. we've got some rain falling. we have the wind picking up. and here's a view of storm tracker two, where, you know, again, if you look offshore, you can actually see some lightning strikes right about in there. they have subsided. but this time lapse is just a few hours old. so we will continue with that to possibility. here's a view of what's happening right over the bay area. we've got widespread rain, pockets of moderate rain. it looks like a near novato, a heading over towards american canyon and then down towards the coastline as well as it looks like right over the golden gate bridge heading into san francisco. it looks fairly heavy at the moment. the east bay shore getting some light rain, the inner east bay not much

going on, but take a look at that shade of pink there over mount diablo. so again, it kind of feels like a winter storm with snow levels. you know, about 4000ft. and that rain-snow mix there below 4000ft over towards the santa cruz mountains and the peninsula where it looks like it's coming down here pretty good. pockets of moderate rain from palo alto over towards the santa cruz mountains and right along the coastline as well. i'm going to shift over here because take a look at areas near mount hamilton and the diablo range there. we've got a rain, snow mix going on there as we head to the sierra. now this is where we're going to see feet of snow by the end of the weekend. and if you are just joining us, there is a winter storm warning that is already begun and will continue until sunday afternoon. meanwhile, for us, an advisory for wind until early tomorrow morning, we will check in on the current conditions once again and take you through the weekend. coming up in just a little bit. >> well, a network of

surveillance cameras is coming to oakland and the east bay. governor newsom announcing the city and chp have signed a contract with flock safety to manage nearly 500 cameras in the region it operates cameras and other parts of the bay area, including piedmont. the plan includes 290 cameras on city streets and 190 along highways in oakland and the east bay, advocates say. many residents and local businesses, business owners, actually support this plan. >> if it could help address some of the immediate, you know, public safety issues around stolen vehicles and that kind of thing, i think, you know, hopefully it'll have it'll have an impact. >> the chair of the city of oakland's privacy commission told us he is concerned about privacy. the cameras will be able to identify the make and model of the vehicle and other features specific to the vehicle, and can track the suspect vehicle in real time. the video will be stored for 28 days, we're told four of oakland's big employers are teaming up to fund extra security downtown. it's an effort to keep their workers safe. ktvu amanda canton is in

oakland with details. >> it's changed a lot. i mean, i've lived in i worked in oakland for about 30 years now, and it's not the same. there's always been homeless and there's always been theft, but not to the degree that it is now. >> people who work in downtown oakland say they're always on alert as they go to and from work, hearing of coworkers getting attacked and robbed. >> we want to keep the employees safe. you want to go to work safe. you don't want to go to work worrying about, am i going to get mugged or my car going to be broken into? or am i going to be harassed? that's those are the questions you. every time i walk out the door for big companies with headquarters in oakland, kaiser, clorox, blue shield of california, and pg and e are now teaming up to help keep their employees safe, spending $10 million on extra security measures set to roll out in the coming weeks. >> we have a lot of pride in being in oakland. we look and plan to stay in oakland and, we

feel like we need to be a part of the solution here. >> the program will create an uptown downtown safety zone, an area staffed with off duty police officers. there will be buddy escorts to help people to and from places like offices and restaurants and transportation for employees to and from work and transit hubs, nearby parking lots and businesses. >> bottom line is we're trying to keep our employees safe, and we have seen rising crime, particularly in 2023 over 2022. in oakland. and, that's contributed to a sense of concern amongst our employees. and we just want to make sure that they can come to work, be safe and be productive. >> all four companies previously had their own security programs, but now they're joining together. >> i think we do need a presence. you know, we need patrolling, some kind of deterrent to deterrent to, you know, to move these criminals out of the way and, you know, keep people safe. >> while some employees are excited to see the increased patrols, some say it's unnecessary. >> we've been walking here for

the last 7 or 8 years, this neighborhood has always been just like any other city and others already talking about other areas that need help too. >> they should also try jack london if they're going to increase it, increase it at all times they evening as well as night. >> right now this program is funded through this year. so when it comes to 2025 it's not set in stone. what's going to happen. but the ceo of blue shield did say he thinks this will be an indefinite program. he hopes that they keep it until it's no longer needed and employees feel safe in oakland. amanda quintana, ktvu, fox two news oakland police are investigating a deadly shooting in the brookfield village neighborhood. >> police say they received several calls about a person who was shot around 415 yesterday afternoon. this happened on louvain avenue, just east of 880. paramedics rushed to the scene. the victim later died at the hospital. no word on arrests or what led to the shooting. across the bay, leading candidates challenging san francisco mayor london breed in

