i had an opportunity to tell irs commissioner reddick when we spoke recently. congress has explicitly provided a permanent appropriation for the irs to pay tax refunds. this makes common sense. the tax refund represents the taxpayers money, not congresses. not the governments, but the taxpayers. despite what some people in congress seem to think that this money belongs to the government. but it should be returned then in a timely fashion and thank god with their decisions that will be the case....
