so, happy thanksgiving, everybody, and let's get to these nude turkeys. [laughter] (applause) >> thank you very much, mr. mayor. and thank you so much for being here. you can carve while i do some more talking here. if you'll pay attention to the marvelous things they're doing with the turkey carving. we have 6,000 pounds of turkey here, believe it or not, 1400 pounds of green beans, 1600 pounds of yams. it's been cooking for 4-1/2 days around the clock back in that lovely little kitchen of ours. and all that work did not disrupt the usual activities, 360 meals, 400 sandwiches for homeless people. they're still baking the brownies cakes and cookies. 300 delivery routes, 500 volunteers, 6100 meals to seniors and shut-ins. the meal, roasted turkey with stuffing, gravy, yams, apple sauce, cookies and hot cocoa mix. we want to especially thank our many donors especially the aaa folks who donated 50 28-pound turkey plus aaa maps for our delivery volunteers. 15 pounds of coffee with cups. and our photographer donate his time and talent today. and it is due now.

this is eastern turkey. van is the largest settlement in eastern turkey. at that time its peak it had about 700,000 people in it during the summer. beautiful like, absolutely gorgeous place to be. after the earthquake everybody who could leave, did. so what you have left are those that are either die-hards, the people that are the leaders of the community that want to rebuild, or people that couldn't leave. and that's really telling because when you look at these pictures you're going to see abdomen abject poverty. that's not really what it was before the earthquake so it went from bad to worse for these people. but what you saw time and time again is they were out and rebuilding and carrying on and i think that says a lot about people in general and that's the next take away, is that no matter if you look at van turkey, you go to china, you go to india or you go to the united states, go up to the dakotas, you go to missouri, you go to joplin, what you find is that people are more resilient than we give them credit for being. people will will come out in t

i wish i could say that the small graup of us went to van, turkey, and did something heroic and changed their lives. i really can't say that. but i can say they changed ours. the lessons we brought back from there will benefit our greater community more than i ever thought would be the case when we detarted. to go back and start a little bit at the beginning of how this even came to pass because it's typically not a mission of a city to go to an international destination. we've got a state department, we've got the military, we've got a lot of organizations at the federal level that do this all the time. so it seems a little bit of a one-off for a city to be involved. but when i say it's a story of people and a story of community, it really does start right there. last halloween, so we're talking on the eve of -- in the aftermath of fleet week, as it were, october is a really busy month for us here in san francisco. it starts off with fleet week and it ends with halloween so it's two cresendo events. last halloween diana who you see running around here, key to the organization, who does

and in november there was a massive earthquake in have an, turkey, and the city of san francisco and the san francisco fleet week association were asked to send a team to do an assessment of their earthquake and their preparations or lack of preparation. so the word is getting out. seattle invited us to come up and talk to them about incorporating that, this program, into their fleet week. so the word is getting out. i'd like to tell you just a story that i've told before to some of you but it relates very much to the next panel that we have here. back in april of 1992, i was commanding the first marine division and we had been to the gulf war and we had a lot of parades and we were feeling pretty good about things and on 30 april, 1992, the results of the rodney king trial were announced. two days later, we found the first marine division deployed to compton and watts and one of the most horrific sights i'd ever seen. it was the largest riot in u.s. history. 3,000 people were injured, 60 people were killed, and we actually ended up at one point in time having to use live ammunition.

we've seen in ismat turkey in 1999 a number of walking wounded that will immediately overwhelm the medical response community and then how do you disallow them immediate health care and the specter of reality tv, so that would be the first part, managing expectation in our gold standard health care system. the other part of that response, to maximize the saving of lives, they actually severed limbs in the response process to maximize the safing lives. have we talked about indemnify case of our medical response teams post response? ?oo ?a we did not actually discuss indemnify case or any other legal or even ethical issues on a broader kail. all the hospitals do have plans to handle a surge of patients including a very large number of walking wounded. we assume they will arrive at the hospital starting immediately, even sometimes before the official announcement of a particular incident unless it's an earthquake where we feel the announcement of the incident. but the real key is that those plans will need to be immediately operational so that we can sort out who really does need to come in a