the november election are releasing their plans to deal with the city's drug overdose crisis. for many, the mayoral race comes down to increasing public safety and reducing homelessness and drug activity. ktvu spoke with mayor breed and her challengers about their proposals, including declaring a state of emergency and bringing in more state resources. >> we need results, and if that requires asking the state and the federal government for additional law enforcement personnel, i'm prepared to do exactly that up to and including national guard. yes. >> absolutely not only have we made arrests of over 2000 dealers and users with the goal of getting people treatment and holding drug dealers accountable , but even just last night, there was a big operation of over 50 arrests because of the work that we're doing. >> i would have a satellite office of the mayor at the tenderloin police station. the mayor needs to be on the ground seeing that on a day to day basis, marshaling the resources of the city. >> i'm the only candidate in this race with a comprehensive plan backed by law enforcement

and behavioral health experts, to tackle the crisis on our streets. and so we need to do this. we should be doing it now. i will do it on day one of my administration. >> advocates for people who are homeless say the proposals focus on law enforcement making arrests without addressing the underlying issues of mental health and drug and alcohol dependency. >> san francisco will rename part of a street to honor a man who was fatally shot by vallejo police back in 2020 during a night of protest after the killing of george floyd. a bill was passed by supervisors to rename part of park street as sean monterrosa boulevard. monterrosa, who was 22 years old, grew up in that part of san francisco. the resolution says monterrosa put his own body on the line for justice four years ago. monterrosa was coming out of the window of a walgreens store in vallejo when he was shot and killed by police responding to reports of looting , a detective mistakenly thought that the hammer in monterrosa's sweatshirt was a gun. at first,

that detective was fired, but then he sued the city and was given his job back. some muslim residents of san bruno say they want an apology from the city's mayor, after they say they were disrespected at a recent city council meeting. >> people, rico, we all see rico, rico. >> we all see you. >> don't let the muslims eat. >> they protested outside city hall, calling for a meeting with san bruno's mayor, rico medina, back on march 12th at the. at a city council meeting, a group of muslim residents took some pizza and water into the lobby to break their ramadan fast. the lobby has a cafe and tables. instead, they were told they needed to go outside to the parking lot where the city had set up some tents. >> this city is our city and we feel like it's important that we're heard. we're not represented, we're given an opportunity to explain why it was offensive to us and how we can move past this as a community. the protesters say they've been requesting a meeting with the mayor and city manager since last week, when the council on american-islamic relations sent the city a letter

calling for an apology. >> san bruno city manager sent ktvu an email saying the mayor and staff will meet with some of the residents who've requested a meeting to find a path forward. the meeting has not yet been scheduled. >> a nine year old boy in northern california led police on a chase. chp in oroville posted these photos on their facebook page with the title quote. another episode of you can't make this up. chp says an officer saw a car stopped, oddly in the middle of an intersection when he instructed to move, the car sped off. chp followed the driver, stopped, and then abruptly reversed the car ramming into the patrol cruiser. well, turns out that driver was a nine year old who had taken his mother's car and said he was driving himself to school, the boy's grandmother posted on the chp facebook page that the boy's mother had been in the bathroom and had no idea all this was happening until she saw her car was gone. commercial crab season will end early for most of the state, including the bay area

we haven't talked about the temps just yet. it's a cooler one out there, anywhere from nine degrees cooler in novato today. and 11 in petaluma to five at half moon bay, half moon bay right now 50 degrees. these are your lunchtime numbers. 48 in santa rosa, 54 walnut creek. as we spoke about before, this is like a winter storm with snow levels between 4000ft and 4500ft. the winds are cranking. we've got santa rosa reporting ten, fairfield reporting 15. so not too bad for you there. just breezy, but you get over towards oakland and the wind gusts are above 30. sfo doing the same at 30. and then the central and southern part of the bay area. you can see the gusts are widespread. san jose reporting 32, palo alto 36. in our hills. even more powerful than that for some between 35 and 40mph. so the wind advisory will continue through today and go into tomorrow morning, which means if you step outside, the umbrella may not work today. you're going

to have that rain hitting you from the side. and it is widespread at this point, with pockets of moderate rain reporting in areas like the north bay looks like over the coastline near bolinas and mount tam, the marin headlands transitioning into san francisco, widespread here from san francisco down along the peninsula, you can see the east bay has moderate rain falling along the east bay shore, lighter rain, inner east bay, a little bit of rain, snow mix. mount diablo a little bit of rain. snow mix over mount hamilton and we've got some moderate rain to heavy rain coming ashore there near santa cruz and the santa cruz mountains. the sierra will continue to pile up. the snow could have anywhere from 1 to 2ft, even three feet. by the end of the weekend. here is a look at the center of the storm. it will continue to shift towards southern california. southern california also going to get very wet this weekend. and here's the timeline for us. it's coming down right now by 4 or 5:00. that cold front pushes through and we are left with scattered showers for your evening hours. so it's going to
